Objective:

The purpose of this consultancy is to:

1)Support the IM planning and design of well-functioning Emergency and developmental Information Management Systems, data Collection and field monitoring systems for the 3 RP; COVID 19 response and UNICEF Egypt Programmatic Priorities;

2) MIS Capacity development to UNICEF staff and Implementing Partners on data management, real time monitoring, data validation, reporting and visualization relevant to the 3RP and COVID 19 and UNICEF Egypt Developmental Program Priorities;

3) Technically support Programmatic, assessments, evaluations of the UNICEF country program through data analysis and validation.

Methodology:

For completing contract deliverables, the contractor will apply a mix of qualitative and quantitative IM approaches, methods and tools. He/She will Provide all the needed support to the Emergency Program and other UNICEF Egypt Country Office Program in the area of Management Information Systems, in addition to COVID-19 Novel Response.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1)Support the IM planning and design of well-functioning Emergency and developmental Information Management Systems, data Collection and field monitoring systems for the 3 RP; COVID 19 response and UNICEF Egypt Programmatic Priorities

  • Provide MIS technical support to ensure that the Country Office Emergency program staff and national partners for data generation, analysis and use to inform a relevant and strategic Humanitarian Programme.
  • Provide technical support for different UNICEF Egypt programmes to develop Information Management Systems for HPM and 3RP, Children on the move, COVID-19 response related indicators for monitoring tracking analysis and reporting purposes in the context of the various response work plans and data gathering monitoring plans.
  • Support the Class I assessment (submit) for any M&E new web-based application and ensure all the RO and HQ instructions and recommendations considered during the applications development and hosting
  • Provide the needed technical support in the web-based application testing and ensure the quality of the development and hosting services security.
  • Maintenance and data quality validation for a number of emergencies related online and offline databases data generation (Currently: 1) Emergency Child Protection, 2) Education, 3) 3Ws, 4) Emergency Program M&E platform, 5)ECD program, 6) C4D per/post assessments, 7) NPC rabid Assessment, 8)Community Schools, 9) UK M&E platform, 10) ADP M&E platform, 11) COVID-19 Response, 12) Health Emergency reporting system, 13) CHWs) and technical support to any forth coming database for Social Protection.
  • Provide technical support for UNICEF application such as: the Rabid Pro and Primero and the other new innovations in the Egypt Country Office.
  • Support the back-end technical support to the created web-based application and provide technical inputs in the hand-over to the government and non-government organizations for the M&E platforms.
  • Develop MISs user guides for various databases and IM system with process and key SOPs for dataflow process and user charts and accountabilities.
  • Ensuring the key Humanitarian progress monitoring and 3RP programme indicators are tracked and analyzed and data plans and tools (including Partners Agreement results framework monitoring and reporting forms) are developed towards tracking progress and overcoming data discrepancies and bottlenecks.
  • Compile and validate, and undertake data cleaning for data disaggregation tables for all relevant sections for annual reporting
  • Contribute to introducing and refining existing IM structures for the program. Those include online real-time monitoring platforms; dashboard structures and analysis boards of databases- based on good regional/global practices.
  • Provide technical solutions and vision for database system alignment to national database systems
  • Compile/analyze monitoring and evaluation information/data, and make them available to programme/planning sections for different reporting requirements in coordination with the M&E Specialist. Support all sections with analyzed statistical briefs/ dashboard progress reporting on implementation progress and assessment related raw and analyzed data for mid-term and annual reporting.
  • Undertake data quality assurance and validation on Emergency sitrep, COVID-19 SitRep, briefs, annual and donor reports and liaise with regional office and reporting officer for response.
  • Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance, efficiency, effectiveness, and sustainability; as well as good practices in partnerships and collaborative relationships.
  • In coordination with the M&E specialist, support sections to develop clear benchmarks for progress and reflect that in Management information systems and database to reflect on benchmarks
  • Provide regular program process progress updates and analysis based on quality spot checks and validated data to program management.
  • Liaise with regional office MIS capacity building orientations on MIS/ME planning in coordination with the M&E Specialist.

