- Fluent in both written and spoken Arabic and English.
- Ability to travel to different governorates on a monthly basis.

OBJECTIVE
Key Objective:
- Support to planning and implementation of the SINAI CP program, with focus on Case management systems, workforce capacity building, PSS services and the integration of social protection/Child protection sector services. This also includes design and Implementation of community-based child protection model in North/South Sinai.
- Support to planning and implementation of Alternative Care system strengthening component, including support to the process of development of Alternative Care strategy and de-institutionalization of childcare pilot program in MoSS, capacity-building of alternative care social workers.
- Support to planning and implementation Social workforce accreditation program.
- Roll-out of case management functions in MoSS and Integration of social protection services Takaful and Karama program case management system.
- Support to CP section planning activities for programmatic scale up, donor coordination and design of new projects.
METHODOLOGY
- Technical and operational support to program implementation and results monitoring.
- Support to research and evidence generation for the development of advocacy materials, advocacy processes with the Ministry.
- National consultative processes with governmental, non-governmental stakeholders.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
- Technical support to MOSS Case management social workers
- Technical coordination and monitoring of Case management unit implementation, roll out of community-based CP interventions with NGOs and social workers, as well as implementation of  NGO Capacity building program. Facilitate the coordination and implementation of the IMS for the case management unit with IT team in MoSS. Develop technical proposal for integration of case management with social protection takaful and karama program.
- Technical coordination and review of proposal for capacity gap assessments for psychologists to be developed. Field monitoring of capacity building activities, consultative workshops with regards to adapting the core curriculum and developing specialized modules.
- Develop social services workforce tools and alternative care strategy:
- Support evidence-based programming by conducting desk research and developing advocacy materials (policy briefs, concept notes, work plans) to support program planning with regards to developing the accreditation scheme and social workforce strengthening strategy for the program.
- Technical review of accreditation scheme and its operational plan. Participate in national consultations with MoSS, steering committee, partners to advocate and assist counterparts in the planning, design and implementation.
- Technical review of alternative care strategy and de-institutionalization program. Participate in consultative workshops and contribute to the mapping of the alternative care system, development of gate keeping SOPs.
- Carry out ongoing documentation of project activities, workshops, consultations taking place and field visits. Ensure regular monitoring and quality assurance of project activities.
- Conduct field visits to existing project areas, to assess implementation and monitor progress. Collect information, identify problems, constraints.
- Analyze collected data and information to prepare progress reports; draft changes in work plans and assist in identification of required supplies and equipment.
- Support the preparation of program planning documents; donor reports, annual reports, mid-term/annual review reports as well as documents to be shared with external counterparts, agencies etc. preparation and review of implementation documents (ToRs, contracting documents, budgets, partner reports, program evaluations etc).
- Support the availability of accurate, complete and up-to-date information required for effective programming and project design, implementation, management, monitoring and evaluation.
- Assist with needs assessment and situation analysis, contribute to prioritization of programme interventions and planning conducted. Proposes adjustments in strategies and operational procedures affecting project implementation and management.
- Support partnership management and collaboration; build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on child protection. Provide technical input, review and edit partner proposals, budgets, technical quarterly reports, progress and evaluation reports.

CONDITIONS OF WORK
The consultant will be working full time, and will be paid on monthly basis according to the provided daily rate in the financial offer.
