Objective:

Child Protection section is looking to review available technical tools for para-social workers providing MHPSS directly to children and their families and to develop a capacity building package to train targeted workers within the framework of ending violence against children and support with programmatic planning of MHPSS strategic interventions and future plans with partners.

Methodology:

The consultant will carry out this assignment through:

  • Conducting a desk review of available resources for MHPSS services,
  • Developing a programmatic mapping of CP MHPSS services and analyse the service gaps, including developing a strategic framework to scale-up MHPSS services across the programme
  • Develop technical tools designed specifically for targeted groups, including capacity building and a ToT;
  • Delivering training to targeted groups using developed tools and materials, and
  • Support section chief and program specialists in planning for MHPSS-related strategic priorities with partners and UNICEF CPD.

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Planning Phase: Desk Review and Gap analysis

  • Conduct desk review of UNICEF and other available MHPSS tools.

  • Conduct programmatic mapping and analysis of CP MHPSS interventions.
  • Design a scalable model of MHPSS interventions within CP programme and define MHPSS approach.
  • Conduct stakeholder and partner consultations to inform the development of the MHPSS approach.

MHPSS Toolkits and Capacity Building

  • Design MHPSS toolkit for capacity building of para-social workers including, community health workers, complaint office workers and helpline workers, as well as community and field para-social workers.
  • Deliver a ToT based on toolkit in targeted governorates and targeted groups according to scalable model and programmatic plan to be developed with CP Chief.

Cross-sectoral integration of MHPSS

  • Support cross-sectoral integration of CP MHPSS approach by providing input and supporting development of positive parenting package, as well as MHPSS curriculum developed by partners for specialized MHPSS services.
  • Support CP Chief and specialists in planning for MHPSS-related strategic objectives in UNICEF CPD and section plans.

Conditions of work:

The consultant will work remotely but will be required to participate in meetings ( face-to-face or virtual whenever required ) and workshops when needed.

Periodic discussions with UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.

In close collaboration with the Child Protection Specialists, the Child Protection Chief will be responsible for the overall management of the incumbent. UNICEF will:

  • Oversee the organization and facilitation of all meetings with UNICEF.
  • Organize teleconferences as required .
  • Undertake quality assurance of all tools, documents, including deliverables and preliminary products before the submission of the final report. Quality Control will be carried out through a review of the TOR, methodology and reports.
  • Manage the assessment from a technical point of view. This will consist of contributing to the recruitment of consultants and the technical review of all assessment products in accordance with UNICEF norms and standards.

To qualify as an advocate for every child you will have…

  • A Master’s degree in social sciences, psychology, or any other relevant disciplines.
  • At least 20 years of work experience in designing/delivering MHPSS interventions and/or programmes.
  • Demonstrated Experience in leading and facilitation of consultations with governmental entities and NGOs.
  • Excellent communication and writing skills in English and Arabic.
  • Knowledge of the United Nations’ system, practices, and procedures, is an asset
