Objective:

The primary function of this consultancy is to support the SPCRM unit in generating, capturing, and disseminating evidence-based knoweldge products through:

  • Increased availability of up-to-date evidence and analysis on child rights, including relevant SDG indicators, in the areas of social protection and public finance for children;
  • Enhanced advocacy agenda through availability of evidence-based policy briefs and high-level policy dialogues.

Methodology:

For completing contract deliverables, the consultant will ensure research implementation through a mix of qualitative and quantitative analytical approaches and methods. S/he will provide all the needed technical inputs to the SPCRM section and Data for Children Unit to support UNICEF Egypt Country Office Program and partners in evidence generation and knowledge management.

Within the delegated authority and under the given organizational set-up, the consultant may be assigned the primarily, shared, or contributory accountabilities to support SPME Unit for all or part of the following areas of major duties and key end-results:

Conditions of work:

The consultant will work under the direct supervision of the SPME Section Chief and the Social Policy Specialist. The consultant will work in collaboration and support of the SPME section.

The consultant will submit a monthly progress report for review of work progress. This report will be used for performance. Monthly payments will be processed upon delivering and accepting monthly progress reports and against accepting and approving deliverables by the SPME Section Chief and the Social Policy.

This assignment is part-time office based in Cairo. Teleworking arrangement, within a limit of 4-6 days per month, can be arranged after prior discussion and agreement with the direct supervisor. Reporting to manager at UNICEF office can be done remotely, as per the schedule agreed with the supervisor.

To qualify as an advocate for every child you will have…

-Advanced university degree in one of the social sciences, covering at least one of the following domains: Information Management, planning, monitoring, evaluation, economy, survey implementation, data, quantitative and qualitative research, political science, social development, public administration.

-A minimum of six years of relevant professional international work experience in social policy, M&E, and evidence-based advocacy is required.

-A minimum of six years of relevant professional international experience in providing technical assistance to Governments is required.

-Previous experience in developing knowledge products, knowledge management and advocacy, data and research, as well as research management is required.

-Fluency in English and Arabic languages, spoken and written, is required.

-Previous work experience with International Organizations is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
