Objective:

The purpose of the consultancy is to support the articulation of PSN and CPD for the UNICEF-Egypt CPD for 2023-2027 to support the country in realizing the rights of children, adolescents, and women.

Under the direct supervision of the Deputy Representative, the international consultant will work closely with the Planning Officer, M&E team and the Core Management Team (CMT) and relevant section chiefs to conduct the following:

  1. Ensure coordination with relevant stakeholders including technical staff of UNICEF, Government, UN agencies, donors, other development partners in consultation and development of Programme Strategy Notes (PSN) and Country Programme Document (CPD) 2023-2027 (to review and ensure coherence across the two sets of documents, namely PSN and CPD) under the guidance of Deputy Representative
  2. Plan and organize brainstorming session with relevant technical sections, staff and others in relation to development of PSN and CPD
  3. Provide input into Programme Strategy Notes (PSNs) in consultation with relevant colleagues, governmental partners, donors and other key stakeholders and based on the consultation meetings held
  4. Coordinate and facilitate the consultation and prioritization workshops, including Framing Workshop, Strategic Prioritization Workshop, Line Ministry Consultation Workshop, Programme Strategy Workshop and SMR (Strategic Moment of Reflection). These workshop will involve UNICEF, Government, Development Partners and NGOs/CSOs, donors as necessary. The consultants should organize and facilitate the meeting, to take stock of discussions, and document the outcomes of the meetings. Depending on the COVID-19 situation, the meetings could be held online or in a blended manner.
  5. Conduct a review and analysis of existing programme documents (e.g. SitAn, current CPD/UNPDF, studies and evaluations, work plans, review reports etc.).
  6. Provide input to the CO CPD including the IRRF in consultation with CMT, Programme Sections and other relevant staff and stakeholders, incorporating feedback from various review process including those by the Regional Office.
  7. Provide input to the CEP in consultation with the M&E Team, CMT, Programme Sections and other relevant staff and stakeholders, incorporating feedback from various review process including those by the Regional Office.
  8. Review and support the development of the UNSDCF Egypt (2023 – 2027) and ensure alignment of UNICEF Egypt PSN and CPD with the UNSDCF
  9. Throughout the process, support Deputy Representative in coordination with MENARO and HQ as required
  10. Throughout the process the consultant is required to work closely together and support the international consultant to ensure that proper input is made to drafting of the PSN and CPD (including the IRRF and the CEP)
  11. The consultant may be requested to join the one-week RRBM training held in June by UNICEF Egypt as a prerequisite to the consultancy.

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

To conduct this exercise UNICEF will contract a national consultant who has outstanding expertise and experience in this field of work. The consultant will be based in Cairo and there are no expected travels within or outside of Egypt.

The CPD development timeline that the consultant will be engaged in consist of 5.5 months in total, starting from the agreed date. Throughout the CPD development process, the consultant will report on progress to the CMT as deemed necessary. The consultant will also report to and consult as necessary the Deputy Representative, Planning Officer and the M&E specialist.

The summary of key tasks and deliverables are outlined here below. The consultant will support the implementation, provide analysis and provide input into all required documents, including the PSNs, CPD (including IRRF) and CEP as well as document the discussion and agreement during the consultation and reflection meetings. Additionally, a detailed timeline of the MTR process has been developed (to which these deliverables align) which will be shared and discussed with the consultant upon signing of the contract.

To qualify as an advocate for every child you will have…

  • Advanced degree in the social sciences (such as sociology, social anthropology, and development studies), Economics/Statistics or related fields relevant for the assignment;
  • At least 7 years of experience in management, planning, and facilitating and undertaking strategy and high level programme development or programme reviews. Prior experience in CPD development in UNICEF or other UN entity a strong asset.
  • Excellent analytical, conceptual and writing skills;
  • Strong facilitation and coordination skills, including participatory group discussion;
  • Institutional knowledge of UNICEF is an advantage;
  • Familiarity with Egypt current national development priorities and challenges is an advantage;
  • Excellent command of English, both written and oral;
  • Excellent Knowledge of Egyptian Arabic an asset;
  • The consultant will be also expected to submit 1 or 2 samples of previous similar work produced and at least 3 references.