2) MIS Capacity development to UNICEF staff and Implementing Partners on data management, real time monitoring, data validation, reporting and visualization relevant to the 3RP and COVID 19 and UNICEF Egypt Developmental Program Priorities,

  • Provide technical support to ensure that the MIS of Country Office staff and national partners government and civil society are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes and virtual M&E activities after COVID-19.
  • Undertake MIS capacity building to GOE, Implementing Partners and UNICEF staff on Information system development and reporting requirements and means of verification for sector dashboard, Sitrep and activity info and other reporting requirements on the process data collection level and results reporting levels (activity info). Leading and undertaking the UNICEF staff and partner capacity building on indicator definitions and MIS reporting system and data flows in alignment with Regional and global and interagency reporting requirements.
  • Support section focal points and field coordinators in data analysis and maintenance of the HPM system in collaboration with the different sections.
  • Support implementing partner with developing and refining data collection tools and analysis of data aligned to national Information Management Systems
  • Supporting the quality assurance and Third-Party Monitoring TPM of program indicator data activities; activity info and sector dashboard reports; undertaking quality spot check appraisals and cross checks.
  • Provide capacity building on global or regional innovative Management Information systems that can better address monitoring and reporting requirements
  • Support any online assessments, post assessments and beneficiaries’ feedbacks.

3) Technically support Programmatic, assessments, evaluations of the UNICEF country program through data analysis and validation.

  • Provide technical support to ensure that a well-prioritized and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.

  • In coordination with the M&E Specialist, ensure that the MIS structure is apt to inform research, evaluation and assessment framework for the Emergency and Children on the move program, COVID-19, other donor programs,

  • Provide and validate evidence needed for design and implementation of relevant programmatic research, evaluation and assessments.
  • Review and provide technical comments on draft evaluation reports data analysis.
  • Contribute to the effective dissemination and sharing of knowledge, findings, conclusions, recommendations and lessons from evaluation to the intended audience as described in the Terms of Reference with a view to improving programme performance and contributing to wider learning.

The 13 Information management capacity trainings are on the following IMs

4.1 Five IMs for the 3 RP IMs and Emergency (Child Protection; Education; Health; 3RP emergency interagency and Sinai Program)

4.2 Four COVID-19 IMs (Communication for Development-; Child Protection; Health)

4.3 Four IMs for developmental ECO priority programs (Child Protection, EVAC; National Case management System, ECD).

QUALIFICATIONS, SPECIALIZED EXPERIENCE

  • University degree (preferably advanced) in one of the social sciences, covering at least one of the following domains: Information Management, development planning, planning, evaluation, survey implementation, or statistical research
  • 5 years of relevant professional work experience in Information Management. Working experience in monitoring and Evaluation and emergency situations in developing countries is an asset.
  • 5-year technical knowledge/expertise in developing, managing and maintaining real time online and offline information management systems and dashboards
  • 5 year working knowledge in developing digital surveys, data collection tools and data analysis reports
  • 3-5 years of technical knowledge in managing and undertaking program and field information management capacity building
  • 3-5 working knowledge in validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
  • Fluency in Arabic and English language, spoken and written, is required.

CONDITIONS OF WORK:

The contractor will work under the direct supervision of the Deputy Representative and the M&E Specialist. The contractor will work in collaboration and support of the UNICEF Programs’ staff.

The contractor will submit a monthly progress report to the M&E Specialist and the Deputy Representative for review of work progress. This report will be used for performance. Monthly payments will be processed upon delivering and accepting monthly progress reports and against accepting and approving deliverables set in the deliverables table by the M&E Specialist.

This assignment is a full-time office based in Cairo- subject to the Office COVID-19 SOP and regulations- and field-based consultancy, in the assigned 16 governorates. Reporting to manager at UNICEF office can be done remotely, as per the schedule agreed with the supervisor. Travel from Cairo to the assigned governorate will be agreed upon with manager.
