Objective:

To support the implementation of the EVAC and HP programme components, including the implementation of the Annual Work Plans with relevant line ministries and specialized councils for the year 2022.

Methodology:

The assignment will adopt a participatory approach in implementation to support GoE and UNICEF workplans with respect to ending violence against children and harmful practices. The consultant will be based in Cairo, with frequent missions to the field. The consultant’s work will be guided by ongoing EVAC and harmful practices programmes and will be working under the direct supervision of the Child Protection Specialist and in close coordination with the Child Protection Officer and overall guidance of Chief of Child Protection Section in UNICEF Egypt.

The consultant will work in close coordination with UNICEF MENARO and HQ and EVAC and Harmful Practices Teams and UNICEF Egypt relevant sections. The consultant will also work in close coordination with government and non-governmental stakeholders and with sister UN agencies.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Support to the Harmful Practices programme component

  • Support the development of and follow-up on new and existing programme partnerships with governmental and non-governmental stakeholders.
  • Work with the national partners and local NGOs on monitoring the implementation of FGM abandonment activities in the field, in cooperation with UNICEF Child Protection Officer and HP/EVAC Specialist. Ensure implementation is according to the signed work plan and following the agreed-on indicators and targets.
  • Maintain liaison with partners at the governorate and/or district level, communicate opportunities and challenges to UNICEF team for potential linkages to child protection systems’ strengthening and gender-based violence programmes.
  • Draft internal reports in relation to the harmful practices programme including documentation of the on the ground interventions and preparing presentations.
  • Support the update/production/ dissemination of harmful practices knowledge products.
  • Support to the development and application of qualitative M&E tools for the FGM JP using the guidance provided by HQ.
  • Contribute to the design and implementation of a programme on Ending Child Marriage.
  • Contribute to the development of concept notes, proposals, project documents, and donor reports.

Support to the Ending Violence against Children portfolio

  • Support the development of and follow-up on new and existing programme partnerships with governmental and non-governmental stakeholders, including NCCM.
  • Support the design and implementation of a programme on child online protection.
  • Support the implementation and roll-out of the Ending Violence in public Schools programme and refugee community schools.
  • Contribute to evidence-generation and programme design in relation to addressing gender dimensions of violence against children.
  • Follow up on the development of the service mapping for children.
  • Contribute to the development of concept notes, project documents, and donor reports.

Compiled input from the field for Natcom, USAID’s and FGM JP Programmes on periodic basis drafted.

Conditions of Work:

The consultant will be office-based. (UNICEF will provide office space, laptop, etc…during the duration of the assignment)

The consultant is expected to travel to governorates to support the monitoring and of ending violence against children and harmful practices interventions.

To qualify as an advocate for every child you will have…

  • Master’s degree in social sciences, arts, communication or any related field.
  • Minimum of Five-year professional work experience in project management, including programme monitoring and reporting preferably in child protection, adolescence programming and gender mainstreaming.
  • Previous experience on working on child protection and adolescence development related issues, FGM abandonment, child marriage, gender-based violence and child rights.
  • Well acquainted and experience with the Egyptian national system, child protection and adolescence programming.
  • Previous experience in working with developmental international organization.
  • Previous experience in working with NCW, NCCM, MOHP is a plus.
  • Previous experience in resource mobilization is a plus.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
