BACKGROUND

Purpose of Activity/ Assignment:

United Nations Girls’ Education Initiative (UNGEI) is a global partnership for gender equality in and through education. Our mandate is to catalyze and galvanize action locally, nationally, regionally, and global for girls’ education and gender equality in education. The UNGEI Secretariat is governed by UNICEF policies for consultancies. We strive to uphold feminist and anti-racist principles in how we work and offer flexible work arrangements.

UNGEI is the only UN entity dedicated to girls’ education and gender equality in and through education. Through its 23-year history UNGEI has been a strong global, regional, and local advocate for this mandate, leading with partners or influencing global commitments and dialogue (e.g., joint UN messaging on girls’ education through COVID-19, inclusion of gender equality in the 2022 Transforming Education Summit).

The Consultant - Gender Transformative Education Glossary, is crucial to the delivery of an outcome that is part of one of UNGEI’s flagship initiatives, the Global Feminist Network for Gender Transformative Education (FemNet4GTE) 2023.

FemNet4GTE will bring together local and global organizations and activists who seek to achieve gender equality in and through education. The UN Girls’ Education Initiative's (UNGEI) goal in developing, curating, and convening this network is to create a strong movement of actors that demand commitment by education leaders to this area of work and provide support to them to fulfil their commitments. In addition to creating a connected group of actors, UNGEI will also execute global in-person gatherings. The first event of its kind was delivered in 2022, and UNGEI is looking to build on the success of the event in 2023 and 2024 by scaling and growing the network and the event in line with our objectives and principles.

Scope of Work:

Under the supervision of the Communications & Advocacy Manager and UNGEI Director, and in close collaboration with UNGEI team, the Consultant - Gender Transformative Education Glossary will work with partners to develop the first phase of work towards a glossary of terms for Gender Transformative Education, in pursuit of our overall aim to mobilise governments, donors and implementing partners to take up gender transformative education in their policies, fundraising and programming.

The glossary will be developed over two years, to launch at FemNet4GTE 2024, with a milestone sharing at FemNet4GTE 2023, which will take place on 2-3 November 2023 in Istanbul. This is a deliverable-based contract over 2023 to reach that first milestone and outline recommended next steps for the glossary delivery in 2024.

The Consultant - Gender Transformative Education Glossary is responsible for:

  1. Building out a workplan to deliver the glossary, with a substantial milestone reached by FemNet4GTE 2023 on 2-3 November
  2. Landscape analysis on existing glossaries with an analysis of gaps, shared definitions, and inconsistencies
  3. Identification of organizations, experts, networks who will input into decisions on terms to be defined and definitions
  4. Develop, iterate, and finalize terms that should be included in the glossary
  5. Delivering a session and significant milestone relating to the development glossary at FemNet4GTE 2023

  3. With partners and in response to the session, develop a post-event report and plan for the glossary going forward in 2024, including recommending a format and languages for the glossary delivery in 2024

Qualifications

Education:

  • Bachelor’s degree in public and/or private sector partnerships, education, communications, marketing, public relations, research, education, international development, or social sciences. Knowledge and experience in gender and/or education is a must.
  • Fluency in English mandatory. Knowledge of a second language is a plus.

Work experience:

• 3-5 years of experience in working with international organizations, NGOs, CSOs or in development areas relating to education and/or gender equality

• At least 2 years of experience coordinating networks of partners

• A deep and nuanced understanding of issues related to feminism, gender equality in education and girls’ education is a must

• Excellent and demonstrable research and skills, in particular relating to the field of gender equality and education

• Excellent communications skills, in particular with partners including CSOs, NGOs and activists

• Experience living and/or working in developing countries a significant plus

Competencies:

  1. Deep understanding of the feminist and gender transformative education movement
  2. Strong facilitator and designer of meetings and sessions
  3. Highly organized, with strong administrative skills including in Microsoft Excel, Word and Outlook

Requirements: (DO NOT EDIT)

  • Financial proposal that will include/ reflect :
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
