Background

The UN Capital Development Fund makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF’s financing models work through three channels:

  1. inclusive digital economies, which connects individuals, households, and small businesses with financial eco-systems that catalyse participation in the local economy, and provide tools to climb out of poverty and manage financial lives;
  2. local development finance, which capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and
  3. investment finance, which provides catalytic financial structuring, de-risking, and capital deployment to drive Sustainable Development Goals (SDGs) impact and domestic resource mobilization.

The Local Development for the Consolidation of Peace in Mozambique (DELPAZ) Program Context

“Support to the consolidation of peace in Mozambique, Phase 1: local governance and early economic recovery” has been formulated by the European Union (EU) to strengthen the consolidation of Mozambique’s Peace Process following the 2019 Peace Agreement between the Government of Mozambique (GOM) and the RENAMO opposition.

This EU Program comprises four pillars:

  1. Disarmament and Demobilization and Reintegration (DDR) of ex-combatants;
  2. Improved livelihoods in conflict-affected areas through inclusive Local Economic Development (LED) and Local Governance (LG);
  3. Support for decentralization reforms; and
  4. Assistance to national reconciliation.

The logic of this Program is rooted in the recognition that DDR needs to be part of the political and social developments and will be most successful when properly linked to an overall peace process, democratic governance reforms, and pro-poor development processes, especially in conflicted areas.

The EU subsequently funded the specific action “Local Development for the Consolidation of Peace in Mozambique (DELPAZ) Program” which will support the above second pillar.

UNCDF has been invited by the EU and the GOM to implement the Local Governance Project (DELPAZ-LG Specific Objective 1 or SO1) within this Program. DELPAZ-LG will be implemented in partnership with the Austrian Development Agency (ADA) and the Italian Agency for International Cooperation (AICS), who both will implement the complementary Local Economic Development (LED) Actions (DELPAZ-LED Specific Objective 2 or SO2). The DELPAZ-LED projects will include support for livelihoods and increased rural production as well as public infrastructure investments linked to DELPAZ-LG supported District Development Plans, in the same 12 conflict affected districts within the Mozambique Central Region provinces of Sofala, Manica, and Tete.

The indicated districts for the DELPAZ program implementation include:

  1. Sofala Province: Chemba, Cheringoma, Chibabava, Gorongosa, Machanga, Marínguè
  2. Manica Province: Barue, Guro, Macosa, Tambara
  3. Tete Province: Moatize, Tsangano

UNCDF’s action (DELPAZ-LG) will cover all three provinces and the 12 districts. Correspondingly, ADA will implement its DELPAZ-LED project in Sofala (+6 districts) and the AICS will implement their DELPAZ-LED project in Manica (+4 districts) and Tete (+2 districts).

Objective of the Assignment

The objective of the present Consultancy is to provide UNCDF and Implementing Partners with the methodological basis and baseline data for the establishment of the DELPAZ Program M&E System.

There are two sub-objectives to the Consultancy:

  1. To develop M&E Guidelines for the DELPAZ Program which will be used by all three Implementing Partners
  2. To collect, analyze and present baseline data for the DELPAZ-LG project and to subsequently prepare a full Baseline Report for the wider DELPAZ Program, integrating the DELPAZ-LG data with the DELPAZ-LED data, which will be collected by ADA and AICS themselves according to the Program M&E Guidelines.

Context of the Assignment

UNCDF’s Local Governance Project (DELPAZ-LG) will provide capacity-building and technical assistance for participatory decentralized planning and accountable public financial management by district governments focusing on local economic development plans and climate resilience plans to ensure sustainability.

DELPAZ-LG supported community facilitation will ensure the social inclusion of marginalized groups such as ex-combatants’ households, women, and youth for access to basic public services and livelihood improvement opportunities. These grassroots local governance activities will be implemented in partnership with the EU funded ADA and AICS local economic development actions which will include support for social inclusion at community level. These grassroots activities will be complemented by provincial and national level efforts to improve the climate for local peace and development through dialogue among political and civil society actors. UNCDF efforts will also ensure the documentation and sharing of these experiences and lessons learned concerning the links between participatory accountable local governance, inclusive local development, and local peace-building.

