The West and Central Africa Regional Office (WCARO) of the United Nations Children’s Fund (UNICEF), based in Dakar, provides strategic oversight and technical guidance to 24 Country Offices and governments in the region to advance towards the full realization of all child rights and to ensure no child is left behind. The Regional Office plays both a technical advisory and oversight role, guiding Country Offices in designing, implementing and documenting results for children.

Partnership for resource mobilisation is a key accelerator for the Strategic Plan as well as for the Key Results for Children (KRC).

2020 and 2021 were very strong years for UNICEF in terms of funds raised. In 2020, official development assistance (ODA) from members of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) rose to an all-time high. While the COVID-19 pandemic initially disrupted the regular operating environment for fundraising and programming, UNICEF saw exponential growth in other resources (OR). Covid-19 response allowed the organization to benefit from the outpouring of solidarity and support from the public. In 2021, UNICEF surpassed the US$8 billion income mark for the first time ever. However, in 2022 political events in Europe are throwing the funding landscape into disarray, impacting the global economy, with effects already seen on food, supplies and energy. As a result, there is a need, more than ever, to invest in expanding and deepening our partnerships for both maintenance of our current funding levels as well as growth from traditional partners and innovative financing mechanisms.

Resource mobilization comprises fundraising directly for UNICEF-supported programmes and leveraging for the continued and increased allocation of resources for children. UNICEF advocatse and leverages resources for children, and fundraisse for UNICEF programmes through a diversified portfolio based on the following partner streams:

  • Five public sector streams which include: OECD-DAC governments, non-DAC governments, international financial institutions (IFIs), Global Programme Partnerships (GPPs), and United Nations partnerships (UNPs).
  • Five private sector streams which include: individual donors, philanthropists, foundations, business, and multistakeholder partnerships (MSPs).
  • Two public and private sector streams which include: public-private partnerships (PPPs) and innovative finance arrangements.

As a region, we contribute to the organisation efforts to mobilise resources locally (at country level for the country programme) and regionally (through multi-country engagement). We also have a vivid workforce with a network of partnership specialists or focal points in each country office, although it may vary from one office to another.

A first ever WCARO Partnership Network Meeting will be hosted and organised 26th September to 30th September 2022 for up to 50 partnership managers / focal points across the region and hand-picked guests from global UNICEF Divisions. The overall objective of the regional network is to establish a strong community of practice within WCAR to be fully aware of new developments and able to support each other so the resource mobilisation is consolidated and expanded in the region to contribute to both the regional KRCs and strategic goals. Other objectives of the regional network meeting are as follows:

  1. Allow exchange of experiences between countries, looking at successes but also challenges;
  2. Be abreast of latest development and trends of public and private sector resource mobilisation - who to contact, engagement strategy ideas, and where to find information;
  3. Strengthen the skills of negotiation, one of the core competences requested for a competent and highly skilled partnership workforce;
  4. Network with other colleagues in country offices and across UNICEF global Divisions includingh PPD, PFP and the Innovative Finance Hub;
  5. Provide creative presentations, thought provoking theory, debates and content;
  6. Identify a series of recommendations and actions to feed into the regional resource mobilisation strategy.

Objectives

  • To minute take the entire Partnership Network Meeting in English, taking specific attention on setting up a clear and structured layout to present the information from each session
  • To draw up a summary report on the key discussion areas, challenges (if any), the top actions and recommendations of each session
  • To lead and coordinate the post-event evaluation questionnaire, putting together the appropriate questions and ensuring delegates complete and submit their answers about the network meeting
  • To pull together a concise post-event evaluation report based on the feedback from all delegates
  • To work with the RO partnership team and senior stakeholders to ensure their comments and needs are integrated into these above outputs

How can you make a difference?

Under the guidance of the Partnership Specialist in WCARO with close collaboration with the Senior Advisor this assignment will support the running of the Partnership Network Meeting through being the lead minute-taker during 26th – 30th September and to coordinate the post-event evaluation of this event, ensuring delgates views are taken on board.

  2. Post-event questionnaires drawn up and submitted by all delegates
  3. Post-event evaluation report

To qualify as an advocate for every child you will have:

  • Excellent written skills in the English language and ability to present information succintly
  • Experience in producing reports and coordinating project evaluations
  • Understanding of resource mobilisation across the private and public sector is desireable
  • Good communication and administrative skills
  • Fluency in spoken and written English and French is required

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
