Location: Remote, supporting UNFP HQ, New York

The Position:

The proposed consultancy will (i) support the development of a background paper on Human Rights and GBSS to inform the High-Level Expert Meeting; (ii) Support the positioning of GBSS within international human rights law and policy, i; and (iii) Revise and formulate further guidance to support rights-based advocacy at the global (i.e. revision of the UN Inter-agency Statement), and at country level (development of specific guidance for countries).

Provide expert support on the positioning of the practice of Son Preference and GBSS within a Human Rights framework to inform the High-Level Expert Meeting on GBSS and Human Rights; and to support post-meeting processes towards a coherent guidance on positioning GBSS within relevant international normative frameworks.

Scope of Work:

Under the overall supervision of the GBV Adviser and GBSS Team lead, the IC will deliver the following:

In preparation to the high-level expert meeting (February to March)

1. A background paper on GBSS and Human Rights that includes:

  • A brief mapping and gap analysis of international law and policy guidance on human rights as it relates to the practice of "son preference" and "gender-biased sex selection”, including its drivers and consequences (i.e discrimination, violence against women, child neglect, access to reproductive technologies, etc.) and a brief analysis of the applicability and implications of those laws and policies on GBSS and on women’s rights more broadly;
  • Analysis of national compliance with the identified international human rights law, through a review of eview of human rights mechanisms reporting and Voluntary National Reporting in the countries covered by the Global Programme;
  • Mapping of national laws and policies related to preventing or responding to the practice of son preference and GBSS in the following countries: Bangladesh, Nepal, Vietnam, Georgia, Armenia, Azerbaijan,Montenegro, Albania, Kosovo, South Korea, China, India and Pakistan.

2. Active participation at the High-Level Expert Meeting, either virtually or in-person.

3. A final meeting report containing main outcomes and a way forward towards a coherent conceptualisation of son preference and GBSS as a harmful practice within human rights and normative frameworks.

After the High-level Expert Meeting (April - June)

4. Revision and update of the section "Human Rights Considerations" of UN Inter-agency statement on GBSS prevention.

5. Guidance document for countries on how to communicate GBSS using a rights-based approach, without curbing women’s sexual and reproductive rights.

Requirements:

Education

  • Masters or equivalent in Human Rights, International Law, Gender, International Development, International Relations, or related other social science fields.

Knowledge and Experience

  • At least 10 years of experience in Human Rights, Gender Equality, Sexual and Reproductive Rights, Harmful Practices and related areas;
  • Experience and knowledge on Son Preference and GBSS;
  • Advanced research and analytical skills;
  • Experience in providing high-level expert advice, and on designing technical guidance on harmful practices, sexual and reproductive rights of women and girls and related areas;
  • Fluency in English required; knowledge of other official UN languages, preferably French and/or Spanish, is an asset.
