Duties and Responsibilities Organizational Background and Reporting The United Nations Resident Coordinator System coordinates the United Nations (UN) system of 20 agencies Covering Mauritius and Seychelles. The overarching development partnership between the Governments of Mauritius and Seychelles and the UN is enshrined in the Strategic Partnership Frameworks (SPF) 2019-2023 for both countries. The agreement constitutes the development cooperation compact between the Government and the UN. The SPF consolidates the work of the UN system in a single coherent framework that provides a platform for common policy work and stronger coordination and delivery of results. To support the implementation of the SPF and achievement of the SDGs it is important to communicate about the work of the UN family in Mauritius and Seychelles utilizing different channels. In this case the Resident Coordinator’s Office would like to produce the report of the 2022 UNCT strategic retreat/UN-Government policy dialogue report dialogue and a coffee table book “UN reform: UN Family: UNited in action” for multi-country office Mauritius and Seychelles. It will be disseminated widely to the public, government ministries, UN agencies and development partners. In 2022 the UNCT resumed face to face retreat since the COVID crisis started (with few people attending on line). The 2022 UNCT retreat is unique in that it allowed the UNCT members to have a moment of shared kearning and reflections and at the same time the UN family had an opportunity to hold a high level policy dialogue with the Government of Seychelles at the most senior level of government including the President of Seychelles His Excellency Wavel Ramkalawan and with cabinet ministers plus other senior government leaders of various institutions. This model of retreat which combines discussions among agencies as well as policy dialogue with national authorities is a best practice which needs to be documented.

The UN work has been guided by the reform which took effect from 1 January 2019, to implementing a set of systemic changes along three major reform tracks: development, peace and security, and management. This is the most significant structural changes in the history of the United Nations.

On the development front, the reform is refered to as a common journey of transformation that will bring the 2030 Agenda for Sustainable Development to the country level. The process envisages a strengthened interface with the UN Country Teams (UNCTs), led by “full-time, empowered” RCs. Governments will receive more systematic and regular updates and RCs facilitate periodical dialogues with the governments on how to best organize the work and presence of the UN in their country, in response to specific national needs and priorities

In that regard the United Nations Resident Coordinator’s Office (UNRCO) is seeking the services of a consultant to produce the following products for multi-country office Mauritius and Seychelles: - The 2022 UNCT strategic retreat/UN-Government policy dialogue report for Seychelles and Mauritius as well as a summary of the report and a factsheet to highlight the policy dialogue - A coffee table book- UN reform: UN Family: UNited in Action Mauritius and Seychelles

The Consultant will report to RCO team leader and will work closely with the UNRCO Communication Officer under the overall guidance of RC. The consultant is responsible for ensuring the products are in full compliance with UNDCO branding and style guide.

1. Production of the 2022 UNCT strategic retreat/UN-Government policy dialogue report for Seychelles and Mauritius: The individual contractor will handle: writing, copy-editing, proofreading, layout, design, printing & shipping of the report. Estimated 6 weeks of production + 4 weeks of printing and shipping) 2. Production of a flyer summarizing the policy dialogue report 3. Production of a factsheet pull out on policy dialogue (seychelles) 4. Production of a coffee table book- UN reform: UN Family: United in action Mauritius and Seychelle. Tasks will entail field photography to gather professional and powerful images, interviews to draft stories, writing and developing human interest stories, copy-editing, proofreading, layout, design and printing the book. The production will take 12 to 16 weeks, including 3 weeks of field work in Seychelles and Mauritius to gather field photography &and interviews with agencies and beneficiaries. 5. Photo exhibition for the launch the coffee table book

The consultant will undertake the following specific duties and responsibilities.

  • Do field photography, write, edit, proofread, design, layout, and format all the material for printing, print and deliver to Mauritius considering UNDCO branding guidelines, and branding requirements of other donors/partners, as needed
  • Ensure that the final output(s) for the communication product will be the final web-ready and print-ready version and collaborate in ensuring smooth printing processes.
  • Printing and delivery of the products to Mauritius
  • Support photo exhibition for the coffee table book

For the Coffee Table Book the consultant will: - Work on the content, the structure, the design, and printing specifications, which will be agreed in writing by UN RCO. - Conduct field photography, writing and developing human interest stories, editing, proofreading, layout, design, and printing. - Ensure that the final the communication products will be the final web-ready and print-ready - Print the products and deliver to Mauritius at agreed dates. - Prepare for photo exhibition for the launch the coffee table book

For each agreed communication product assigned the consultant will:

  • Write, design and layout the assigned communication product
  • Submit the preliminary drafts and layouts for discussion with UNRCO

  • Revise the selected layout as discussed with UNRCO

  • Ensure all corrections have been inserted
  • Make final corrections to electronic file
  • Obtain a final sign off from UNRCO before submitting electronic files to the printer
  • Prepare the electronic files for the printer
  • Create PDF from final electronic file for UNRCO Web posting
  • Print the products and ship them to Mauritius

    Qualifications/special skills Skills: - Strong communication, time management, and organization skills

  • Must be self-motivated, demonstrate grace under pressure and possess the ability to work well independently as well as within a team Academic Qualifications: - Master’s degree or equivalent professional experience in communications, journalism, international relations, fine arts, or related fields is required. A first level degree with two years of qualifying experience may be accepted in lieu of masters degree. Experience: - Minimum of 10 years of combined and relevant experience in written communication, graphic design, in communications for development organizations, including experience in the preparation of publications, infographics, etc is required.
  • Strong portfolio of work showcasing writing, editing, proofreading and design skills, including typography, layout, color theory is a desirable
  • Experience in illustrations and other wide variety of products related to the field of work is a desirable
  • Experience in working with different types of design software is a desirable
  • Experience in sourcing photos is added advantage
  • Previous work experience with the UN System or international organization on communications is an asset Language: - Fluency in oral and written English is is required. knowledge of French is a desirable
