Purpose of Activity/Assignment:

To develop a parenting manual for effective and positive parenting in Namibia, a facilitator guide, Job Aids, and flipcharts targeted towards parenting programme and Integrated Early Childhood Development (IECD) service providers nationally.

Scope of Work:

The proposed task is to develop a parenting manual and facilitator guide. The manual should include tools for implementation of the parenting programme such as a facilitator guide, Job Aids and flip charts. The development of the parenting manual will support Ministry of Health and Social Services, Ministry of Gender Equality, Poverty Eradication and Social Welfare, CSO’s and other parenting work to improve the implementation of the parenting programme in Namibia and support parents in parenting. The consultant will as well be reviewing data and integrating concerns that are specific, new, or emerging to Namibia, including adolescent parents (children parenting children linked to high levels of early and unintended pregnancies), parenting adolescents, parents living with HIV, parents of children living with HIV, addressing mental health and how parents support children, child online protection and children with behavioral challenges.

Some of the key objectives to be undertaken with this consultancy are:

• To provide the situational analysis on parenting in the Namibian context • To develop training manual and related tools on effective and positive parenting • To develop a facilitator guide, pocket guide and job aids • To develop an implementation plan

  1. Conduct a desk review of the parenting manual
  • Desk review and secondary analysis of available data on the status of the implementation of the parenting programme conducted
  • Existing gaps in the Namibian parenting programme and tools through a participatory approach are assessed and analysis report finalised

Week 1

30% of payment based on agreed offer upon completion of deliverable and approval

  1. Inception report
  • Inception meetings with key ministries and a collective inception validation meeting held
  • Inception report with a work plan, timeframe on the progress of developing the manual, highlighting the methodological approach, stakeholder to be consulted and mapping of existing documents for implementation finalised and submitted.

    Week 2

  1. Stakeholders and existing IECD and parenting structures consultations and implementation plan
  • Consultations/interviews with agreed number of stakeholders to assess existing implementation, effectiveness, structure, and appropriate recommendations for enhancement conducted
  • Implementation plan developed through consultative strategic and technical meetings

Weeks 3-4

70 % of payment based on agreed offer upon completion of deliverable and approval of final report and validated parenting manual and tools

  1. Developed parenting manual, facilitator guide and job aids
  • Draft parenting manual, facilitator guide and job aids developed
  • Validation meeting for the developed parenting manual and related tools hosted
  • Final manual and tools following incorporation of feedback from validation meeting finalised and submitted

Weeks 5-6

  1. Consultancy report
  • Final consultancy report

Report must include:

  • Any changes to the process
  • Assumptions underpinning the developed manual, guide and tools and the risks for implementation and proposed mitigations
  • Recommendations for roll out; linked to implementation plan

Week 7

  1. Presentation of final report
  • Conduct a presentation to MoHSS and MGEPESW management for approval and endorsement
  • Presentation on key findings and recommendations to policy makers

To qualify as an advocate for every child you will have…

  • Master’s degree in Early Childhood Development, Psychology, Social Work, Education, or closely related field. A PhD in Early Childhood Development or related field is an added advantage
  • A minimum 5 years of progressive work in ECD programme management, parenting programme management and material development
  • Professional experience in developing and implementation positive parenting, the child protection system-child rights policy and its legal and policy framework, locally and internationally.
  • Extensive professional knowledge and at least 5 years’ experience in the field of family promotion, child protection, health promotion and ECD.
  • Experience in Early Childhood development, parenting programs and social work in the Namibian context is an added advantage
  • Demonstrated ability to produce high quality documents, reports, and tools. A sample may be requested during recruitment stage.
  • Demonstrated experience of working collaboratively with government institutions, CSOs and international development agencies
  • Have an extensive experience in ECD at a national and/or global level
  • Fluency in English and writing skills
  • Excellent proficiency in computer and information technology skills, including word processing, electronic presentations, spreadsheets, email, and the internet including highly proven capabilities of keeping electronic records and producing reports

Administrative issues:

The selection and conditions of service of consultant will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors.

No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor. Consultant/Contractor will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance prior to taking up the assignment.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The Consultant is expected to use own equipment to undertake the analysis. UNICEF will not provide him/ her with working space, computer, internet connectivity or other related accessories including office printing and scanning facilities..
