Objective:

The objective of this assignment is to support the scale up of CM functions in MOSS across 27 governorates through providing technical support to planning phase as well as implementation, technical monitoring and feedback on activation of case management functions on national level.

Methodology:

The consultant will carry out this assignment through:

  • Inception planning phase and execution of scale up process through proposal design, action plan, implementation guidelines in accordance with international standards, and carry out consultations with MOSS
  • Technical supervision on implementation of case management IMS system centrally and support in field roll out in selected governorates.
  • Regular field support: field visits to support advocacy with MOSS governorate administrations in the field and provide technical support to supervisor teams.
  • Technical coordination and support to exchange visits and case conferences between governorates.

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Inception planning:

  • Technical review of regulations associated with case management system.
  • Develop scale up action plan/process guidelines
  • Coordinate implementation of rapid needs assessment for 27 governorates.
  • Advocacy with MOSS administration on governate level to support launching case management units.

Technical supervision:

  • Supervise implementation of case management scale up action plan with MOSS team.
  • Development of CM monitoring system and coaching for MOSS supervisors.
  • Supervise development and roll out of IMS system for case management and integration with T&K program.
  • Development of performance evaluation system for case management workforce.

Regular field support

  • Regular advocacy with governorate administrations.
  • Carry out regular technical coaching for MOSS supervisors in moss directorates on governorate level
  • Develop regular progress reports to monitor implementation of case management scale up.

To qualify as an advocate for every child you will have…

  • Advanced degree in social work or any relevant degree in social sciences or development studies.
  • Demonstrated experience in the field of child protection planning and programming (minimum 10 years of experience)
  • Demonstrated experience in relevant professional experience in child protection case management supervision and coaching.
  • Demonstrated experience in leading and facilitation of consultations with governmental entities and NGOs.
  • In depth familiarity with the Egyptian governmental system.
  • Knowledge of the United Nations’ system, practices, and procedures.
  • Fluency in English language as well as knowledge of local language is a must.

Conditions of work:

The consultancy will be based in MOSS, and the consultant will be using their own office equipment and resources. Missions to the selected governorates are planned, in accordance with UNICEF policies, and daily subsistence allowances during field missions.

Periodic discussions with UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.

In close collaboration with the Chief Child protection, the Child Protection Specialist will be responsible for the overall management of the assessment. UNICEF will:

  • Oversee the organization and facilitation of all meetings between with UNICEF
  • Organize teleconferences as required
  • Undertake quality assurance of all tools, documents, including deliverables and preliminary products before the submission of the final report. Quality Control will be carried out through a review of the TOR, methodology and reports.
  • In accordance with the new UNICEF Guidelines on strengthening social service workforce for child protection, support for the dissemination of assessment results and implementation of recommendations
  • Manage the assessment from a technical point of view. This will consist of contributing to the recruitment of consultants and the technical review of all assessment products in accordance with UNICEF norms and standards.
