How can you make a difference?

Objective:

The main objective of the assignment is to examine the applicability and validity of the 5 models stated above through:

  1. Supporting companies to effectively implement and operationalize the proposed childcare models, in adjacent to developing operational manuals for each of the childcare models
  2. Monitoring, validating, and documenting the piloting of the proposed models

Methodology:

This section explains the piloting methodologies, techniques, and approaches that will be implemented during the piloting processes.

  1. Inception report

This will include but is not limited to the proposed selection criteria for the companies, detailed timeframe for delivering the products, a desk review of any previous studies, any available regulatory frameworks, overview of all tools that will be used and proposed methodologies.

  1. Selection of Companies

Referencing the data collected from the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study, the consultant will identify and approach selected business organizations to participate in the piloting of the proposed 5 childcare models. The consultant will be responsible, with support from FEI, for bringing the companies on board, finalizing all agreements needed for the participation and facilitate the orientation of the companies. Factors that may be considered as part of the selection criteria may include but are not limited to:

  • Percentage of female workers
  • Geographic location
  • Business size
  1. Technical support and guidance for the implementation of the models

The consultant will guide the participating companies to implement and operationalize their selected childcare models. In cooperation with study partners (UNICEF, ILO, and FEI) will perform the following activities:

  • Organize and deliver a series of orientation sessions and workshops for participating companies
  • Work with partner business organizations to assess their situation, needs, expectations, etc.
  • Support partner business organizations to select and adapt the best fit model.
  • Support partner business organizations to establish the model and guide them through the process of preparing all related documentation, applications, agreements, checklists, etc.
  • Follow up with business partner organizations for a period of at least 12 months to ensure proper implementation and provide technical support when needed. This activity entails a monthly visit, at least at the beginning, to monitor and document the entire process and offer advice and guidance when needed.
  1. Monitoring, Assessment and Validation

The consultant will develop relevant monitoring tools to evaluate the effectiveness of the implemented childcare models and measure the return on investment and impact of the childcare models on business performance and employees. This process aims at ensuring proper implementation and validate the assumptions made in the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study.

  1. Documentation of the monitoring/validation

The documentation process aims at institutionalizing and providing complete references and resources for other companies and organisations to design and adapt their own childcare models. The documentation process entails a careful review of the entire implementation process. Key deliverables include:

  1. Validation report for the childcare models - based on the assumptions from the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study
  2. Operational manuals – documenting the implementation process and providing guidelines for companies on how to implement/operationalise the relevant childcare models.

  1. Inception report
  • Includes a more detailed methodology and workplan to implement and operationalise the models to be piloted, the proposed selection criteria for the companies, proposed selection criteria for the models to be implemented, detailed timeframe for delivering the products, etc.
  • Includes desk review of any previous studies, any available regulatory frameworks or guidelines and any tools that will be used.
  • Includes review, verification, and validation of outcomes of the Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study.
  1. Facilitate orientation, implementation plan development, and operationalisation of models with selected companies
  • Develop guide manual and standard operation procedures (SOPs)
  • Collect official information related to registration, licensing, and regulations on provision of childcare services
  • Work with focal points at the participating companies to develop implementation plan for the selected models
  • Secure commitments from companies to participate for the length of the entire piloting phase
  • Facilitate and provide technical support to participating companies to implement and operationalize the selected childcare models
  • Provision of technical support and guidance
  1. Monitoring the implementation of the models implementation and outreach to business communities to promote the models
  • Develop monitoring tools, material to promote the models, reports on outreach activities to business communities
  1. Documenting and Validating the piloted childcare models
  • Documentation/Validation report for the 5 childcare models after incorporating all comments

Conditions of work:

The consultant will be largely based in the field with the selected companies.

The consultant will be required to attend out-of-office meetings when necessary including to UNICEF/ILO/FEI premises.

To qualify as an advocate for every child you will have…

  • Master’s degree in ECD, Economics, Business, International Development, or related social science fields.
  • Designing and conducting pilot models, monitoring & evaluation / validation studies
  • A minimum of 5 years of relevant work experience.
  • Good understanding of ECD sector in Egypt
  • Ability to lead a team.
  • Strong strategic thinking and analytical skills.
  • Fluency in Arabic (required) and English(required). Proficiency in English and Arabic technical writing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
