How can you make a difference?

The objective of this consultancy is to support the operationalization of the MOSS- UNICEF annual workplan (AWP), through the following:

  • Lead legislative reforms related to child protection, social policy and ECD (ex: child law, alternative care law, secondary legislations on social care, legislations for nurseries and new ECD models)
  • Support the institutional reform of the social care and social protection sectors, ensuring linkages and integration of services.
  • Provide legal support in establishing a functional case management system.
  • Support the development of a unified model to strengthen the MOSS social workforce.
  • Support the full implementation of the justice for children action plan.
  • Provide the legal support to reform the MOSS outsourcing system.
  • Support the operationalization of the national alternative care strategy.
  • Support the implementation of ECD interventions
  • Provide the required support to UNICEF’s intervention, including through field visits, related to the social policy, child rights monitoring, child protection, Early Childhood development, social and behavioral change and Private sector
  • Revising agreements, conventions, and contracts related to children, people with disability and social care department developed and presented to the Ministry.
  • Governance and monitoring system for outsourcing NGOs for service delivery.

Methodology:

The consultancy will work closely with UNICEF team members and MOSS leaderships on the following:

    • Develop conceptual frameworks for the designated tasks
    • Provide legal background for all planned interventions and ensure the alignment with MOSS vision
    • Review relevant MOSS structures and mandates
    • Propose inter-linkages between relevant MOSS departments and units
    • Develop needed TORs for amended or additional structures
    • Undertaking field visits on monitoring of MOSS-UNICEF joint interventions on social policy, child rights monitoring, child protection, Early Childhood development, social and behavioral change and Private sector, especially those related to communities consultation on legal and policy reforms

Conditions of work:

This assignment is required the Ministry of Social Solidarity and the recruited consultant will be based at the Ministry to complete his assignments under the direct leadership of the Minister. The consultant will also possibly travel to specific governorates.

To qualify as an advocate for every child you will have…

  • Law degree is a key requirement.
  • Advanced degree (Master or PhD) in law and or public/ administrative planning.
  • At least 10 years of experience working in policy and legislation.
  • Strong knowledge of the administrative system in Egyptian governmental sector.
  • Proficiency in Arabic and English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
