Objective:

With the overall objective of using the Platform to reach the most vulnerable families nationwide while ensuring its sustainability based on a public-private partnership, UNICEF is looking for technical support for designing a business model and its related monetization strategy. The model should consider also the return of investment in terms of the Platform socioeconomic impact with a focus on health, social protection, education, and youth empowerment.

Using a human-centered design, the business model should outline the following: 1) Strategic Analysis to understand the environment and competitive landscape to formulate informed business decisions based on the long term vision; 2) Value Proposition or promise definition to the key players and partners, able to propel the new business model to scale up costumers and create a lasting competitive advantage; 3) Design based on a human centered approach to innovation that integrate the needs of people, the possibility of technology and requirements for business success (desirability, feasibility and viability are balanced); 4) Monetization strategy including customer segments, distribution channels and profit formula.

Scope of work:

The scope of this assignment includes:

  • In collaboration with government partners conduct a mapping exercise of government services of relevance to RapidPro features and uses that have cost effective monetizing potential to incur sustainable funding for its operation
  • Suggest new cost-effective entrepreneurial services/usage of the platform
  • Offer a reference model for services pricing
  • Lead the negotiation with relevant government and private sector partners to
  1. support cost effective platform scaling up and widen its reach and usability
  2. Identify potential partnerships with private sector to develop at least two models of Public private partnerships (PPP) also explore the potential for including CBOs to develop for public private community partnership (PPCP)
  3. Develop an overview of the potential socioeconomic return of investment (ROI) for the platform activation and suggested scale up plans

Working conditions:

The senior consultant will be working in close collaboration with the Platform’s Steering Committee and leading government counterpart, MPED in close consultation with UNICEF relevant teams (Communication for Development, Technology for Development and Public Private Sector Partnerships).

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

The following are the key deliverables of the assignment

  • Develop a comprehensive MAP of government partners’ services of relevance to the platform
  • Support in in developing a multi-layered business model
  • Support in developing at least one model for a viable PPP and/ or PPCP partnership
  • Develop an overall assessment of the potential socioeconomic ROI for the platform activation and scale up plans

  • Develop a literature review of similar cases from the international practice
  • Upon agreement with UNICEF teams and government partners conduct mapping exercise including 3 to 5 meetings and/or round tables discussions with relevant stakeholders
  • Analysis of existing competitors in Egypt
  • Develop a final report documenting process, methodology, services map, discussions and comments of government partners

  • Test and choose the model through 3 to 5 meetings and/or round tables discussions with relevant stakeholders in agreement with UNICEF and relevant government counterparts

The Business Model have to be endorsed by relevant stakeholders in agreement with UNICEF, if the model presented is not acceptable the consultant will have to present two more models within the same contract fee.

The contract may be extended upon emerging needs based on evidences emerging from the design of the business model and in consultation with partners.

To qualify as an advocate for every child you will have…

  • PHD in Economic Development, Business Administration (MBA) and or Engineering, preferably with a hybrid education background including economics studies with other relevant fields
  • At least 20 years of experience in working with public and governmental sector with focus on business modelling and an exposure to information technology
  • At least 10 years’ experience in entrepreneurship modelling and design,
  • Proven experience in capacity building in the field of business modelling and entrepreneurship
  • Familiarity with information systems and communication technologies
  • Proven experience in PPP and PPCP

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
