1. Purpose of consultancy

The consultant will support the response monitoring initiatives for WHO in Yemen through the following: collating and checking data quality, importing data, creating dashboards, and producing reports. S/he will also strengthen KPI data sources, contribute effectively to workshops, and coach MoH focal points. The consultant will be responsible for identifying SOPs and submitting collection forms, creating reports and dashboards, and completing retrospective and prospective data collection.

2. Background

The mission of WHO's Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and other health emergencies and to provide adequate relief and recovery to affected populations.

The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

Monitoring public health interventions aims to improve emergency response efficiency, effectiveness, and timeliness.

3. Work to be performed

Output 1: Be responsible for the below tasks within the monitoring initiatives according to the operational plan

- Collate and conduct the initial data quality checks on data from the different inputs.

- Import available response monitoring data into the online DHIS 2 platform.

- be responsible for the national response monitoring SharePoint.

- Create dashboards and analysis tools and produce descriptive analysis.

- Be responsible for disseminating the variant communication products, and regular reports.

- Track the progress of country-level implementation of Yemen response monitoring operational plan

Deliverables:

1. Submit collection forms, and data import tools/templates, and conduct training to national stakeholders.

2. Create Country Descriptive reports formalization and analytical dashboards.

3. Complete 2022 retrospective response monitoring data.

4. Finalize collection and management of country KPI

Output 2: Support strengthening of KPI data sources and processes.

- Have an active role in the delivery of country-level workshops through coaching MoH countries’ focal points on the data import process and ensuring decentralization at the national levels.

Deliverables:

1. Identify SOP and accompanying material

2. Conduct data management and import processes for different data sources including HeRAMS.

3. Identify gaps and areas of improvement and present to the WCO in relation to the response monitoring project

4. Qualifications, experience, skills and languages

Education: University degree in computer science, desirable to have.

Experience: At least two years of professional work experience in Information Management, either in the Public or Private sector or other relevant programs, with health data management work, including data collection, cleaning, analysis, and report generation

Skills/technical skills and knowledge:

  • Excellent knowledge of Microsoft Office programs
  • Good understanding of results-based monitoring and evaluation

7. Planned timelines

8. Medical clearance

The selected consultant will be expected to provide a medical certificate of fitness for work.
