Background

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and regain control of their future.

In Kenya, across two refugee camps, Dadaab and Kakuma, Tana River County currently through a local partner and four counties (Garissa, Turkana, West Pokot, and Nairobi), the International Rescue Committee (IRC) implements programs in the sectors of health, nutrition, governance and rights, and Women’s Protection and Empowerment (WPE), Protection, Economic Recovery and Development (ERD) as well as providing emergency response through a network of four field offices and a range of institutional and community-based partnerships.

The IRC’s global strategy recognizes that collaborative partnerships with local government, civil society and private sector actors can deliver more effective, responsive, and durable assistance that reaches more people, and produces better outcomes for the communities we serve. The IRC’s Partnership Excellence for Equality and Results System (PEERS or the PEER System) comprises policy, process, guidance, and tools for all aspects of the partnership process-from the initial stakeholder analysis and partnership development through to partnership closure-to enable the IRC to fully leverage the opportunities that partnerships offer to improve outcomes. PEERS promotes the IRC’s core partnership principles of equality, transparency, complementarity, responsibility, and a results-oriented approach in all aspects of the partnership relationship. The IRC prioritizes long-term collaborative partnership relationships that evolve over time, building mutual understanding, trust, and capacity beyond the parameters of individual projects and agreements.

The IRC Kenya Strategic Action Plan recognizes the need to work with local actors with priority in mapping partnerships that are women led organizations, youth focused organizations, organizations for minority groups and PLWD (Persons Living with Disabilities) to continuously promote collaborative project management, mutual learning and capacity sharing between the IRC and partner organizations which will improve the quality of services and outcomes to our clients.

Equally our diverse clients, partners, and staff have the power, voice, and agency to shape programs and operations. Within the IRC, we actively work to end all forms of systemic discrimination and foster an inclusive working environment where everyone feels respected, heard, valued, and supported. Our programs seek to reduce disparities in outcomes which are driven by systemic inequality in line with the IRC’s Gender Equality Diversity and Inclusion (GEDI) action plan.

International Rescue Committee is therefore looking for consultants to conduct assessments within ten counties in the development of new program opportunities in line with IRC’s Mission statement and IRC Kenya’s strategic plan, including development and adaptation of tools required to carry it out.

This shall be conducted by phasing the approach prioritizing four counties -Tana River, Baringo, Wajir and Mandera, where IRC already has an immediate interest in entering due to the climate crisis that continue to affect the lives of those living in these areas. The outcome for this first phase will inform the next steps on the remaining six counties including Lamu, Machakos, Samburu, Nakuru, Marsabit and Mombasa, that we are considering entry in the near future or the 3 where we already have operations and seek to scale up (Turkana, Garissa, West Pokot and Kajiado).

Purpose and scope of work

The assessment in the first four counties will focus on mapping of partners that can work with IRC through the collection of data and information to assess the humanitarian situation and identify appropriate response sectors for IRC. Specifically in the areas of:

· Nutrition and WASH

· Health

· Protection

· WPE (Women Protection and Empowerment)

· Livelihoods (Including Youth Development)

· Minority groups (LGBTQI, PLWD, Elderly)

The assessment will be specific to address:

· Who are the current stakeholders involved within the sectors mentioned i.e., International, National and Local and civil societies?

· Period of existence in the counties and work done

· Who are their active donors/funders?

· The gaps/areas or partnership opportunities within which IRC can possibly come in to address.

The assessment will look beyond the immediate needs of the people to identify the root causes of the problems and inform design of responses that meet immediate needs while also addressing the underlying problems through resilience programming. Equally assess how the Government of Kenya has responded to the needs of the populations in these counties This will ensure long term interventions are adapted to local dynamics and are conflict and gender sensitive.

Gender analysis

The consultant(s) will adopt a gender approach in conducting the assessment, to inform gender-transformative programming by analysing gender roles, access and safety issues, and social norms.

Methodology
