Objective:

The main objective of this assignment is to assess the main protection concerns, which act as barriers for youth migrants and refugees to access the Youth Centers. Also, as a result of the assessment, a concrete and clear action plan will be developed with a minimum package of interventions and activities for building referral pathways from family clubs to youth centers and job search clubs in order to identify best models for outreach and gaining trust, which reflects the assessment recommendations.

Methodology:

The assessment will be conducted across 54 family clubs in five targeted governorates with the involvement of a random sample of the beneficiaries of CP programmes and staff assigned to deliver

  • Location: 54 Family clubs in five governorates (Cairo, Giza, Qalubia, Alexandria and Damietta)
  • Assessment population: Family clubs’ staff (108 max including facilitators, social workers and case workers), COM youth and adolescents aged from 13 to 18 years old (boys and girls) who are benefitting from CP interventions at family clubs, youth and adolescents in the host communities, and their parents.
  • Proposed Sampling:

    • Total population sampling for the family clubs’ staff (targeting all the staff)
    • Random sampling of the beneficiaries from each location based on the number of children in each location (sampling method will be further determined by the consultant based on the family clubs’ updated reports)
  • Assessment tools and methods:
    • Quantitative tools: tools such as questionnaires and surveys could be used for a sample of beneficiaries.
    • Qualitative tools: in the forms of focus group discussion for beneficiaries and program implementers and in-depth interviews for staff. The number of each qualitative method will be determined by the consultant in accordance with the sampling.

    This assessment will incorporate multiple qualitative methods, including but not restrictive to:

    • Interviews with Family club’s staff and youth aged from 13-18 years old, both boys and girls, based on the family clubs’ updated reports.
    • Focus group discussions with parents of youth and adolescents aged from 13-18.
    • Case studies based on in-depth individual interviews to document individual cases of youth and adolescents to better understand preferred pathways to Youth centers.
  • Data collection plan: the consultant will develop the data collection plan, including a clear timeframe for the data collection, conducting the quality assurance plan, providing training for the data collectors and obtaining informed consent forms from the participants. This should include the piloting and testing of tools as well as the duration of the fieldwork with the budget. Also, informed consent forms should be developed and clearances and approvals for data collection processes should be obtained from MOH. The risk assessment should be conducted remotely on the types of ethical risks, including reputational and social, that adolescents or any prime respondents will be exposed to and will be included in the plan to be reflected in the tools.
  • Data management plan: The consultant should provide a detailed plan on data management including; the data entry process, and quality assurance mechanisms and confidentiality of data.
  • Data analysis plan: The consultant should indicate software package that will be used and the type of data analysis that will be conducted as well as the framework for analysis aligned with specific objectives.

Ethical considerations:

This assessment follows the UNICEF guidelines on ethical participation.[1] In addition, all participants in the assessment will be informed about the nature and purpose of the assessment and their role and inclusion. Only participants who have given their written or oral consent (to be documented) will be included in the assessment. All documents, including data collection, data entry and analysis tools, as well as all data developed or collected as part of this assessment, remain the intellectual property of UNICEF and the Ministry of Health and Population in Egypt, who will be involved in the assessment. The consultant is prohibited from publishing or disseminating the assessment report, data collection tools, data collected, and/or any other documents produced as part of the consultancy without prior permission and recognition from UNICEF. Candidates are encouraged to further analyze the complexities of methodological and organizational aspects that may affect the assessment in general and to make it difficult to answer specific questions and explain how to address them.

The inception report that will be produced will require an independent ethical review from UNICEF regional office before starting the implementation phase. Attention will be paid to the principles of avoiding harm and stress to assessment participants, particularly children and other vulnerable populations.

The consultant should describe how beneficiaries participating in data collection will be guaranteed confidentiality and privacy and how their consent will be sought. The consultant will follow and comply with the UNICEF ethical approval protocols and an ethical clearance will apply. Some ethical concerns to be taken into consideration are the following:

    • Selection of appropriate methods to ensure that assessment is transparent, accountable and produces data of the highest quality.
    • MoHP official approvals must be obtained before the start of the assessment
    • Informed consents will be obtained from the targeted participants
    • Sensitivity and vulnerability are crucial
    • Respect and trust between assessment team and participants
    • Child safeguarding as a core value and case management standards (best interest of the child, do no harm, confidentiality, informed consent, non-discrimination and respect, meaningful participation of the child)

The objectives of conducting the assessments are:

  1. To conduct an assessment with migrant and refugee families to Identify the main protection concerns, which act as barriers for with unregistered migrants and refugees to access the Youth Centres
  2. To prepare a concrete action plan with activities (based on the assessment results) to establish referral pathways from the family clubs to youth centers and job search clubs in order to identify best models for outreach and gaining trust and expand the size of the provided services

  1. Develop an inception report

Inception report in English is drafted and presented to UNICEF for review.

This report will comprise of the following aspects:

  • Data analysis methodology
  • Ethical considerations including the consent forms to each type of the targeted participants

  1. Conduct training for data collectors on the revised tools

Based on the training plan, conduct training about the methodologies and tools for the data collection team.

Conduct the fieldwork upon the agreed timeframe and submit a fieldwork completion report.

  1. Draft preliminary results report.

Presentation of preliminary results with focus on key issues emerging and proposed adjustments (if any).

To qualify as an advocate for every child you will have…

  • Educational Background: Master’s degree in development studies, Political Science, Migration and Refugees, or related technical field such as development, children or social research.
  • 5+ years of experience in;
    • conducting research (specifically on child protection would be desirable).
    • conducting the qualitative, qualitative and participatory research methodologies.
  • Previous experience of working with donors, UN agencies, INGOs would be an asset.
  • Strong analytical and conceptual skills.
  • Monitoring and Evaluation skills.
  • Excellent report writing skills.
  • Understanding of the UN Convention on the Rights of the Child, the legal framework and the relevant national policies and plans for and relating to children would be desirable.
  • Proficiency in English and Arabic technical writing skills.
  • Proven ability to keep to deadlines.

Duration of Assignment:

2.5 months

Conditions of work:

The consultancy will be home based, and the consultant will be using their own office equipment and resources. Missions to the selected governorates are planned, in accordance with UNICEF policies, and daily subsistence allowances during field missions

Periodic discussions with UNICEF will take place and comments will be incorporated into the products. The submission of products will be done electronically and according to the schedule indicated above.

In close collaboration with the Chief Child protection, the Child Protection officer will be responsible for the overall management of the assessment. UNICEF will:

  • Oversee the organization and facilitation of all meetings between with UNICEF
  • Organize teleconferences as required
  • Undertake quality assurance of all tools, documents, including deliverables and preliminary products before the submission of the final report. Quality Control will be carried out through a review of the TOR, methodology and reports.
  • In accordance with the new UNICEF Guidelines on strengthening social service workforce for child protection, support for the dissemination of assessment results and implementation of recommendations
  • Manage the assessment from a technical point of view. This will consist of contributing to the recruitment of consultants and the technical review of all assessment products in accordance with UNICEF norms and standards.
