Purpose of Activity:

To assist in the administration of the annual Conflict of Interest and Financial Disclosure Programme (CIFDP) and in the review of the CIFD Policy and software system.

Scope of Work:

  1. Assist during the filing stage of the annual cycle providing the required support to filers.
  2. Review and analyze the annual CIFD statements of staff members for the year 2022 to identify actual, potential or perceived conflicts of interest and to provide corresponding guidance to filers to prevent or mitigate possible conflicts of interest in line with relevant UNICEF/ UN Policies.
  3. Verify the CIFD statements of staff members selected for verification based on relevant UN/UNICEF Policies.
  4. Communicate with staff members as required to facilitate the filing, review, and verification of CIFD statements.
  5. Provide support in the testing and finalization of the new software application developed for the CIFD.
  6. Provide a report on the compliance of staff members with the requirements of the CIFD Program, including on staff members that have failed to comply with recommendations for follow-up by the Ethics Office.
  7. Assist in the review and development of the Policy on Financial Disclosure and Declaration of Interest Statements in consideration of relevant JIU recommendations, various feedback, and developments in the area when requested.

To qualify as an advocate for every child you will have…

  • A first-level degree (Bachelors) in business administration, finance, accounting, law or any related field required.
  • A minimum of 3 years of professional experience in business administration, finance, legal, oversight or related roles required.
  • Prior experience in the evaluation of financial disclosure statements is required.
  • Experience in policy review and analysis is desirable.
  • Excellent Written and verbal communication skills in English required.
  • Fluency in other UNICEF languages (Arabic, French or Spanish) is an asset.
  • Good command of IT and relevant computer software is required.
  • Experience handling confidential or sensitive information is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
