Objective:

The objective of this assignment is to have in place standards of procedures and all related tools for MoSS case management system. The development of these SOPs will contribute to regulating the child protection service provision within MoSS, as well as ensuring cross-sectoral coordination for child protection cases is well placed to respond to the needs of children with regards to national CP stakeholders. The SOP should also reflect the international standards.

This activity is in line with Sub Act. 3.3.2.6 in 2021 Child Protection Annual Work Plan.

Methodology:

The consultant will depend on both primary and secondary data sources.

    • Primary data: this assignment will depend primarily on mixed methods; case review, one-to-one interviews, consultation workshops, focus groups, and hearing sessions.

The main reason of depending on qualitative data collection methods is to gain deeper understating of the implementation issues faced so far or what the stakeholders can face in the future in application of the ministerial decree, and other related issues whether directly or indirectly and further pave the way for strategically collaborative actions.

    • Secondary data: the consultant will review legislations, laws and policies, relevant administrative decrees in MoSS and externally if necessary.

He/She will be leading a series of:

  • Workshops and consultation sessions: the consultant will develop qualitative tools for the KIIs and the consultation sessions to be able to appropriately draft a functional SOP. The result is a draft realistic SOP that can be piloted in different governorates.

    ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

    The consultant is to carry out the below tasks in coordination with UNICEF:

  • Inception Phase

  • Develop one inception report outlining framework, methodology and revision of all current tools/ forms for the deliverables mentioned above.

  • Develop SOPs for case management unit:

  • Review all ministerial decisions, files, and documents related to the case management work in the ministry, in addition to reviewing similar SOPs if any.
  • Designing define the scope of the case management SOP and the function of the units in the ministry and in the institutions, through meetings and workshops with stakeholders within the ministry, governorates and districts.
  • Collect all the information and proposals from the workshops and information sessions, and write the first draft of the SOP
  • Present the first draft to MOSS and discuss the methodology for implementing the SOP and the challenges that may be encountered in its implementation and try to take it into account in final draft.
  • Edit draft to submit final draft.

  • Reviewing and aligning existing alternative care legislations in light of the new case management function and its role with regards to social care sector services.

To qualify as an advocate for every child you will have…

  • Advanced Postgraduate Degree in law or social science.
  • Minimum of 10 years of experience in the field of child protection.
  • Experience in working with CP national system and government.
  • Ability to facilitate discussions with governmental actors on referral pathways.

    CONDITIONS OF WORK:

The consultancy will be home based, and the consultant will be using their own office equipment and resources. Missions to the selected governorates are planned, in accordance with UNICEF policies, and daily subsistence allowances during field missions

Periodic discussions with UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.

In close collaboration with the Chief Child protection, the Child Protection Specialist will be responsible for the overall management of the assessment. UNICEF will:

  • Oversee the organization and facilitation of all meetings between with UNICEF
  • Organize teleconferences as required
  • Undertake quality assurance of all tools, documents, including deliverables and preliminary products before the submission of the final report. Quality Control will be carried out through a review of the TOR, methodology and reports.
  • In accordance with the new UNICEF Guidelines on strengthening social service workforce for child protection, support for the dissemination of assessment results and implementation of recommendations
  • Manage the assessment from a technical point of view. This will consist of contributing to the recruitment of consultants and the technical review of all assessment products in accordance with UNICEF norms and standards.

Criteria for assessing performance of the contractor(s):

All qualified consultants are invited to submit a proposal. When submitting his/her own application, the individual consultant must submit two proposals:

  1. A Technical Proposal which must include all 3 following documents:
  • A copy of an existing report prepared by the consultant on a previous assessment or study on child protection
  • A methodological note (max 5 pages) of this current assessment which should demonstrate:
    • Understanding of the ToR (including goals and objectives)
    • The methods of data collection and analysis that the consultant will consider relevant to answer the evaluation questions included in the ToR
    • Valid justifications for the use of each identified methods of data collection and analysis
    • A clear definition of roles and responsibilities and the distribution of tasks within the team and in relation with UNICEF
  1. A financial offer

The proposed financial offer must include fees, logistics (DSA and Tickets) and indirect costs. The fees will be negotiated and determined before the contracts are signed.

The selected consultant will be governed by and subject to the UNICEF General Conditions for Individual Contracts.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
