Objective:

The objective of this assignment is to have in place a costed national action plan for the alternative childcare system. This will contribute to enhanced alternative care services for children deprived of parental care and will strengthen MoSS’s capacity to carry out evidence-based planning for alternative care system. This assignment will be carried out in several phases, as outlined below:

  • National action plan development process in consultation with MOSS and other national stakeholders.
  • Advocacy with MOSS to develop the internal governance structures of the alternative care strategy and drive its implementation.
  • Advocacy with MOSS and other national stakeholders to develop a cross-sector steering mechanism and secure engagement on the national level.

Methodology:

The consultant will carry out this assignment through:

  • Inception meetings: mainly used with key officials within MoSS and NGO consultative group for the planning of the national action plan and determination of MOSS short/long term priorities.
  • Successive Stakeholder consultations and action planning workshops: with MOSS, other ministries, and I/NGOs consultative group to develop a costed action plan for the national Strategy and identify available resources (govt/non govt) for its implementation.
  • Validation consultations: to ensure consensus and endorsement of the national costed action plan.

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

The consultant is to carry out the below tasks in coordination with UNICEF:

  • Preparation Phase:

    • Finalize remaining feedback consultations on strategy with care institutions and children without parental care.
    • Design framework and tools for action planning process.
    • Carry out inception meetings with key stakeholders in MoSS to agree on action planning workshop design and engagement of external stakeholders.
  • Action Planning Phase

    • Carry out national consultations with MoSS, other government and non-governmental to identify priorities and mobilization of resources.
    • Develop First draft of national action plan for alternative care.
    • Carry out multi-stakeholder consultations on draft action to incorporate feedback on final draft.
    • Carry out validation workshops to finalize action plan and ensure endorsement by MoSS and key stakeholders.
  • Support Research and Evidence for the Strategy implementation
    • Develop proposal for the institutionalisation of the strategy within MOSS social care Sector; governance structures in moss and on national level.
    • Develop 1 advocacy brief for external stakeholders on the national strategy and contribution of other ministries.
    • Provide technical feedback on research and evidence pieces conducted for the implementation of the strategy (transitional readiness assessment – profiling of children etc.).
    • Provide technical feedback on legal reform proposals developed for the implementation of the strategy.

To qualify as an advocate for every child you will have…

  • Advanced degree in social work or any relevant degree in social sciences.
  • Minimum of 10 years of experience in the field of child protection planning and programming.
  • Extensive experience in relevant professional experience in alternative childcare and quality assurance.
  • Experience in conducting similar exercise would be desirable
  • Demonstrated Experience in leading and facilitation of policy dialogues with governmental entities.
  • Demonstrated experience in developing national policies, strategy documents.
  • In depth familiarity with the Egyptian governmental system including alternative childcare system.
  • Knowledge of the United Nations’ system, practices, and procedures.
  • Strong analytical and conceptual skills.
  • Fluency in English language as well as knowledge of local language is a must

Conditions of work:

The consultancy will be home based, and the consultant will be using their own office equipment and resources.

Periodic discussions with UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.

In close collaboration with the Chief Child protection, the Child Protection Specialist will be responsible for the overall management of the assessment. UNICEF will:

  • Oversee the organization and facilitation of all meetings between with UNICEF
  • Organize teleconferences as required
  • Undertake quality assurance of all tools, documents, including deliverables and preliminary products before the submission of the final report. Quality Control will be carried out through a review of the TOR, methodology and reports.
  • Manage the assignment from a technical point of view. This will consist of contributing to the recruitment of consultants and the technical review of all assessment products in accordance with UNICEF norms and standards.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