The objective of DELPAZ-LG is to enhance inclusive local governance in selected provinces and conflict affected districts.

DELPAZ-LG Project Outputs include:

  • Output 1: Increased awareness and strengthened capacities of sub-national political, administrative and civil society actors related to social inclusion, gender empowerment, and peace-building through decentralized institutional arrangements and local governance;
  • Output 2: Enhanced capacities for responsive, gender sensitive planning, budgeting, PFM, and accountability for climate resilience and inclusive local economic development in selected districts; and
  • Output 3: Knowledge built on best practices in local governance for the consolidation of peace.

The DELPAZ-LG Output 1 will be implemented in partnership with the Institute for Multiparty Democracy (IMD) a Mozambican civil society organization (CSO). The DELPAZ-LG Output 2 will be implemented in partnership with the Beira Institute for Public Administration and Local Government Training (IFAPA-Beira), a government training institution targeting capacity development of local government staff.

Within the DELPAZ Program, UNCDF is also the lead agency for cross-cutting responsibilities linking all three DELPAZ actions/Implementing Partners (IPs) including: program governance; program communication and visibility; and program monitoring and evaluation (M&E). The ADA is the implementing agency for DELPAZ-LED in Sofala Province (DELPAZ-LED Sofala) and AICS is the implementing agency for DELPAZ-LED in Manica and Tete Provinces (DELPAZ-LED Manica and Tete). The wider DELPAZ Program log-frame governs all three DELPAZ Actions, with specific indicators applying to DELPAZ-LG and DELPAZ-LED activities and results.

The purpose of the Consultancy is to establish the basis for the DELPAZ Program’s M&E system. The Consultant will closely coordinate with the EU and DELPAZ Implementing Partners – UNCDF, ADA and AICS – including with their M&E focal points/consultants. As per each Implementing Partner’s Agreement (Descriptions of Action (DOA) and Contribution Agreement) with the EU, each Implementing Partner is responsible to collect, analyze and present baseline and M&E data for the indicators relevant to its DELPAZ component. From Baseline through Annual Results Monitoring Reports through the Program Midterm and Final Reports. In order to ensure the consistency of baseline data and facilitate unified presentation, UNCDF has the responsibility to coordinate this process and to ensure adequate methodological consistency across the three baselines. UNCDF is thus the implementing agency for DELPAZ-LG as well as the coordinator of M&E for the entire DELPAZ program. The Consultant will assist UNCDF in setting the basis for M&E development for both its own (DELPAZ-LG) project as well as the entire DELPAZ program and ensure coherency. It should be noted that due to the quantitative nature of DELPAZ program indicators and the requirement for data integration across the three actions, the Key Program Indicators (KPI) for baseline data required as a basis for M&E must be collected with required rigor and consistency by each Implementing Partner.

The Consultant will collect, assess and present M&E Baseline Data for UNCDF in relation to DELPAZ-LG Indicators in all three provinces and 12 districts. The other Implementing Partners ADA and AICS will carry out the same exercise, for their respective DELPAZ-LED objectives and outputs in the provinces and districts under their responsibility. Thus, ADA will collect local social and economic data in the 6 districts of Sofala Province, where its action (DELPAZ-LED) will be implemented, and AICS will collect the corresponding data for the 4 districts of Manica Province and 2 districts in Tete Province where its action (DELPAZ-LED) will be implemented.

These output products (data, reports) from each Implementing Partner will fulfill their contractual obligations to the EU. Information from these reports will be integrated by UNCDF, supported by the Consultant, into a single DELPAZ Program Baseline Report that will be presented to the Program Steering Committee, as will subsequent Annual Program Results Monitoring Reports, as specified in the three DELPAZ DOAs.

