Scope of Work: Staff Associations in UNICEF constitute an essential element in the development and maintenance of positive workplace relationships. They are an effective channel of communication, serving to strengthen relations between staff and management. As the formal representatives of staff members to management, Staff Associations are accountable to staff and management, and are, therefore, expected to be aware of the concerns of staff members, and be able to effectively communicate these to management. In addition, they are expected to diligently perform their other day-to-day delegated duties on behalf of the staff members they represent. To achieve these objectives, it is important to have a SAEC team that has the skills required to understand and support staff concerns to work professionally with Management to deliver results for both staff and UNICEF. It is against this background that the Namibia Country Office Staff Association (NAMCOSA) seeks the appointment of a consultant to strengthen the capacity of the SAEC team in order to strengthen the overall capacity of the Staff Association Executive Committee (SAEC). The training will be extended to an additional 10 staff members who are not in SAEC.

How can you make a difference?

Goals and Objectives: The key goal of the capacity building session(s) is to enhance the capacity of the SAEC team (current and aspiring SAEC members) by equipping them with the skills and tools needed to engage effectively with both staff and senior management in all aspects of their roles and responsibilities. SAEC roles are complex, particularly during a period of organizational transformation, requiring incumbents that can work effectively and be supportive of colleagues and partner with management, self-regulate and demonstrate resilience in coping with the challenges and changes in the organization. In addition, the nature of UNICEF offices presents diverse staff from different cultures and backgrounds. Building the capacity of SAEC on leadership skills and communication skills (including negotiations, conflict resolution, interpersonal and emotional intelligence skills) will help SAEC play a more positive role in supporting management in building and nurturing an inclusive, respectful, and safe work environment in the respective sections. This is one of the core functions of staff representation to have the ability to inspire, influence and connect well with management for collective partnership and growth.

Work relationships: Under the direct supervision of the SAEC Chairperson, and in close collaboration with HR and Management, the Consultant will design and deliver the Training/Capacity building session for SAEC within the agreed timeframe and ensure that the purpose of the training is achieved.

Activities and Task: The Consultant will design content for a 2-days workshop and deliver the session in person in Windhoek. The total consultancy period will be ten days. The specific tasks and activities shall include:

Pre-training (3 days) • Briefing on the context by the SAEC Chairperson. • Designing the 2-day training programme/agenda on leadership skills and communication skills (Including negotiation skills, conflict resolution skills, and emotional intelligence). • Developing materials, handouts, presentations, and other relevant reference documents to be used during the training

Training (2 days) • Facilitate the training using an interactive and engaging approach. • Consolidate take-home materials and references for the SAEC team.

After the training (5 days) • Draft and finalize the training report with key observations as well as recommendations for Staff Association to address the key issues arising from the training. • Provide training materials including presentations, reference materials and the workshop evaluation report upon completion of the training.

Disciplines: Advanced University Degree (Masters) in Administration, Industrial Psychology, Social Sciences, Human Resources, Education, and other related fields. A first University Degree in a relevant field combined with 4 additional years of professional experience may be accepted in lieu of an Advanced University Degree

Knowledge/Expertise/Skills required:

• Advanced University Degree in Industrial Psychology, Social Sciences, Human Resources, Education, and other related fields. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University. • At least eight years of relevant experience in developing training content and in delivering training/workshop activities in an international context, with specific experience in leadership, management, conflict mediation and negotiation training (experience offering this training to UNICEF will be an advantage). • Proven knowledge and skills in adult learning principles and facilitation to ensure an engaging and successful learning experience for participants. • Specific experience in developing and delivering training in leadership skills, communication skills, negotiation skills, conflict resolution skills, and emotional intelligence • Fluency in written and spoken English. • Must exhibit the UNICEF Core Values of I. What documents are expected from candidates when submitting applications?

  • A cover letter, no longer than 1 page, and a curriculum vitae showing how the consultant meets the required qualifications, experience and expertise.
  • Technical proposal showing understanding of the Terms of Reference (ToR) and the methodological approach to deliver the assignment, including sharing examples of previously completed work.
  • A financial proposal/budget must include all expenses related to the assignment (e.g., daily consultancy fee).

Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
