Objective:

The specific objectives of the consultancy are:

  • To review under-5 mortality statistics in Egypt, including stillbirths, neonatal, infant and under-5 mortality rates, identify trends, the most common causes of death and main deprivations.
  • To review vital registration system, including registration forms used and quality of data provided, and update the reporting forms and vital registration system accordingly, and in line with the latest international standards.
  • To update a training package for vital registration and ICD10 reporting.

Methodology:

The consultancy will encompass mix data collection methods, such as desk review of relevant documents, key informant interviews, focus group discussions, and field trips. More specifically the consultant will:

  • Review and analyze the raw mortality data and relevant reports in the last 5 years, focusing on stillbirths, neonatal, infant and under-five mortality rates, trends, disparities (by gender, residence, etc.).
  • Interview key informants at the national and decentralized levels on child mortality statistics.
  • Conduct field visits to selected health facilities and health managers in the field, to discuss child mortality data collection system, reporting system, and related challenges.

The consultant will work closely with different MoHP sectors, such as the General Administration for Health Data and Statistics, the Preventive Care, Primary Health Care, and Curative Care Sectors. The steering committee composed of representatives of MOHP, UNICEF and WHO will provide overall guidance to the consultant throughout the process.

The report on main causes of under-five mortality 2016-2020.

The report should be based on the review of mortality estimates in the last 5 years. The causes of death should be adjusted to the newest classifications. The report should use disaggregated data and provided solid analysis on child mortality by age, sex, place of residence, etc.

5-6 weeks

25% (upon completion of the report)

Updated birth registration forms.

Upon revision of the current birth registration forms, and comparison of the existing forms with the one recommended by the best international standards, the consultant should propose the updated version of the forms. The revision should be discussed and agreed with key national stakeholders.

2-3 weeks

15% (upon completion of the updated birth registration form)

The report on child mortality data collection and reporting system.

Upon revision of relevant data and reports, and after interviewing key stakeholders at national, governorate , district and health facility level, the consultant should prepare a report on the existing data collection and reporting system, with clear recommendations how to improve the system. The recommendations should be mutually agreed with key national stakeholders and presented to decision makers for updating the system.

6-7 weeks

40% (upon completion of the report)

The report on recommendations to update relevant training packages.

Upon revision of relevant training packages (on data collection, classification, reporting, analysis, etc.), the consultant will prepare a report with clear recommendations how to improve and adjust the available training packages, to be fully in line with the latest international recommendations on child mortality classifications, reporting and analysis.

3-4 weeks

20% (upon completion of the report)

Conditions of work:

Under the supervision of the supervisors from UNICEF and MoHP, the consultant is required to implement all the activities agreed and submit all deliverables on time and with quality. The supervisors are responsible for ensuring that the entire process adheres to the organizational quality and ethical standards. The supervisor will also ensure that the consultant has access to all necessary documents.

  • UNICEF Egypt is looking for consultants with strong expertise and good track record in public health, and who is respectful to cultural diversities, community values, and is sensitive to gender issues, with zero tolerance to violence, child abuse and neglect and other harmful practices. The following expertise is required:

    • Medical background, with a minimum of a master’s degree in public health (and relevant fields).
    • At least five years of public health experience supporting vital registration systems or primary health care systems and public health initiatives.
    • Previous experience in statistical analysis.
    • Track record of research implementation and data analysis, scientific research publications, leadership, facilitation and training skills and commitment to delivering timely and high-quality reports.

    • An excellent understanding of data and monitoring principles.

    • Fluent in Arabic and English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
