Objective:

Key Objective:

  • Develop strategic vision for restructuring the entire social care sector and the related legislation with a specific focus on the governance of child protection services.
  • Support to planning and implementation of Alternative Care system strengthening component, including support to the process of development of Alternative Care action plan and the related legislation in MoSS, capacity-building of alternative care social workers.
  • Guide the roll-out of case management functions in MoSS and Integration of social protection services Takaful and Karama program with case management system.

Methodology:

Through its social care sector, the Ministry of Social Solidarity (MOSS) serves millions of poor and marginalized families; children at risk, in contact with the law, youths and children with disability. The service delivery model inside the social care sector is largely focused on outputs rather than the outcomes. MoSS services are also largely situated on the responsive side of social care, at the expense of preventative and promotive services. MOSS is taking important steps toward solving structural challenges in the service delivery model to link social care with social protection aiming to provide more comprehensive service model that focus on the most marginalized families with wide range of services. To achieve this MOSS is moving towards updating the legal framework, restructuring of the social care sector; reforming the governance of the social services as a whole through revisiting existing functions, the institutional arrangement, the regulatory framework, the workforce, the NGO outsourcing system etc.

In light of this, MoSS is pursuing this assignment as part of the agreed-on AWP with MoSS to strengthen child protection services and develop the legal and institutional measures required for that. It comes within UNICEF extensive efforts to strengthen MoSS capacity, drive forward the development of integrated systems and to enhance the quality of and performance monitoring of child protection services. It is in line with GoE agenda of restructuring all service ministries to strengthen national systems.

Legal support

  • Child law amendments draft.
  • New alternative care law draft.
  • Secondary legislations including ministerial decrees for (Social care reform, Case management, Probation office, family based alternative care arrangements).

Policy formulation

Evidence-based policies and strategies in social care developed and submitted to the Minister; including:

  • Social care reform proposal to enhance child centered programing.
  • Strategy for integrating social care services in social protection scheme in unified case management model.
  • Model for mobilization, development, and retention of social workforce in the ministry.
  • Governance and monitoring system for outsourcing NGOs for service delivery.

Alternative care

Leading the alternative care supreme committee and facilitate the implementation of national alternative care strategy.

  • Scaling up model for family support and reintegration services.
  • MOSS cross sectoral programming plan to implement alternative care strategy recommendation.
  • Technical report based on supreme alternative care committee meetings.

To qualify as an advocate for every child you will have…

  • Advanced degree (Master or PhD) in law and or public/ administrative planning.
  • At least 10 years of experience working in policy and legislation.
  • Strong technical capacity in the areas of child protection and alternative care.
  • Strong knowledge of the administrative system in Egyptian governmental sector.
  • Proficiency in Arabic and English

Conditions of Work:

This is Ministry based consultancy assignment with possible travels to specific governorates. The consultant will be under supervision of the UNICEF Child Protection Specialist (Systems) and will be placed under close and official guidance of the Minister of Social Solidarity. The consultant will be seating and operating in the premises of the Ministry of Social Solidarity and will be providing technical assistance for legal and policy development for Social Care.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
