Background

The Intelligent Community Health Information Systems (iCoHS) Project The Intelligent Community Health Information Systems (iCoHS) project is part of a bigger collaboration between UNICEF, The World Health Organization, the Rockefeller foundation and other funding agencies through a strategic collaboration for Precision Public Health. The Precision Public Health Initiative aims to leverage data and analytic tools to accelerate progress on the world’s greatest public health challenges, starting with reducing maternal and child deaths in low- and middle-income countries. The initiative aims at making community health more proactive and responsive to patient and population needs by among other things: a) Use of predictive analytics to prevent rather than respond to public health issues b) Leveraging big data on social determinants of health c) Empowering community health workers to reach more people In Uganda, the intelligent Community Health Information Systems (iCoHS) Project started as part of a regional project targeting Uganda as a learning hub. The objectives of the iCoHS in Uganda are three-fold as follows: a) Strengthening strategic and implementation framework on community health and community health information systems. b) Improving governance and coordination among partners to reduce fragmentation and support integration of the various initiatives supported by partners. Strengthening the capture, quality and use of community data to optimize and enhance community based-service delivery.

Justification of the Assignment:

The intelligent Community Health Information Systems project is a vital precursor to Community Health Information systems strengthening. Key parts of the project will be taken over by the Ministry of Health. As such, it is important that key processes and outcomes of the implementation are accurately captured to form part of the institutional memory, but also to inform the implementation of the subsequent project by the Ministry of Health.

The key responsibilities will include:

  1. Develop an inception report
  2. Document the response to the COVID-19 Pandemic: - “Versatility of funding arrangements and its impact on saving lives – case of the iCoHS Project” .

The focus in this documentation will be the processes leading to RF’s decision to support data analytics for COVID, the resulting CEHS App and its impact in protecting access to essential health services by women and children in Uganda. Specifically, the consultant will:

    1. In consultation with the HSS Team, develop a documentation plan on the topic highlighted focusing on documenting the process and impact of decisions made.
    2. Implement the documentation plan focusing on assessing the relevance of the intervention and document best practices, use cases and challenges if any
    3. Synthesize and produce a 3 page and one pager summary of the initiative
    4. Develop a power point presentation of the documented initiative

3. Document the strengthening of strategic and implementation Framework for Community Health – “Pitfalls, Flukes and Lessons Learned in strengthening strategic and implementation framework for community health in Uganda. This initiative will document the road towards the development of a Community Health Strategy in Uganda and explore key challenges, enablers (especially the enabling role of COVID-19). This documentation will link and draw insights from the Political Economy Analysis of Community Health. Specifically, the consultant will:

Develop a documentation plan including development of a list of key community health contacts for interview over the past 5 years in Uganda

  1. Discuss the impact of COVID on strengthening strategic and implementation framework for community health (i.e. impact of the Community Engagement Strategy developed in the context of COVID-19)
  2. Discuss the pitfalls in the process of development of the strategy – including institutional arrangements hindering and enabling the process.
  3. Document the lessons learned
  4. Synthesize and produce a 3 page and one pager summary of the initiative
  5. Develop a power point presentation of the documented topic.

  6. Document the process, successes, challenges and lessons learnt on Digital Health in Uganda “Digitizing Community Health Information Systems – Uganda’s Journey”. This documentation will be both a video and written that will cover three essential periods including – a) pilotitis crisis up to and including 2019, 2019 – 2021 (foundation for CHT) and 2022 (CHT implementation). This documentation will result into the development of a 5-minute video clearly discussing the key pivotal moments, decisions and personalities in the Uganda digital health journey. It will also include the impact of leveraging funding for digital health. Specifically, the consultant will:

  7. Develop a documentation plan (Structured qualitative questionnaires) including a compendium of individuals knowledgeable on Community Health Information Systems to be interviewed on video

  8. Develop a written documentation of Uganda’s journey on a maximum of 5 pages.
  9. Edit video interviews to develop a 5-minute video of Uganda’s journey

To qualify as an advocate for every child you will have…

Education

  • Phd in public health, social/political sciences or other relevant field. A Masters degree with a combination of working experience will also be considered

Work Experience

  • Minimum of 8 years of relevant professional work experience at national and international level
  • Experience in conducting analysis and/or research and/or communication/advocacy in the area of public health, digital health, primary health care, or community health programming
  • Prior experience in the production of video related materials as part of documentation
  • Experience producing high quality written work on public health initiatives
  • Extensive experience in writing project documentation
  • Knowledge of the Uganda health system or experience working in Uganda is an added advantage
  • Experience working with and delivering for a diverse range of organisations and governments

Key Competencies

  • Excellent analytical, communication, advocacy and research skills;
  • Computer literacy, especially MS Office programmes, is required;
  • Graphic design and videography skills an added advantage
  • Fluency in English
  • Knowledge of the Uganda context is preferred;
  • Understanding of local institutional, policy and legal frameworks is preferred.
  • Ensured adherence to MOH guidelines and SOPs related to COVID-19 prevention and control

Evaluation Criteria:

  • The Technical proposal is weighted at 75% and 25% for the Financial proposal.
  • Please note that the final remuneration will be negotiated by HR.

Payment Schedule:

Payment is linked to agreed deliverables upon satisfactory completion and certification of deliverables by the supervisor.

  • 30% after deliverable 1
  • 30% on submission and acceptance of deliverable # 4
  • 40% after submission and acceptance of deliverable # 5

Conditions:

  • The consultancy will commence after signing of the contract.

  • No contract may commence unless the consultant provides a certificate of completion of a mandatory course on “Prevention of Sexual Exploitation and Abuse”. A certificate to be submitted with the signed contract should have been obtained in the last three months.

  • The SSA consultancy will include the consultancy fee and DSA.
  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement
  • The consultants will be based at the UNICEF Country Office.
  • The consultant will use their personal computers and will be facilitated in case they have to do any printing or photocopying.
  • Transport will be arranged as per approved TAs.
  • A consultant will be paid monthly upon presentation of a deliverable report (see deliverable table 4 above)
  • Consultants will not have supervisory responsibilities nor authority on UNICEF budget and other resources.
  • Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, if applicable.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
  • Clearance from DHR will be required for former UNICEF staff
  • Clearance from the Government required for civil servants

Application Procedure/Call for Proposals

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.
