Objective:

The key objective of this consultancy is to develop a comprehensive and scalable ‘STEM for Girls’ programme, that aims to increase opportunities for adolescent girls to develop STEM skills in and out-of-school, with a focus on but not limited to refugee and migrant girls. The consultant will deliver the design of a 5-year programme, which includes operational plan, costed plans, partner mapping, results framework as well as relevant TOR/MOUs and a concept note and budget for fundraising purposes.

Methodology:

Under the supervision of Education Specialist (Level 3), Egypt Country Office, the consultant will work closely with the Education Digital Learning and Innovation team.

To design a comprehensive 5-year ‘STEM for Girls’ programme, the consultant will conduct a desk review of existing UNICEF programme documents and agreements. Based on the review of existing STEM initiatives in Egypt implemented by MoETE and other development partners as well as the review of other UNICEF STEM initiatives, the consultant is to identify possible entry points and the comparative advantage of UNICEF Egypt. In addition, linkage between ‘STEM for girls’ and digital learning, the Dawwi programme and other UNICEF programmes is to be considered throughout the processes as well as initiatives from other sections that are working on addressing existing gender norms.

Based on the findings, the consultant will design a comprehensive and scalable 5-year ‘STEM for Girls’ programme, targeting marginalized children in Egypt including refugees and migrants. The designed programme needs to clearly outline different phases; initial phase, up-scaled phase, and evaluation phase. To provide guidelines for implementation, the consultant will develop costed operational plan and monitoring and results framework for each phase. The costed operational plan should include, but not limited to, target group and location, key activities, estimated timeline, implementing partners, and budget. The consultant will design monitoring and results framework that includes result statement, output-level indicator aligned with activities, target and means of verification. Furthermore, identification of implementation modalities, partners, and contractors is needed to develop partner mapping, to facilitate implementation of the programme.

Based on the designed programme, the consultant will develop TORs and MOUs needed to establish the partnership to implement of the programme. If necessary, he/she will provide input and recommendations to modify existing partnerships, to algin with newly designed programme. A concept note and budget will be developed for unfunded parts of the programme to be used for public and private fundraising.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Under the Education Specialist, Egypt Country Office, an individual consultant is required to provide the following services:

  1. Design comprehensive and scalable ‘STEM for Girls’ Programme including costed operational plan and M&E framework
    1. Conduct desk review of existing donor and partner agreements related to ‘STEM for girls”, ongoing UNICEF STEM initiatives from other countries, existing STEM initiatives in Egypt, among others.
    2. Conduct meetings with UNICEF colleagues and other development partners including ministries working in the STEM field in Egypt to identify added value of UNICEF
    3. Design comprehensive and scalable 5-year ‘STEM for Girls’ Programme with clear linkages to other UNICEF programmes
    4. Develop costed operational plan, and M&E framework for the programme
    5. Identify implementation modalities, partners, and contractors and develop partner mapping to engage and support implementation of the programme
  2. Develop TOR/MOUs for contractors and partnerships
    1. Develop ToR/MOUs for contractors and partners
    2. Provide inputs/recommendations for re-programming of existing partnership agreements
  3. Develop concept note and budget for fundraising purposes
    1. Develop concept note and budget for unfunded parts of the programme to be used for public and private sector fundraising

Conditions of work:

The consultant will be reporting to the Education Specialist at UNICEF Egypt. The consultant will use his/her own computer. The consultant will be paid upon submission and approval of the above outlined deliverables.

To qualify as an advocate for every child you will have…

  • Advanced degree in education, public administration, public policy, or other relevant field.
  • At least 10 years of professional work experience in the development field, preferably in education is required. Previous experience with the UN is plus.

  • Previous experience with STEM education research, STEM teaching and learning strategy, STEM curriculum design or other STEM interventions is required.

  • In-depth knowledge of STEM initiatives by MoETE and development partners in Egypt, is required.

  • Proven experience in design of scalable programmes is required.
  • Fluency in English and Arabic is a requirement.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
