Objective:

UNICEF and the International Telecommunication Union (ITU) have launched new global Child Online Protection (COP) guidelines (2020) tailored to four key audiences: children, parents and educators, industry and policymakers. For each of these audiences, the guidelines are meant to act as a blueprint which can be adapted and used in a way that is consistent with national or local customs and laws and address issues that might affect all children and young people under the age of 18. The purpose of this consultancy is to contextualize and adapt the available guidelines and other relevant resources to develop a comprehensive COP package tailored to the Egyptian context targeting children, parents/caregivers, and educators.

Methodology:

  1. The consultant will conduct a desk study on regional and international best practices in comprehensive COP programming.
  2. The consultant will undertake a mapping exercise of available resources, guidelines, and tools on COP targeting children, parents/caregivers, and educators.
  3. Building on the UNICEF-ITU 2020 COP Guidelines, the consultant will follow a consultative process in coordination with relevant counterparts from the government, civil society, and the private sector to review and contextualise the available resources to develop a comprehensive package targeting children, parents/caregivers, and educators tailored to the Egyptian context.

To qualify as an advocate for every child you will have…

  • A Master’s degree in social sciences, development studies or other relevant disciplines.
  • At least 10 years of work experience in child (online) protection issues and/or internet safety.
  • Proven track record in designing and developing interactive capacity-building tools and materials, specifically online.
  • Excellent communication and writing skills in English and Arabic.
  • Experience in working with multiple stakeholders is an asset: governments, civil society, private sector, and the UN;
  • Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system.

Conditions of work:

The consultant will work remotely but will be required to participate meetings (face-to-face or virtual whenever possible) and workshops when needed.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
