Purpose of Activity/Assignment: This consultancy supports the RO WASH and Climate team to provide timely advice and technical support to country offices in the UNICEF MENA Region. The consultancy focuses on providing specific support for humanitarian WASH in MENARO and MENA Country Offices (COs).

How can you make a difference?

Under the supervision of the WASH Regional Adviser and in coordination with UNICEF HQ, the Individual Contractor will provide expert guidance and direct support to COs and the RO for the following key deliverables:

  • Timely sectoral review and guidance of end of the year humanitarian reporting for UNICEF COs in MENA (HAC, EPP, Sitrep, etc.)
  • Development of MENARO humanitarian WASH end of year summary reporting, regional analysis and indicator compilation.
  • Review and direct inputs for MENARO 2023 AWP (Annual Workplan) for humanitarian WASH.
  • Provide specific guidance to COs in the region on the Blueprint initiative and Peacebuilding initiative and support consolidated regional reporting on progress.
  • Conduct CO capacity building, including surge deployment and humanitarian training (public health in emergency).
  • Provide lead technical support to the WASH in Humanitarian Masters initiative, in coordination with ACF and GJU (finalize business model and Phase 3 component).

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: public health, social sciences, behaviour change communication, water or sanitation engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
  • A minimum of 8 years of progressively responsible professional experience in WASH related programming. Direct experience in humanitarian WASH is required and experience in the MENA region an advantage.
  • Expert knowledge on humanitarian WASH programme/project management, capacity development and knowledge management.
  • Fluency in English is required. Fluency in Arabic is strong asset.
  • Integrity and professionalism with demonstrated experience in WASH; high degree of autonomy, personal initiative, and ability to take ownership; willingness to accept wide responsibilities and ability to work independently under established procedures in a politically sensitive environment, while exercising discretion, impartiality and neutrality.
  • Teamwork and respect for diversity; ability to establish and maintain effective partnerships and work harmoniously in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
  • Proven interpersonal skills; good spoken and written communication skills.

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
