How can you make a difference?

Objective:

The objective of this consultancy is to coordinate and manage the design and administration of the ECM (SharePoint) infrastructure used by multiple users and sections for collaboration, content management and business support functions. The consultant will also train the relevant staff on the use of tools, document management system and digital workplace.

Methodology:

The consultant will work under the supervision of the Child Rights Monitoring Specialist and in consultation with the ICT Officer.

The consultant is expected to work part time in this project for an average of 10 days each month. This consultancy will not require full-time office-based modality unless it is viewed necessary by the supervisor.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

The recruited consultant in close coordination with the Monitoring Specialist and ICT Officer is responsible for the following:

  1. The architecture, configuration, and systems analysis of ECM platforms/system.
  2. Developing, enhancing, and integrating new tools, DE forms, reports, automated workflows and required content.
  3. Consulting with users to determine requirements and modifies content to meet user requirements.
  4. Analysing system capabilities and recommending improvements.
  5. Analysing, troubleshooting, and resolving problems related to data, software, and usage.
  6. Monitoring performance and maintaining system components including web services, databases, etc.
  7. Tracking and optimizing performance, security, and storage utilization of system.
  8. Acting as SharePoint subject matter expert to provide guidance, support and resolve issues.
  9. Driving continuous improvement of the ECM platforms/system infrastructure services.
  10. Ensuring appropriate auditing, quotas and usage information and search settings are consistently maintained.
  11. Installing and maintaining system software, including upgrades and patches.
  12. Configuring SharePoint forms and their associated services.
  13. Configuring security and logging.

DELIVERABLES

Payment

  1. Improvement plan for the two sites.

Payment paid based on number of days in each month

  1. Submit progress report on the improved components, tasks and trainings.

  2. Design of data entry forms and automated workflows for SharePoint components

  3. Updating the content of the two ECM sites

  4. Updating the lists of committees, staff and permissions

  5. Enhance the content of Sections/Teams planners

  6. Maintain the content and quality of document libraries, Plans, Lists etc.

  7. Integrating/importing elements, functions and features from other sites

  8. Troubleshooting of emerging errors

  9. Training of relevant office staff on the design and administration of tools, Power Apps, Power Automate, document libraries and ECM sites components and pages.

  10. Preparing an orientation kit/manual/training for new tools, for staff members

To qualify as an advocate for every child you will have…

-University degree preferably in Information Technology, Information Systems, computer science, or related fields.

-5 years or more of SharePoint experience, and online usage expertise.

-Expert knowledge of HTML, CSS and JavaScript technologies applied to SharePoint environments.

-Expert experience of MS Power Platforms (mainly PowerApps, Power BI and Power Automate) and InfoPath forms.

-Experience with Office365 applications/tools is a must.

-Previous experience in similar projects, preferably with UN.

-Experience in training delivery is an asset.

-Good command of Arabic and English languages.

Conditions of work:

Management and Supervision

The recruited consultant will work in close consultation and under the supervision of the Child Rights Monitoring Specialist at UNICEF Egypt.

All work will be remotely based unless physical presence in office is required by the supervisor. There is no expected travel outside Cairo.

Quality Assurance

The consultant should do a preliminary review and apply quality assurance measures on any products before sharing with UNICEF. UNICEF will only accept products of good quality in terms of conclusive content, clarity, consistency, alignment with this ToR, format, language and other elements that may emerge during implementation or any subsequent details to be provided for each specific activity to be implemented under the consultancy. UNICEF would engage staff of UNICEF Egypt Country Office, the MENA Regional Office and Headquarters in the review process. The consultant should reflect the received reviews from UNICEF before claiming for any payments.

Terms of Payment

A monthly technical report is required along with the invoice, reflecting the deliverables agreed on with the supervisor. The technical report has to be cleared by the supervisor before approving the invoice.

UNICEF reserves the right to withhold all or portion of the payment if performance was unsatisfactory or failed to meet the deliverables.

Approval Procedures and Logistics

  • Consultants should act with integrity and respect for all stakeholders in line with UNICEF ethical guidelines regarding evidence generation.
  • UNICEF Egypt Office holds copyrights for all reports and data. The documents (including raw materials, data sets etc.) may not be reproduced, distributed or published without the written permission from UNICEF.
  • All personal data should be accessible to team members, but no one else. The consultants need to set up secure systems (a) to ensure that other staff within their institutions cannot access their data via the shared staff drives, and (b) to ensure secure data transfer between institutions. Cloud based storage with limited sharing rights could be considered in this instance. Different personal data files need to be linkable, they need to be held separately so that they can only be linked purposely, by researchers who are authorised to do so. There is also a need to ensure that data cannot be removed from secure systems in ways that might compromise data security.
  • UNICEF Egypt Office will share with the selected consultants all the relevant materials it has and provide required expertise.
  • UNICEF Egypt Office and the Regional Office experts will review and provide feedback on reports prepared by consultants.
  • UNICEF Egypt will provide required administrative support for the work of consultants.
  • All information from produced reports cannot be shared with the media without the written approval of UNICEF Egypt Office.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
