How can you make a difference?

Objective:

Provide technical support to UNICEF CSD programme staff and implementing partners for a standardized and consistent implementation of monitoring tools and indicator tracking and establishment of national MIS in MoHP, MOSS, NCCM and NNI for children at risk. The consultant will support the regular update of the dashboard and document the progress and challenges in the field, including developing required tools and reports.

Methodology:

The consultant will carry out this assignment through:

  • Technical coordination with section chief and CSD colleagues in regard to programme planning, monitoring and reporting; and
  • Regular field support to implementing partners to build capacities and monitor work.

  • Tool to ensure that evaluation results are incorporated into key UNICEF and UN programme planning strategic documents (including Country Programme Document, the Programme Rationale, and UNSDCF) is developed and used

  • A compendium of data related to the situation of children in Egypt produced to enrich the CSD programme rationale which will be developed in joint collaboration between the SP section and CSD team.

  1. 2 tools developed and used ( e.g. M&E of CSD programme with regards to evaluation results and its implementation in section response; M&E for implementation of AWP)
  2. A compendium of data related to the Situation of Children focusing on Child survival and development

Capacity building of implementing partners (community and governmental counterparts) working on child health, nutrition, WASH and ECD

  • In coordination with PME section, support delivery of training and capacity building for national partners on M&E (including logical framework, M&E plan, reporting, and access to UNICEF reporting platforms)

  • M&E plan including data collection methodologies is developed to facilitate field visits and PMVs for the CSD programme, and is maintained on a monthly basis

  • M&E tool for analysis of progress on the key annual programme and management indicators regularly prepared and shared to guide programme and management decisions

  • Timely CSD inputs are provided to the ECO IMS system for both development and humanitarian indicators in coordination with the PME Section

  • IMS/web-based applications, including data flow with clear roles and responsibilities, is developed/updated for governmental and non-governmental partners in coordination with PME Section

  • Reviews of partners’ implementation is systematically carried out, including development of assessment tools and conducting monitoring visits.

Conditions of work:

The consultant will be working on a full-time basis as per designated working days.

To qualify as an advocate for every child you will have…

-Master’s degree in medical background, social sciences, development studies, political science, or related technical field.

-Five to ten years of relevant work experience.

-Substantive knowledge in child health; systems and policy with particular relevance to the Egyptian public health system

-Substantial knowledge of M&E with regard to child survival and development and public health. Working previously with UNICEF programmes is an asset.

-Experience in working with community and governmental counterparts on child health, nutrition, WASH and ECD issues.

-Experience in facilitating participatory processes and consensus building; partnership networking and training workshops with government stakeholders.

-Excellent writing and statistical and analytical skill in drafting presentations and reports

-Ability to travel to different governorates on a monthly basis.

-Proficiency in English and Arabic.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
