2022 has been declared as the European Year of Youth (EYY), during which the European Commission intends, in cooperation with the European Parliament, Member States, stakeholders and young people themselves, to organise activities throughout the year on issues of importance to young people around the world.

UNICEF seeks a consultant to design, lead and coordinate its engagement in the EYY, both within UNICEF and with Brussels partners, building on recent and ongoing youth related initiatives. It should be supporting UNICEF ́s contribution to the European Commission Youth Action Plan expected to be presented in Q4/2022.

More specifically, the consultant will be asked to inform UNICEF offices about the EYY and opportunities to engage, bringing up UNICEF ́s added value, to organise several EYY branded events, support a UN EDD youth-led event, ensure synergies with recent youth-led initiatives concerning EU ́s external policy (“Your Voice, Your Future”, “Voices of the Sahel” and other UNICEF youth engagement initiatives) and engage with young people from the EU and non-EU countries who will support us with EYY. The consultant will need to collaborate/liaise with different divisions in UNICEF (Public Partnership Division, Programmes, Regional and Country Offices) and with EU institutions.

How can you make a difference?

  • Coordinate & agree on UNICEF’s main added value, focus and engagement inEYY, in close coordination with UNICEF Regional Office for Europe & Central Asia (ECARO) and National Committees in EU member states.
  • Develop a guidance note explaining opportunities for UNICEF country officesand national committees in EU member statesto engage in EYY.
  • Organise 2 EYY branded activities, in collaboration with relevant UNICEF offices/sections, focusing on EU development policies in third countries and engaging with EU and non-EU youth.
  • Ensure 2 EYY branded activities are connected/coordinated with UNICEF ́s contribution to the EC Youth Action Plan.
  • In collaboration with the UNICEF Brussels office, map and coordinate young people’s engagement in the 2 EYY related activities, building on “your voice, your future” and “youth voices of the Sahel” initiative, and other relevant UNICEF youth engagement initiatives, as deemed necessary.
  • In collaboration with PPD Brussels and DG INTPA, develop and implement a dissemination strategy for the wrap up material of the “Your Voice, Your Future” campaign.
  • Assess UNICEF’s engagement and impact in the European Year of Youth and suggest a roadmap/action plan on the way forward for 2023

To qualify as an advocate for every child you will have…

  • A university degree (Bachelor’s or higher) in one of the following fields: International relations, communications, public relations, EU affairs or other relevant field.
  • A minimum of 3-5 years of relevant professional experience.
  • Experience in youth engagement & participation.
  • Experience in communication, social media and event organisation.
  • Knowledge of UNICEF internal procedures and structure an asset.
  • Understanding of EU institutions an asset.
  • Based in a European time-zone or willing to adapt working hours to European time-zones when needed.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Expenses related to duty travel (if applicable) will be covered by UNICEF separately. Applications submitted without a daily or monthly rate will not be considered.

Duty station: The incumbent will work remotely. Working in the same time zone as Brussels (CEST/CET) is mandatory

Reporting and coordination: The incumbent will be reporting to the Partnership Manager, working in close collaboration with other team members of the Brussels team from the Humanitarian, Development and Advocacy/Communication sections.

Duration of the consultancy: The contract will be part time with a maximum of 70 days between 02.05.2022 and 15.01.2023

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
