OBJECTIVE

The main objective of the role of the selected incumbent will be to coordinate project activities between the three participating Ministries MOSS, MOPD, MOHP along with the different sectors within the ministry of MOHP (the Prevention and immunization sector, the Family planning sector and the Mother and Child care sector) and with other key stakeholders such as MoIT, NCCM and MoE; to provide technical support to the platform deployment scale up and efficient utilization. He/She will also be responsible to relate and coordinate with institutional partners and private sector partners to facilitate the use of the platform at scale and to contribute to the platform sustainability plan.

Methodology

The incumbent will provide critical support in the following programme areas:

  • Support the RapidPro based real-time communication platform technical working group in deploying and effectively utilize the RapidPro platform based on the Egypt context requirements;
  • Support the communication flows design to reach out beneficiaries and establish a regular two ways conversation with the target groups;
  • Regularly liaise between Technical Working Groups and Steering Committee;
  • Ensure the completion of the platform setup and its efficiency in offering services to MoHP with focus on immunization services an interactive engagement with families of new-born via the new-born register;
  • Support in developing an operational unit within MOPD to support offering services to relevant other government partners;
  • Support in availing the platform services to other government partners including NCCM, and MOE among others;
  • Document progress and develop quarterly reports on progress;
  • Support in the development of a business model involving the private sector and potential paid services to support the platform sustainability and oversee its implementation.

Conditions of Work

The Project Senior Coordinator will be reporting to MoPD Eng Ahraf Abd El Hafez, Assistant to the minister of Planning and Economic Development for Digital Transformation responsible to clear the monthly report in close collaboration with the C4D Chief of Section who will be approving deliverables based on a monthly report endorsed by MoPED. The project Coordinator will be working in close collaboration with UNICEF C4D Officer, IT and innovation team. The Coordinator is also reporting monthly to the Steering Committee.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

The following are the key activities of the assignment

1. Advocacy and Partnerships Fostering

1.1 Coordinate all inter-ministerial relations to support the platform design, deployment and efficient utilization.

1.2 Aggregate relevant stakeholders, including academia and private sector, to design a sustainable business model for long term system sustainability including optimal integration within different administrative sectors.

2. Technical support for system design, deployment and maintenance

2.1 Support the development of RapidPro scale up plan, conducting a wide consultation with partners at central level , including technical teams on system design , and offer a final report documenting technical specification, data exchange protocols between gov parties, roles and services offered to beneficiaries within each gov partners , and RapidPro unit structure and roles within each gov partner

2.2 Support in developing intergovernmental data exchange and validation between MOSS and MOHP and MOPED

2.3 Plan and roll out a human centred bottom up design process to ensure platform acceptability and usability in the field.

2.4 Support the design of the SMS based communication flows, design the field testing of its features and functionality to inform the national scale up process.

2.5 Overview the content design in close collaboration with relevant government institutions and UNICEF technical support.

3****. Capacity building

3.1 In close collaboration with UNICEF IT and Innovation teams design a TOT training for Government partners staff members on the use of RapidPro, content writing and communication flow design.

3.2 Supervise and offer support in the field training delivery and supervise the rolling down of the training in at least 3 selected governorates.

    1. 6 monthly reports with key outputs on roundtable documentation, key outcomes, recommendations, joint activities and strategy to implement the agreed priorities

8 days networking and establishing new contacts

9 days (3 days for each roundtable) to design and conducting the events (roundtables)

5 days to develop the 6 reports including field visit report

Monthly payment upon delivery of monthly progress report reflecting the listed activities and deliverables

Payment will be carried our upon approval of Government partner (MPED) and UNICEF C4D section chief

      1. Develop a scale up plan based on stakeholders' consultations
    1. Hold 2 joint workshops with gov partners on flows design and identify protocols for data exchange including designing relevant tools
      1. Test communication flows and visibility materials in the field and ensure RapidPro deployment is functional in at least 3 new governorates.
    1. In collaboration with government partners carry out at least 4 focus groups with beneficiaries and frontline health workers and develop a report on platform usability and acceptability
    2. Hold at least one monthly meeting with gov partners to sum up work progress, identify challenges and follow up with government partners the development on progress,
    3. The consultant will also be available, in person or via zoom, as required to offer consultation and guidance if required by partners to support flow design workshops and address any technical challenges or advise on content development

CONDITIONS OF WORK

Q****ALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • Telecommunication and Electronic BSC with at least 15 years of experience.
  • Experience as Senior Officer leading projects for the public and governmental sector with focus on information technology
  • At least 15 years' experience in project management including strategic planning, operation management and coordination
  • At least 10 years' experience in information technology design, system development and data analysis
  • Proven experience in capacity building in the field of information technology
  • Previous experience in development of E-government platforms
  • Familiarity with information systems and communication technologies
  • Ability to understand, visualize, and conduct data analytics and report analysis
  • Experience managing projects with strong technology components
  • Desirable: Demonstrated experience with RapidPro or other SMS-based monitoring systems
