Objective:

In support of UNICEF Egypt’s programmes and inter-agency coordination, UNICEF Egypt is seeking a qualified individual to support the Planning, Monitoring and Evaluation function of the Deputy Representative (Programme) Office. The purpose of the consultancy is to support the office and the Deputy Representative (Programmes) in the below areas of work:

(1) Support to Deputy Representative (Programmes) in internal coordination for the CPD development process (2) Coordinate and ensure smooth completion of the UNICEF annual reporting process and support the PME team in results planning (3) Support the DepRep and PME team in the development and coordination of Programmatic Annual workplan process, coding and following up on the status of and the Annual Work Plans (AWPs) with relevant sections and support the development and signing of the AWPs (4) Lead internal coordination for the One UN reporting process for UNICEF results and external periodic reporting and support the Deputy Representative (Programmes) as the secretariate for One UN reporting and planning (5) Support the Deputy Representaive and M&E Specalist in quality assuring and support on Programme Evaluation and Research (6) Support the Deputy Representative (Programmes) in adhoc tasks including preparing presentations and talking points and pre-review of key documents.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

(1) Support to Deputy Representative (Programmes) in internal coordination for the CPD development process

This may include supporting the Deputy Representative in internal coordination and preparation of documents such as letters, email drafts and liaising with the Regional Office to support the process; as well as, paving the way for the setup of the new CPD results framework in internal systems such as VISION, RAM portal, through conducting webinars and workshops internally concerning the steps to set up the framework.

(2) Coordinate and ensure smooth completion of the UNICEF annual reporting process and support the PME team in results planning and reporting

This may include internal coordination to ensure quality review from the regional office and HQ is properly responded to by appropriate colleagues or by the Deputy Representative office and finalized by the Deputy Representative before deadline. This will also include supporting the PME team in ensuring all 2022 targets are set and all RO comments are responded to.

(3) Support the DepRep and PME team in the development and coordination of Programmatic Annual workplan process, ensuring all activity coding and following up on the status of and the Annual Work Plans (AWPs) and amendments with relevant sections and support the development and signing of the AWPs and ensuring transition and completion of WP module on insight is coordinated and completed

This may include the tracking of the status of the AWP signing situation and quality assurance of draft AWPs prior to review by the Deputy Representative. Coordinating with RO and HQ on capacitating UNCIEF focal points on coding activities on insight and supporting PME in quality assuring AWPs. Also ensuring all new Work Plan Module on RAM is coordinated well coded and complete supporting the sections focal points.

(4) Lead internal coordination for the One UN reporting process for UNICEF results and external periodic reporting and support the Deputy Representative (Programmes) as the secretariate for One UN reporting and planning

This will be including internal coordination of reporting of UNICEF results to UNPDF including in indicator and narrative. The UNPDF reporting is to be conducted via the new UNINFO platform, which the consultant will be expected to learn and technically support colleagues in the use of the platform if necessary.

This may also include coordinating liaising with Resident Coordinator’s office and other UN agencies for input, ensuring quality assurance of input from agencies, drafting reports and plans.

(5) Support the Deputy Representative and M&E Specialist in quality assuring and support on Programme Evaluation and Research

This may include supporting the PME specialist in ensuring completion of IMEP and monitoring the status and supporting the team in quality assuring programmatic research and management of evaluations

(6) Support the Deputy Representative (Programmes) in adhoc tasks

This may include preparing presentations and talking points in consultation with relevant colleagues and pre-review of key documents prior to the review by the deputy representative (programmes)

Monthly payments will be processed upon delivering and accepting monthly progress reports and against accepting and approving deliverables set in the deliverables table by Dep Rep programmes

Task (2) Coordinate and ensure smooth completion of the UNICEF annual reporting process and support the PME team in results planning and reporting

Deliverables

2.1 Internal coordination to ensure quality review from the regional office and HQ is properly responded to by appropriate colleagues or by the Deputy Representative office and finalized by the Deputy Representative before deadline.

2.2 2022 targets are set and all RO comments are responded.

2.3 Results reporting process completed and coordinated and quality ensured.

3.3 Coordinating with sections focal points on coding activities and Evaluations on vision and ensuring that indicators are aligned –

CONDITIONS OF WORK

The contractor will work under the direct supervision of the Deputy Representative and the M&E Specialist. The contractor will work in collaboration and support of the UNICEF Programs’ staff.

The contractor will submit a monthly progress report to the M&E Specialist and the Deputy Representative for review of work progress. This report will be used for performance. Monthly payments will be processed upon delivering and accepting monthly progress reports and against accepting and approving deliverables set in the deliverables table by the M&E Specialist.

This assignment is a full-time office based in Cairo- subject to the Office COVID-19 SOP and regulations- and field-based consultancy, in the assigned 16 governorates. Reporting to manager at UNICEF office can be done remotely, as per the schedule agreed with the supervisor. Travel from Cairo to the assigned governorate will be agreed upon with manager.

To qualify as an advocate for every child you will have…

  • University degree (preferably advanced) in one of the social sciences such as development planning, planning, evaluation, international development, development economics, international relations
  • 3 years of relevant professional work experience in Planning, Monitoring and Evaluation functions
  • Demonstrated skills in qualitative and quantitative analysis and drafting required
  • Experience in inter-agency coordination dealing with multiple stakeholders is desirable
  • Proficient in Microsoft suit and ability and willingness to learn new digital platforms quickly
  • Fluency in Arabic and English language, spoken and written, is required.