Each Implementing Partner will indicate an M&E Focal Point to participate in program-level coordination of the M&E Baseline work. An M&E Working Group will be formed, led by UNCDF, where harmonization of methodologies and coordination of data collection and analytical activities will be assured. The DELPAZ M&E Working Group will meet at least monthly during the Inception Phase and more frequently as necessary, culminating the review and technical approval of the Joint DELPAZ Baseline Program Baseline Report and its presentation to the EU and the National Steering Committee for consideration, as the culmination of the Inception Phase. The Consultant will coordinate with these M&E Focal Points and participate in M&E Working Group meeting during this assignment.

UNCDF will also support and coordinate this work at the technical level. Based on requests from the other Implementing Partners, UNCDF support may include such aspects as: review of Draft TORs related to the M&E Baseline and Social Mapping; meetings with ADA and AICS M&E Focal Points as well as with ADA and AICS consultants and/or partners involved in this work; and/or review of work plans, preliminary data collected, and draft reports from the M&E Baseline and Social Mapping.

As DELPAZ M&E Coordinator, UNCDF – assisted by the Consultant - will also complete preparation of the DELPAZ Program M&E Guidelines (“Manual”) that will provide the methodological and procedural basis for ongoing M&E activities during DELPAZ Program implementation. The Consultant will consult with and integrate the suggestions of each Implementing Partner into the M&E Guidelines during the Inception Phase which will be reviewed at the technical level by the M&E Working Group before being sent for formal consideration by the DELPAZ Program Steering Committee.

Institutionally this M&E exercise requires significant coordination among the Implementing Partners. First, UNCDF is responsible for ensuring the technical rigor and the coherence and consistency of all Baseline Data. Secondly, because ADA and AICS are implementing their respective Actions based on the same linked objectives and indicators, this data must be comparable and technically possible to aggregate across the three provinces and 12 districts in which DELPAZ will be implemented. Thus even though there will be significant differences in substantive focus of activities and in the organizational arrangements by which ADA and AICS implement DELPAZ-LED, the measurement of their results must be methodologically consistent. UNCDF M&E Baseline Guidelines are intended to ensure this consistency, which the Consultant must also guarantee.

Duties and Responsibilities

Scope of Work:

The DELPAZ M&E Consultancy will be carried out in support of both the specific UNCDF implemented DELPAZ-LG Project and entire DELPAZ Program.

Because of the multi-organizational institutional arrangements for the DELPAZ program, comprised of three Projects (“Actions”) each managed by its own implementing partner, it is essential that the M&E system - through which progress and results will be tracked - should be clearly defined and coherent across all three Implementing Partners. This requires a carefully defined M&E methodology, based on the common program log-frame, that ensures the consistency of all data collected by different partners in different provinces and districts, so that the data can be seamlessly aggregated for presentation to the DELPAZ financing agency (EU) and the DELPAZ Program Steering Committee comprised of GOM and Development Partner representatives.

The Consultancy will provide the following key outputs:

  1. The Monitoring and Evaluation (M&E) Baseline (collect, process, analyze, present data) for the DELPAZ-LG Project and subsequently integrate the baseline data from all Implementing Partners into a single DELPAZ Program Baseline Report; and
  2. The Monitoring and Evaluation Guidelines for the entire DELPAZ Program, that will provide the basis for ongoing M&E through the full life of the Program.

Because the DOAs and Contribution Agreements between the EU and Implementing Partners allow for adjustment of the log-frame and M&E framework, as a result of additional information that becomes available through studies and consultations during the DELPAZ program Inception Phase, an additional output of this Consultancy is to propose such refinements to log-frame indicators (and potentially associated minor adjustments to the formulation of defined outputs) in order to ensure the viability of results measurement during DELPAZ program implementation.

As such the Consultant will have direct responsibility for all DELPAZ-LG methodology and operational aspects of baseline and initial monitoring data collection. The Consultant will also provide technical recommendations to facilitate definition and harmonization of methodologies for baseline and initial monitoring data collection related to the other DELPAZ Implementing Partners: ADA and AICS. The Consultant will however not be responsible for the actual collection and processing of DELPAZ-LED baseline and monitoring data, but will coordinate closely with ADA and AICS regarding definition and harmonization of methodologies for the data collection and aggregation under their respective responsibilities.

