How can you make a difference?

Objective:

This assignment has various objectives as follows:

-Support monitoring and provide the technical support to ensure the continuity of the successful public awareness programs for WASH and climate change in 500 schools in Gharbia and Alexandria. Consultant will collect the required data and documentation required for the project documentation.

-Support coordination of the governorates level discussion for the development of the model of “Strengthening resilience of Governorate in Egypt for climate change crisis and water scarcity management”.

-Support coordination among various governorates level stakeholders to develop the action plan required to implement this model.

Methodology:

Duties will entail regular monitoring, follow-up, and supervision of field activities, as per the below mentioned activities. The activities that are described relate to those activities as included in the 2024-2025 Annual Work Plan, and are specific to School Sanitation Project and Holding Company for Water and Wastewater system strengthen. The time allocation in percentage as per the required assignment are as follows:

  • 60% technical activities: monitoring/field visits to schools and the served communities
  • 20% coordination activities as mentioned above
  • 20% reporting, updating data and attending meetings

The consultant will ensure day-to-day implementation and monitoring in the field, through the following actions:

  • Holding regular coordination meetings with Water Companies and MoETE at the governorates level.
  • Providing training to water companies staff on evidence-based planning, monitoring, and the use of data in decision making.
  • Regular monitoring, follow-up, and supervision of field activities, as per the below mentioned activities.
  • Using new technology and social media (including WhatsApp) to engage with the population to disseminate WASH messages and to promote the adoption of improved behaviours.

Provide technical support to the water companies capacity building program, this ToT will be conducted by another consultant. During the TOT, 25 staff members from Gharbyia and Alex. water companies’ staff and MoETE middle management (total of 50 trainees) will be trained.

Facilitating and ensuring that cash assistance is spent as per the appropriate budget agreements/arrangements, and that liquidations are completed within a reasonable time frame.

Conditions of work:

Under the supervision of the UNICEF WASH officer, the consultant is required to implement all the activities agreed and submit all deliverables on time and with quality. The WASH officer is responsible for ensuring that the entire process adheres to the organizational quality and ethical standards. The supervisor ensure that the consultant has access to all necessary documents.

This assignment is field based requiring presence in the field, in the assigned governorates. Reporting and documentation can be done remotely, as per the schedule agreed with the supervisor. The consultant will be based in one of the three Upper-Egypt targeted governorates (Gharbyia and Alex.) with frequent travel to the other two governorates.

Payments will be processed upon submitting an accepted deliverable as pers the TOR schedule.

To qualify as an advocate for every child you will have…

-Bachelor’s degree in social science or relevant field

-Not Less than five years’ experience in field coordination in rural/urban areas, in addition to technical competence, specific previous experience on WASH and knowledge in the field of potable water supply and sanitation systems and technologies in schools and health facilities in urban and rural Egypt.

-Work experience in governorate level with different ministries directorates (education health, water, etc.)

-Climate change knowledge and environmental experience

-Previous experience showing good training skills and good report writing skills

-Fluent in written and spoken Arabic and ability to comprehend and communicate in basic English

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
