Contract type: Individual consultancy Duty Station: New York based

Purpose of consultancy: UNFPA has launched a new Enterprise Resources Planning (ERP) system in collaboration with other sister Agencies: that will fully support the needs of the Fund and enable the effective management of human, financial and physical resources through a cloud-based digital platform. The new system covers the core business areas of finance, procurement, inventory management, grant management, and human resources, and supports the budgeting and programming processes.

DELIVERABLES:

Under the direct supervision of the Functional Stream Lead, the selected candidate will support and, when needed, lead the following activities:

● ERP Subject Matter Expert: Apply strong knowledge of E2E business processes for supporting, maintaining and optimizing the newly released ERP (Oracle Cloud) and provide analytical, problem-solving, troubleshooting and development support. o Identify and anticipate needs, providing IT solutions to the business area to improve business effectiveness o and efficiency. o Provision of expert advice and recommendations on the functionality of the ERP platform within the scope and filling the identified requirements gaps. o Analysis of Business processes and offering solutions to modify them to better fit into the new model (with an emphasis on leveraging delivered functionalities), and provision of the subject matter expertise for process improvement. o Identify potential integration points within the IT systems landscape for the business area and coordinate with business experts to deliver efficiency gains at a system level and across business areas.

● ERP Solution Support: Apply strong knowledge of Oracle Cloud Financials modules (GL, Budgetary Control, AR, AP, FA) for supporting, maintaining, and optimizing the newly released ERP (Oracle Cloud) managing improvements, and providing ongoing support on the new ERP to end-users, business process owners within the Business Area. o Provide ongoing support to the ERP system within the business area, monitoring problem resolution and bug fixing, application changes, and enhancements. o Take part in troubleshooting activities within the scope of the ERP service maintenance. o Ensure availability to support end users and business experts and share timely information with both internal and external stakeholders. o Produce ERP requirements specifications to document the behavior expected by the system and information management needs, using standard or customized components. o Oversee the evaluation, execution, testing, verification, acceptance, and deployment of the needed fixes or requested Change Requests.

● Building Relationships: Maintain and promote professional and cordial relationships with project stakeholders, sponsors, and interest groups seeking to establish and promote partnerships to ensure the comprehensive delivery of IT solutions within the business area. Provide expert advice and support to inter and intra Fund engagements. Represent UNFPA’s interests in a professional manner mindful of the prevailing societal, political, environmental, technological, and cultural sensitivities.

Required Expertise and Qualifications: Education: ● University degree in computer science, engineering, management of information systems or a related discipline covering your functional area. ● PMP or equivalent project management professional certification will be an asset. ● Business Analysis professional certification will be an asset.

Knowledge and Experience: ● Minimum 6 years of progressively responsible professional experience in ERP implementation or maintenance projects particularly Oracle Cloud ERP. ● In-depth knowledge of any or more of the Oracle Cloud FIN+ modules and integration points among those: General Ledger, Budgetary Control, Accounts Receivables, Accounts Payables, and Fixed Assets. ● Deep knowledge and experience in Finance and Budget business domain, including IPSAS standard, Public Sector resource management (e.g., Grants, Funds), and budget processes ● Work experience in the UN system will be an asset.

Languages: ● English and knowledge of another UN language is an asset
