Objective:

The main objectives of this assignment are to:

  1. Ensure the effective and efficient delivery of the rehabilitation work required to establish 5 innovation labs inside MOYS facilities including youth centers and directorates in 5 different governorates ( Giza, Qalyubia, Alexandria, Damietta and Kafr El-Sheikh )
  2. Ensure the effective and efficient delivery of rehabilitation services in 45 schools in Ismailia, South Sinai and North Sinai.

Methodology:

The field engineer will be based in Cairo's office with programmatic visits to the project sites in target governorates. The methodology of work will stem from the monitoring framework of rehabilitation activities developed by ECO.

ACTIVITIES, DELIVERABLES, AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Based on UNICEF standards for monitoring fieldwork, the field engineer will undertake, provide technical support to needs assessments and Bill of Quantities (BoQs), conduct meetings/interviews with beneficiaries, programmatic visits to target locations including youth centers, directorates and schools and submit final professional recommendations on the status of innovation labs and schools Specific activities will include (but not limited to):

  • Provide overall technical assistance to UNICEF projects that includes rehabilitation in innovation labs at youth centers/directorates and schools from their planning to their implementation and monitoring.
  • Responsible for developing TORs, BOQs, LPA for the assignments and being part in the committee responsible for selecting the contracting company.
  • Responsible for ensuring that effective implementation, monitoring, and supervision tools are developed and implemented.
  • Responsible for ensuring effective quality control systems are in place, and contractor and engineering entities work in compliance with technical specifications and UNICEF quality standards.
  • Ensure that all rehabilitated facilities are accessible to youth and adolescents with disabilities.
  • Monitor and evaluate the performance of service providers.
  • Ensure all technical inputs and cost estimates related to the rehabilitation components are accurate, timely provided and included in the project proposals and budgets.
  • Take responsibility for overall progress and use of resources.
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved.
  • Prepare progress reports and maintain the relevant project records.
  • Coordinate with operations and programs required activities ensuring proper and timely actions from both, UNICEF's and development partners.
  • Ensure a sound handing over of facilities to project beneficiaries.

Activities and deliverables shall include but not limited to:

- Conduct regular quality control for the rehabilitation of the selected schools (inclusive education component) to be accessible for children with disabilities.

- Support and monitor the rehabilitation work in the innovation labs at the selected youth centers/directorates.

- Provide monthly reports indicating the development of rehabilitation work in the different sites.

- Conduct regular quality control field visits for the rehabilitation works of the innovation labs in the 5 governorates.

Additional deliverables in specific months:

- Develop final reports for rehabilitation conducted in public schools in Ismailia, South and North Sinai. ( December 2021 )

- Conduct post-assessment for the rehabilitated schools ( December )

- Develop the required documents for issuing the TOR of the assignmenst of the innovation labs including; BOQs, LPAs and finalizing the TOR. ( December )

- Support the selection of the contractor company which will be assigned for the rehabilitation work required for the estabilishment of 5 innovation labs in ( Giza, Qalyubia, Alexandria, Damietta and Kafr El-Sheikh ). ( January )

- Participate in the site visit and conference with the bidders. ( January )

- Conduct post assessment visit to the innovation labs. ( June )

- Submit the final report ( June )

8 Months

Payment will be on monthly basis, linked with submission of monthly reports by the consultant indicating the completion of the required deliverables.

To qualify as an advocate for every child you will have…

  • Bachelor's degree of engineering.
  • Has at least three-year experience in supervising rehabilitation or maintenance projects in government related sturctues preferably schools and/or youth centers.
  • Fluent in Arabic and English (written and spoken).
  • Has previous experience in working with international organizations or UN agencies is an asset.

Conditions of work:

No logistical preparation is needed from UNICEF's part. The contracted individuals should be responsible for all logistical preparations, including travel and transportation. UNICEF will provide office space for consultative meetings when needed.

  • Fee for services to be provided – based on the deliverables in terms of Reference