The Consultant will also provide guidance regarding linkages between the DELPAZ Program M&E System and DELPAZ Knowledge Management results, including recommendations for how Implementing Partners should document learning based on M&E data collection and analysis and how this learning can contribute to DELPAZ Knowledge products.

The Consultancy will be carried out in three phases, comprising the following key activities:

1. Inception Phase

The Consultant will study DELPAZ program documentation, meet with the DELPAZ Implementing Partners and other key stakeholders, and on this basis define the detailed workplan and methodology to be presented in the Draft Inception Report. The methodology will include the sources and methods for data collection for each DELPAZ Program log-frame indicator.

The Consultant will analyze data needs for each log-frame indicator and, in consultation with other Implementing Partners, identify those for which data is available from existing sources, such as official District and Provincial periodic reports related to the GOM planning and monitoring system and/or from data collected and published by the GOM National Statistical Institute (INE). For those program log-frame indicators where existing data sources are not available or reliable, the Consultant should recommend, in consultation with the Implementing Partners, primary data collection approaches.

After analysis and consultations with the EU and Program Implementing Partners, the Inception Phase may also include the Consultant’s recommendations for the preparation of proposed technical adjustments to the Program log-frame in order to enhance the accuracy and relevance of DELPAZ Program indicators and results measurement.

The Consultant’s Inception Report will also include a proposed Draft Table of Comments for the DELPAZ Program M&E Guidelines. UNCDF will ensure adequate consultation of the EU and other Implementing Partners and provide comments and recommendations for revision of this Draft. Once a Revised Draft Table of Content is approved by UNCDF, this will provide the basis for the Consultant’s subsequent work drafting the Program M&E Guidelines.

UNCDF will review and provide comments on this draft Inception Report before authorizing the Consultant to begin fieldwork and data collection for DELPAZ-LG. A Revised Inception Report will be submitted by the Consultant and approved by UNCDF before fieldwork and data collection for DELPAZ-LG can begin.

2. Data Collection Phase

The Consultant will visit all three provinces and all 12 districts where DELPAZ-LG will be implemented. In planning and implementing data collection, the Consultant will collaborate closely with the DELPAZ-LG Project Coordinator (in Beira-Sofala) and with UNCDF partners IMD and IFAPA. For each DELPAZ-LG log-frame indicator the Consultant will follow the approved methodology to collect and validate relevant data.

The consultant will also maintain frequent contact with other DELPAZ Program Implementing Partners - ADA and AICS - regarding baseline data collection and processing for each DELPAZ-LED Indicator based on agreed methodologies and protocols. This may include proposed technical adjustments to Program indicators as defined in the log-frame as discussed above.

3. Finalization Phase

Based on fieldwork and consultations with the DELPAZ Implementing Partners during the Data Collection Phase, the Consultant may raise with UNCDF issues of concern or ambiguity as a basis for clarifying the process for completing the products of the Consultancy.

The Consultant will maintain close contact with the AICS and ADA baseline data collection and data processing work and focal points/actors to ensure consistency with protocols for each DELPAZ-LED log-frame Indicator.

Expected Outputs, Deliverables and Payment Terms

In line with the above-mentioned scope of work, methodology and duties and responsibilities, the consultant will provide for the following outputs and deliverables:

1. Inception Report – including

  1. Proposed methodology for indicator data collection for both DELPAZ-LG and DELPAZ–LED;
  2. Proposed Workplan for DELPAZ-LG data collection and reporting; and
  3. Proposed Table of Contents for DELPAZ Program M&E Guidelines.

Also include recommendations for possible adjustments to log-frame indicators based on considerations of efficiency and accuracy of M&E data collection and analysis.

