OBJECTIVE

The purpose of the assignment is to contribute to legal and policy reform, support in building technical competency of stakeholders involved in child justice system.

METHODOLOGY

The consultant will be working closely with key stakeholders at national level and partner Non-governmental organizations.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Key Tasks:

  1. Contribute to Legal and Policy Reform
  • Work closely with key stakeholders at national level to advise on addressing gaps in current national legislation and secondary legislation on justice for children in line with international standards.
  • Draft law proposal, circulars and policy briefs.
  1. Support in building technical competency of stakeholders involved in justice system.
  • In consultation with partners and other relevant experts, support the preparation and delivery of training of justice for children professionals (police, prosecutors, judges, lawyers and social workers) on national legislation and relevant international standards.
  1. Participate and assist in carrying out research, monitoring and analysis of trends and patterns relevant to justice for children. Develop proposals on key developments and relevant interventions.
  • Assist partners in conducting cases analysis to identify trends and patterns in dealing with children in contact with the justice system.
  • Draft documents on key development and relevant interventions.

  • Finalize proposal on amendment of child law and its executive bylaw and other relevant laws.
  • Technical inputs on developed guidelines and circulars.
  • Policy brief on the treatment of children within the justice system.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • University degree in international development, human rights, psychology, sociology, international law or other social science field
  • A minimum of five (5) years' experience in the field of Criminal Justice.
  • Good understanding of child protection and justice for children in line with international standards.
  • Proven expertise and work record in capacity development.
  • Skills in collating information, analysis and report writing.
  • Proven capacity to work with and establish working relationships with medium to high-level government and non-government representatives.
  • Strong communication, advocacy and negotiation skills.
  • Excellent oral and written communication skills

CONDITIONS OF WORK

The consultancy will be carried out of the office. Based in Cairo with frequent travel to other governorates.
