- Experience working with UNICEF COs or other UN agency at country level.
- Demonstrated experience managing programmes on adolescents/girls and education, youth skilling, youth employment, youth entrepreneurship, young people's civic engagement and gender is an asset.

- Financial proposal that will include the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

BACKGROUND
Purpose of Activity/ Assignment:
Under the direct supervision of the Senior Advisor, Country Support, and in close collaboration with the Deputy Director, Programmes and the wider Generation Unlimited (GenU) Programme team (particularly those working on Passport to Earning (P2E)), the GenU Partnerships team and UNICEF PPD, the consultant will deliver on key tasks to enable the successful implementation of the Girls’ Education and Skills Partnership (GESP) across the three countries engaged in this GenU Global Flagship Programme. The consultant will work on various elements across both programmatic and partnership coordination elements for GESP, which includes developing/refining plans, supporting selected countries to receive funds to develop, implement, and monitor their programmes, as well as liaising with technical level counterparts within GESP partners. The consultant will provide technical support, support mobilizing financial resources, and contributing to strategic, partnership and technical discussions with internal and external partners.
Scope of Work:
- Deliver on key elements related to programmes and partners at technical level by providing technical advice, engage with technical experts when required, developing, monitoring and adjusting planning documents. This also include ensuring that all required reporting obligations to all stakeholders are met.
- Provide support, engagement and troubleshooting to three country teams in UNICEF Country Offices, developing, monitoring and/or implementing GESP programmes. In doing so ensuring adequate planning and monitoring to enable effective development and coordination across the various activities including programme implementation/delivery, partner coordination, monitoring, evaluation, reporting and learning (MERL). The main focus will be on Bangladesh, Nigeria related to the Challenge Fund and Passport to Earning, and potentially in other countries as the programme advances.
- Support GenU leadership in GESP high-level governance activities by providing support and advocacy for GenU and other senior GESP partner leadership in advocacy, senior stakeholder engagement, governance etc.
Terms of Reference / Key Deliverables:
Reviewed and finetuned TOC, results framework, dashboard, and MERL strategy and plans are circulated, updated and endorsed.

Qualifications
Education:
- Master’s degree from a recognized university in social sciences, education, economics, international relations, or another relevant technical field.
Language Proficiency:
- Fluency in English is required, strong written and verbal competency is necessary
- Working knowledge of another UN language an asset
Work experience:
- A minimum of 8 years of professional experience working across regions developing programme strategies, joint programmes and other multi-sectoral collaborations.
- Experience working with UNICEF COs or other UN agency at country level.
Competencies/Knowledge:
- An advanced university degree in one of the following fields is required: education, economics, international relations, social sciences or another relevant technical field.
- Demonstrated experience managing programmes on adolescents/girls and education, second decade education, youth skilling, youth employment, youth entrepreneurship, young peoples’ civic engagement and gender an asset.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