Expected duration to complete: 1 month; 20% of total payment

2. Midterm Report – including:

  1. Preliminary baseline indicator data for DELPAZ-LG (log-frame indicators) from 3 provinces/12 districts; and
  2. Draft DELPAZ Program M&E Guidelines for the full Program log-frame (DELPAZ-LG and -LED).
  3. May also include recommendations for adjustment to Program log-frame indicators as discussed with other Implementing Partners.

Expected duration to complete: 3 months; 40% of total payment

3. Final Report – including:

  1. DELPAZ Program Baseline Report for all log-frame indicators both DELPAZ-LG and -LED; and
  2. Revised DELPAZ Program M&E Guidelines.
  3. The Final Report should also include recommendations for linkages between Implementing Partner M&E activities and knowledge management to generate lessons learned concerning DELPAZ Program strategic and operational; objectives.
  4. It should also include a description of Consultant activities and persons met during this assignment.

Expected duration to complete: 2 months, 40% of total payment

Key Results Expected*

The Consultancy will provide the methodological basis for M&E of the DELPAZ Program. The Consultancy will also produce the Program Baseline Report for all indicators in the DELPAZ Program log-frame.

The Consultancy will also generate relevant recommendations for technical adjustment to Program log-frame Indicators in order to ensure the validity and viability of results measurement in relation to Program objectives. These should be based on consultation with the EU and DELPAZ Implementing Partners; these consultations will be facilitated by UNCDF.

The Consultant will collect, process and present Baseline Data for DELPAZ-LG Indicators and will also coordinate the Baseline process with DELPAZ-LED Implementing Partners who are responsible to collect and process data for SO2 Indicators on the basis of agreed methodologies and protocols and to provide this information to the UNCDF M&E Consultant for inclusion in the DELPAZ Program Baseline Report.

A further result of the Consultancy will be a recommended approach to linking M&E to DELPAZ Knowledge Management so that lessons learned include the relationship between the DELPAZ Program strategy, activities and methodologies can be related to results achieved

The Consultant will perform the tasks impartially, independently and without prejudice.

Supervision, Monitoring and Progress Controls

The Consultant will report to and collaborate closely with the UNCDF country team under the supervision and management of the UNCDF Country Program Manager. Technical guidance and support for the Consultancy will be provided by the UNCDF Mozambique Local Governance Advisor. Coordination and facilitation of field activities will be the responsibility of the DELPAZ-LG Project Coordinator, and be provided from the Beira-Sofala Project Office.

The Consultant, with the support of the UNCDF Country Team, will keep the EU, other Implementing Partners and interested stakeholders regularly updated on their findings, including any challenges in accordance with the agreed timeframe.

Contract management and administrative supervision and support will be provided by the UNCDF Country Program Manager and the UNCDF Administrative Team. A schedule of days worked, outputs produced and costs incurred will be monitored by the UNCDF country team.

Payments will be made upon completion of specific deliverables as specified in the TORs. Payments will be authorized by UNCDF.

Final payment shall require a signed performance assessment of the Consultant

Other Details (Travel, Indicative Schedule)

Duty Station and expected places of travel: Mozambique, home-based with in-country/field visits (Sofala, Manica and Tete provinces, including selected districts).

Indicative schedule/work plan: Inception Phase June 2021; Fieldwork and Reporting July-Sept 2021; Final Reporting Oct-Nov 2021.

Required Skills and Experience

Education:

  • An advanced university degree (Master’s Degree or higher) in Sociology, Political Science, Economics, Public Administration, Management, Development Studies or other related fields;
  • A first-level university degree (Bachelor’s Degree), in the above fields, in combination with at least 5 years of qualifying (experience may be accepted in lieu of the advanced university degree).

Professional experience:

  • Demonstrated professional experience of at least 3 years with monitoring and evaluation of development projects including definition of data collection methodologies and analysis;
  • Demonstrated professional experience of at least 5 years as a consultant in developing country contexts; field experience in rural Mozambique will be considered an important advantage;
  • Demonstrated professional experience of at least 3 years as an independent consultant in report writing and coordination with multiple stakeholders;

Knowledge and Skills:

  • Extensive knowledge of qualitative and quantitative assessment methods;
  • Excellent (data) analytical and writing skills;
  • Strong communication and interpersonal skills and experience in holding consultations, build partnerships and maintain impartiality.
  • Knowledge of Mozambique and the governmental landscape is an asset.
  • Knowledge of the UN-system is an asset;
  • Field experience is an asset.

