Result of Service CBIT's most important contribution will occur by strengthening Peru's reporting capabilities to adequately meet the requirements of the Enhanced Transparency Framework through the new reporting format under the Paris Agreement: The Biennial Transparency Reports (BTR). To carry out the activities of the CBIT project in Peru, it is necessary to develop a mobile application for Android users in which a portable, massively accessible and free version of the climate and health observatory (developed by the ministry of health) is implemented. which in turn will reduce the gaps in the generation and use of relevant information on climate-sensitive determinants of population health directly from the application's databases. It will also contribute to the planning of strategic actions at the national, regional and local levels. Likewise, it will strengthen the existing monitoring and follow-up systems of the Ministry of Health, allowing interaction with the data from the monitoring system of the adaptation measures.

Ultimate Result of the Service:

Development of a mobile application that allows disaggregated information at the regional and local level, which will serve for decision-making and the planning of concrete actions to reduce the vulnerability of the population to the effects of climate change. Likewise, it will strengthen the existing systems for monitoring and follow-up for the adaptation measure.

The consultant will carry out the following activities:

- Elaboration of work plan for the development of the mobile application

- Design and functional development of the prototype of the mobile application.

- Development of the navigation panel with visualization of case trends and prognosis of surveillance diseases and climatic and environmental variables.

- Development of the navigation panel with visualization of maps where the identification of risk areas is shown based on climate indicators and diseases under surveillance.

- Development of the navigation panel with visualization of the reports that incorporate climate and health information from the Health Networks of the regional level.

- Hold coordination meetings with the technical units that carry out the surveillance of dengue diseases, malaria and acute respiratory infections to ensure the collection of information, the collection of contributions to each of the deliverables, as well as the socialization of the deliverables.

- Mobile application in operation available in download centers such as Google Play

- Final report of the consultancy, Training, manuals and / or tutorial videos and approved source code.

OUTPUTS:

- Develop work plan and methodology for the development of the mobile application.

- Development of functional prototype.

- Development of the navigation panel with which it contains visualization of case trends and forecast of prioritized diseases of surveillance and climatic and environmental variables. Testing of the functionality of the application and the source code.

- Development of the navigation panel with visualization of maps where the identification of risk areas is shown based on climate indicators and diseases under surveillance. Testing of the functionality of the application and the source code.

- Development of the navigation panel with visualization of the main diseases related to climate change at the district, province and department level and how these are associated with climate and environmental variables through indicators.

- Development of a section that contains the visualization of strategic actions related to climate and environmental variables, which can provide necessary information to reduce the vulnerability of the population to diseases related to climate change.

- Mobile application in operation available in download centers such as Google Play. Training, development of manuals and / or tutorial videos for the correct use of the developed application, as well as sharing the approved source code.

Product N° 2: - - Detailed document on the operation of the application developer on case trends and forecasting of priority surveillance diseases and climatic and environmental variables. - Source code of the application under development. - At least two (02) abstract of meeting with the specialist group.

Product N° 3: - Detailed document on the operation of the application developer on maps where the identification of risk areas is shown based on climate indicators and diseases under surveillance. - Source code of the application under development. - At least two (02) abstract of meeting with the specialist group.

4. Product N° 4: - Detailed document on the operation of the application developer on main diseases related to climate change at the district, province and department level and is association with climate and environmental variables through indicators. - Source code of the application under development on strategic actions related to climate and environmental variables. - At least two (02) minutes of meeting with the specialist group.

5. Product N° 5: - Detailed document on the operation of the application developer on strategic actions related to climate and environmental variables. - Source code of the application under development. - At least two (02) minutes of meeting with the specialist group.

6. Product N° 6: - Detailed document of the mobile application developed. - Source code of the application and corresponding manuals and other complementary material. - Executables of the application. - At least two (02) meeting minutes.

Duties and Responsibilities The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its NDCs, as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The United Nations Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing agency. The UNEP LACO based in Panamá provides technical and administrative support to the Peruvian government and supports the implementation of the CBIT project.

The CBIT Project in Peru will support the implementation of the Enhanced Transparency Framework of the Paris Agreement and will provide relevant outcomes to the National Government regarding the implication of the private sectors in climate action.

This project will support the Monitoring and Evaluation (M&E) system of health adaptation measures. The incumbent will be supervised by Coordinator of the Climate Ambition and Transparency Team of the Climate Change Unit for Latin America and the Caribbean of UNEP LACO, will work from home and will have to attend to face-to-face meetings in Lima, Perú.

Qualifications/special skills ACADEMICIAN: - Bachelor’s Degree in Systems Engineer, Software Engineer or related (required). - With studies in the programming language Android or Flutter (required). - With specialization studies or training in mobile application development (desirable). - With studies in the use of databases such as MySQL, MariaDB or SQLite (desirable). - With REST API development training (desirable). - With training in using Git/GitFlow version control (desirable).

PROFESSIONAL: - Minimum of 05 years in the public and/or private sector providing technical support on software, hardware, and other issues related to information technology (required). - Minimum of 5 years in the public and/or private sector in mobile application development issues (desirable).

LANGUAGE: - Fluent in Spanish. (required).

SPECIAL KNOWLEDGE AND SKILLS: - Tools of high management of office programs, specifically Excel. - Develops clear goals that are consistent with agreed strategies; identifies priority activities and allocations; adjust priorities as needed; allocates the appropriate amount of time and resources to complete the work; foresees risks and allows contingencies when planning; monitors and adjusts plans and actions as needed; use time efficiently.
