BACKGROUND
Purpose of Activity/ Assignment:
Advocating for and carrying out child-centered action on climate change (CC), environment, disaster risk reduction (DRR), and energy benefits all targeted SDGs, and UNICEF has a unique comparative advantage not only to help reduce impacts on children/youth, but to also enable them as key agents of change—a true opportunity for paradigm shift in countries’ socio-economic trajectory post-Covid. The world is at a crossroads of great opportunity with Covid recovery plans forming and growing youth activism to ensure that economic recovery and development is sustainable, disaster and climate-smart, and environmentally sound. UNICEF aims to support this through well-established partnerships and innovative programming across multiple key sectors including WASH, education, health and nutrition, child protection, and social policy.
As UNICEF is kicking off its next Strategic Plan in January 2022, it is critical to continue to learn from what is working on the ground, to take stock, and to identify new innovative areas to fill the gaps increase the resilience of children and young people globally. Gaps remain to help countries increase their financial resilience and mainstream disaster risk finance as part of their broader climate risk management and financial risk management agendas, especially to be effective and beneficial for the resilience of children.
The main purpose of the assignment is to contribute to the global practice/progress for UNICEF, the UN, and partners, including the private sector. The assignment will contribute critically toward the successful kick off and achievement of the Goal Area 4 result area on CEED. Therefore, UNICEF is seeking a highly motivated, organized, and innovative thinker to: 1) take stock of the established knowledge, resource/tools, and mechanisms on risk finance targeted towards reducing the impacts of disasters, particularly those driven by climate change and identify gaps in effectiveness for children; 2) undertake a desk study on how to improve on traditional cash transfer (and other) mechanisms to be more effective and measurable for resilience results for children to address the impacts of disasters and climate change; 3) draft an action plan for UNICEF with opportunities to build on existing and identify new entry points for UNICEF’s work on the intersection between shock responsive social protection and disaster risk reduction / climate change. The Risk Finance Specialist will work under the direct supervision of the DRR Global Lead within the wider team working on climate, environment, energy, and DRR (CEED) and with guidance and engagement with emergency colleagues and colleagues working on shock responsive social protection.
Scope of Work:
Specifically, the Risk Finance Specialist will be expected to:
Take stock of the established knowledge, resource/tools, and mechanisms on risk finance targeted towards disaster risk reduction and climate change and identify gaps in effectiveness for children
Review existing research, knowledge, tools and mechanisms on shock-responsive social protection systems and risk finance, including risk insurance.
- Study existing risk financing strategies, policies and instruments targeted towards reducing the risks of disasters and climate change.
- Review case studies, good practices and gaps in risk finance and its effectiveness for building children´s resilience to disasters.
- Take stock and identify gaps in the effectiveness of risk finance and shock-responsive social protection mechanisms for building children´s resilience to disasters.
Conduct a mapping of agencies/groups/networks working on disaster and climate change related risk financing, especially in the field of social protection and identify what are the opportunities and entry points for UNICEF.
Undertake a desk study on how to improve on traditional cash transfer (and other) mechanisms to be more effective and measurable for resilience results for children;
Undertake a desk study to map existing evidence/good practice examples and how to strengthen risk-based financing mechanisms by linking it to shock-responsive social protection systems to respond to disasters, particularly those influenced by climate change.
- Develop a capacity building strategy, including creation of tools and guidance for DRR teams and emergency focal points in country offices to contribute to efforts on linking social protection systems to disaster risk reduction and climate change response, in particular with local governments and local authorities.
- Provide recommendations on how to strengthen data collection and analysis for risk informing social protection systems by incorporating/connecting DRR and CC analysis/information systems.
Support country teams to develop plans for embedding risk informed social protection in DRR efforts with local governments and local authorities.
Draft an action plan for UNICEF with opportunities to build on established risk financing and entry points to new areas :
Develop an action plan, which incorporates a roadmap for execution of new risk financing mechanisms for DRR and CC for the benefit of children in a number of pilot countries.
Draft a programme proposal for piloting a new coherent risk financing programme led by UNICEF that complements and supports existing shock responsive social protection and resilience initiatives.

Qualifications
Education:
- Master's in risk finance, sustainable development, climate, DRR, resilience, social policy, or other related discipline
Work experience:
- Minimum 8 years of relevant experience in the areas of risk finance, sustainable development, climate, DRR, resilience, social policy, or other related discipline. Excellent writing and communication skills; expertise in risk finance, private sector, public finance, sustainable development

- Financial proposal that will include:
- your daily/monthly rate (in US$) to undertake the terms of reference.
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