Language Required:

  • Excellent knowledge, both oral and written, of English and Portuguese with presentational capacities is required.

  • A short description on how the applicant will approach the assignment, the methodology and timeframe/workplan.

    2. A signed financial proposal for the assignment, quoted in US dollars, outlining the all-inclusive fee, supported by a breakdown of reimbursable – direct and indirect – costs such as travel, lodging, per diem (if applicable) etc. For this purpose, please complete and submit Letter of Confirmation of Interest and Availability and Financial Proposal (do not upload your financial proposal online.) If an applicant is employed by a company, organization or institution, and s/he expects her/his employer to charge a management fee in the process of releasing her/him to UNCDF under a Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNCDF.

Failure to submit all the above-mentioned documents may result in rejection of the application.

Applications will be rated on both technical and financial submissions.

EVALUATION CRITERIA

A two-stage procedure is followed in selecting the submissions, with the assessment of the technical component being assessed prior to the consideration of any financial proposal.

The following selection method will be used: highest rated proposal using the combined scoring method, which assigns the weight distribution between the technical and financial proposals. The overall combined score will be 100 points, where weight distribution shall be 70% technical (40% desk review + 30% interview) and 30% financial.

Step 1: Screening/Longlisting (Preliminary Review)

Applications will be screened and only applicants meeting the following minimum criteria (listed under education and experience) will progress to the pool for shortlisting:

  • Education requirements as indicated in this Terms of Reference.

  • At least 3 years of related professional experience in monitoring and evaluation of development project including definition of data collection methodologies and analysis

  • Excellent knowledge, both oral and written, of English and Portuguese

Step 2: Desk Review (40% of the Technical Evaluation Score)

UNCDF will conduct a desk review process to shortlist and technically evaluate candidates as per the following criteria:

  • An advanced university degree (Master’s Degree or higher) in Sociology, Political Science, Economics, Public Administration, Management, Development Studies or other related fields. A first-level university degree (Bachelor’s Degree), in the above fields, in combination with at least 10 years of qualifying professional experience may be accepted in lieu of the advanced university degree (20%)
  • At least 3 years of related professional experience in monitoring and evaluation of development project including definition of data collection methodologies and analysis (30%)
  • At least 5 years as a consultant in a developing country context; field experience in rural Mozambique is considered an important advantage (15%)
  • At least 3 years of professional experience as an independent consultant in report writing and coordination with multiple stakeholders (15%)
  • The proposed Plan of Action (20%)

Step 3: Interview Criteria (30% of the Technical Evaluation Score)

A competency-based Interview shall be conducted with the top three to four candidates who score the highest in the Desk Review of the technical assessment (minimum of 70 points - 70% of the total technical points). Candidates will be assessed based on the key work areas, in greater depth, with the same weighting, namely:

  • Relevant experience
  • Sector technical knowledge
  • Program development and management
  • Understanding of the assignment

Only candidates obtaining a minimum of 70% on the total of Desk Review and Interview will be considered as technically qualified and will be reviewed further on the financial grounds.

Step 4: Financial Evaluation:

The following formula will be used to evaluate financial proposal:

Lowest priced proposal/price of the proposal being evaluated x 30%.

The Price proposal must be submitted as an inclusive daily fee in USD.

Award Criteria

The award of the contract shall be made to the individual consultant whose profile has been assessed and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of the set of weighted technical criteria (70%) and financial criteria (30%).

Both individual consultants and individuals employed by a company or institution are welcome to apply.

Any individual employed by a company or institution who would like to submit an offer must do so in their individual capacity (providing a CV so that their qualifications may be judged accordingly).
