UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Child Protection Specialist for Output 3.1, the Consultant shall perform technical and coordinative tasks outlined to deliver the following:

  • Coordination for and documentation of major SaferKids Philippines (SKPH) activities and meetings, including the statutory Programme Implementation Team (PIT) and the Programme Coordination Committee (PCC) meetings and major Government meetings.
  • Monthly reports to UNICEF and SKPH and Project Brave on implementation progress.
  • Support for the conduct of all advocacy activities related to DFAT-supported programmes.
  • Documentation of coordination with UNICEF target LGUs related to SKPH and Project Brave programming.

Scope of Work:

  1. Provide dedicated technical coordination support to ensure smooth conduct of the Programme Implementation Team (PIT) and the Programme Coordination Committee (PCC) meetings of the SKPH meetings;
  2. Provide dedicated technical coordination support to UNICEF in liaising with Government and institutions in supporting the conduct of the Study on Intervention Strategies on the Recovery and Reintegration Programmes for victims of Online Sexual Abuse and Exploitation, and the Social Norms Study
  3. Coordinate with the private sector and UNICEF Child Rights and Business on OSAEC work including providing technical support in the implementation of the Private Sector engagement plan;
  4. Coordinate the conduct of SKPH external meetings including the ad hoc meeting with development partners which also programme on OSAEC;
  5. Monitor and support the training and capacity building activities of The Asia Foundation with the Philippine National Police, the Department of Information and Communications Technology, the Department of Social and Welfare Development, Department of Justice and the Save the Child Philippines with the Department of Education and local governments of Cagayan De Oro, Iligan and Angeles and Cebu Cities.
  6. Provide coordination and technical support to the Inter-Agency Council Against Child Pornography in the end of the programme review of the National Response Plan to Address Online Sexual Abuse and Exploitation and the development of a new plan that will contribute into the larger Philippine Plan of Action to End Violence Against Children;
  7. Provide coordination and technical support in the conduct of activities related to Violence Against Children, online and offline, including:
    1. National Children’s Month;
    2. Ako Para Sa Bata Conference;
    3. International Day Against Trafficking i.e Manila Dialogue; and
    4. Preparations for the Safer Internet Month
  8. Provided strategic and coordinative engagement with key government, and other partners to ensure that child online protection (COP) concerns are well reflected in continuing program support, and will provide support to the programme staff managing the implementation of COP programme;
  9. Provide support in the implementation of the Project BRAVE particularly in the implementation of the Mental Health and Psychosocial Support Study and coordination requirements to support UNICEF CP outreach to other Project Brave stakeholders.
  10. Provide technical support to UNICEF on Child Protection Programming
  11. Report on the progress to UNICEF, DFAT and SKPH and Project Brave members.
  • Advanced degree in law, social sciences, management, social/public policy, social work.
  • Relevant combination of academic qualification and field experience in law and Child Protection; preferably a masters degree in either law, social sciences, management, social/public policy, social work or other fields related to social sciences or law.
  • A minimum of 10 years combined experience in above fields and Child Protection, both at national and local settings.
  • Knowledge of Philippine policies, legislation, procedures/protocols and structures related to child online protection.
  • Experience in provision of technical support to key national government agencies such as the Departments of Justice and the Social Welfare and Development.
  • Experience in provision of technical support to local government units and civil society organizations.
  • Fluent in English and knowledge of relevant local language an asset.
  • Experience working with the private sector and asset.
  • High level of writing and communication and computer skills.
  • Dynamic, independent, self-motivated and well-organized.
  • Negotiation skills and leadership qualities highly desired
