Overview

Support grantees in integrating EVAW programming principles into project design and implementation.

You have:

  • A Masters or higher-level degree in any social science, preferably including gender.
  • At least 10 years working experience in the field of ending violence against women and girls.
  • Written reports and publications which have made a significant contribution to public policy, programmes or learning in the field of development practice and studies on women and girls.
  • Expertise in applying EVAW programming principles to project design.
  • Expertise in gender and human rights-based approaches to evaluation/research/analysis/programming including issues of violence against women is essential.
  • Proven experience in technical advice and delivering quality reports, publications and/or capacity development packages on a tight schedule and in coordination with and input from project partners.
  • Proven experience in producing coherent, clear analytic reports and knowledge pieces is a requirement.
  • Expertise on researching violence against women and its link to women’s/feminist and/or social movements is essential.
  • Knowledge of, and experience working with UN agencies is desirable.
  • Excellent English writing and communication and analytical skills are required.

Background

The UN Trust Fund to End Violence Against Women (UN Trust Fund) is a global multi-lateral grant-making mechanism supporting national efforts to prevent and end violence against women and girls. The UN Trust Fund was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund provides grants to advance the development of innovative models and strategic interventions in ending violence against women and girls. Grantees have engaged diverse actors, such as women’s, men’s, adolescent and youth groups, indigenous communities, religious and traditional leaders, human rights organizations, and the media. To date, the UN Trust Fund has awarded US $215 million to 646 initiatives in 140 countries and territories.

In its 2021-2025 Strategic Plan, the UN Trust Fund commits to “enable CSOs, especially WROs and those representing the most marginalized groups, to play a central role in delivering survivor-centered and demand-driven initiatives and in supporting their programmes to achieve sustainable impact on ending VAW/G in a manner that contributes to global solidarity, partnerships, and stronger, inclusive feminist movements.” This is in line with and upholds the ten guiding principles for EVAW programming[1]:

4. Ensuring gender responsiveness and transformative approaches

5. Employing culturally and contextually relevant entry points

9. Working in partnership with different stakeholders

10. Drawing on existing evidence of “what works” (or does not) For the UN Trust Fund, a “principled” approach from grant-making to project design and implementation is imperative to deliver transformative change in the field of ending violence against women and girls.

Justification for the consultancy

The UN Trust Fund’s 2021-2025 Strategic Plan, and by extension, the call for proposal, continues its ambitious path toward being more responsive and relevant to the women and girls it serves. The new Strategic Plan invokes a more intentional adherence to the application of UN Women’s EVAW programming principles in the projects it funds.

Specifically, one of the development outcomes under the accompanying Strategic Plan Results Framework is “M****ore CSOs (especially WROs) are enabled through UN Trust Fund programmatic support and capacity development to implement principled EVAW projects.” The accompanying indicator to track progress for the UNTF is intended to be the Percentage of respondents to an Annual Grantee Survey that report an ability to implement projects according to EVAW programming principles (or not) (disaggregated by programming principle of relevance to their project).

In 2022, the UNTF took significant strides towards promoting the application of UN Women's Ending Violence against Women (EVAW) programming principles within its grant initiatives. With the invaluable assistance of an external consultant, the UNTF successfully developed a comprehensive operational framework, along with essential resources and inputs. These were specifically designed to facilitate the meaningful integration of EVAW programming principles in the projects supported by the UN Trust Fund.

The framework established by UNTF provides both conceptual and practical guidance to grantees and the dedicated staff of the UN Trust Fund. It equips them with the necessary tools and knowledge to effectively incorporate the EVAW principles throughout the lifecycle of their projects.

To strengthen the implementation of the EVAW programming principles, the UNTF took additional measures by developing comprehensive guidance, methodological notes, and a robust monitoring framework. These resources are invaluable references that enable the effective monitoring and assessment of grantees' adherence to the EVAW principles, ultimately ensuring their projects make a meaningful contribution towards ending violence against women.

As UNTF prepares to onboard its new cohort of grantees, it recognizes the ongoing need for expertise in this critical area. Therefore, the UNTF is actively seeking a skilled technical expert to build upon the progress made thus far. This expert will play a vital role in supporting grantees and portfolio managers during the selection and design phase of grantee projects, guiding them on effectively integrating EVAWG programming principles.

By engaging a technical expert to support grantees, the UNTF aims to enhance the quality and impact of funded projects. The expert's contribution will strengthen the alignment of proposed initiatives with the UNW EVAW programming principles, thereby maximizing their potential to address the issue of violence against women and girls.

Development of these outputs requires specialist technical advice from an expert with in-depth knowledge of the UNW EVAW programming principles. UN Trust Fund’s planning, monitoring, and reporting practices will also be shared with the consultant for input.

Duties and Responsibilities

Objectives, Outputs, and Activities

  1. Design phase guidance package for applicants and the UN Trust Fund to encourage the proper integration of such principles in project proposals during the selection stage, including:
  • PowerPoint presentations on each EVAW programming principle for grantees to ensure they adopt and adequately reflect UNW EVAW programming principles in their project conceptualization, design, and implementation. Additionally, the consultant should incorporate an intersectionality module to help grantees gain a comprehensive
  • On-demand support/help-desk function for the UNTF staff and applicant/ grantees to address particularly challenging issues and support capacity-building activities, including webinars.
  1. Review and analysis of cycle 25 grantee responses in pilot testing of the design guidance questionnaire; and revision of both the design and assessment guidance

    • Review and analyze 37 grantee response from cycle 25 on EVAWG programming principles design guidance to identify common themes, trends, and patterns and look for areas of strength and areas that require improvement or further clarification.
    • Identify any gaps in the design guidance questionnaire based on the analysis and feedback received. This could include areas where additional information or clarification is needed.
    • Evaluate the existing design and assessment guidance materials considering the feedback and identified gaps or issues. Assess the overall structure, content, and clarity of the guidance and share with the relevant staff for feedback
    • Revise and integrate any lessons learned from the pilot testing and analysis into the revised design and assessment guidance. This could include incorporating best practices, addressing common challenges, or providing additional guidance based on the feedback received.
  2. Home-based desk and literature review of the following documents will be part of the activities contributing to the delivery of the Outputs:

The consulted will be expected to meet and consult with the UN Trust Fund on a continuing basis for the duration of the contract to ensure that the work is progressing as per the UN Trust Fund’s vision.

Contribution from the beneficiary (UN Trust Fund Secretariat): the UN Trust Fund will provide the consultant with access to all the background documentation required and will facilitate meetings, webinars and trainings.

*The consultant is expected to cover any costs of home-based activities related to this consultancy. Travel costs are not included and would be paid separately by the UN Trust Fund, for any travel incurred.

Reporting

The consultant will report to the UN Trust Fund Grants Manager, in the first instance and for the final approvals to the Chief of the UN Trust Fund.
