OBJECTIVE

The objective of this assignment is to outline knowledge, attitudes, and practices influencing the life of girls' 0 -17 years old in Egypt. Based on a desk review, the research should present a) the barriers to empowerment faced by girls at individual, family and community level; b) emerging determinants/drivers of change; c) mapping of existing services relevant to girls' empowerment; d) analysis of skills' gap for adolescents' girls in selected governorates; d) Map out and assess the current M&E system/ MIS frameworks/date collection and platforms- by other GOE or international agencies and define entry points; e) map of the current regulatory and policy frameworks - enabling environment opportunities.

Additionally, the assignment will include delivering a capacity building training to national counterparts through M&E training on the centralized and decentralized level (Cairo and selected governorates) through an interactive learning methodology and participatory approach for developing. The focus should be on measuring long term change and sustenance for the initiatives.

The assignment will also include developing an action plan based on the findings of the gap analysis.

METHODOLOGY

Desk review, interviews of relevant stakeholders and analysis of existing data set. The consultant will work in close collaboration with UNICEF Country Office/Regional Office and NCCM.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • Background in social sciences, gender studies and/or relevant areas, preferably PhD level
  • At least 10 years' experience of working on evidence generation and research (quantitative and qualitative)
  • Previous experiences on gender analysis
  • Proved presentation and writing skills
  • Previous experience working with UNICEF desirable
  • Fluent in English and Arabic
