The UNICEF Thailand Country Office (TCO) is seeking a qualified individual to provide technical guidance and quality assurance for the Equity-based Budgeting for Public Schools in Thailand Programme Phase 3: Funding Formula Pilot 2023 – 2024. The programme aims to (i) pilot the new funding formula for more equitable education services, taking into account factors such as the needs of students, geographical characteristics, and the size of schools; (ii) evaluate the effectiveness and efficiency of the new funding formula on school budget management and the quality of education service delivery; and (iii) develop a proposal on equity-based budgeting framework for national-level adoption based on the key lessons learned.

The consultant shall have prior experience and knowledge of the Thailand education system. The consultant's role will be to provide technical guidance and quality assurance throughout the entire undertaking.

Work Assignment, Expected deliverable and Delivery schedule:

Assignment: Technical guidance and quality assurance for the Equity-based Budgeting for Public Schools in Thailand Programme Phase 3: Funding Formula Pilot 2023 – 2024

Activities 1: Provide technical guidance to strengthen the design and methodology of the pilot (the randomized control trial and subsequent analyses), including but not limited to:

• Target selection and randomization

• Measures of education service delivery

• Approach to monitoring school budget management

• Data collection

Expected deliverable 1: Synopsis of the RCT design and draft localized monitoring and impact evaluation tools.

Number of days: 15 days

Delivery schedule: 30 September 2023

Activities 2: Provide quality assurance (review), throughout:

• Data collection, data analysis and interpretation, and validation of results

• Progress report formulation

• Final report formulation

Expected deliverable 2:

a) Draft research brief report documenting the process and preliminary results of the pilot for UNICEF

Number of days: 18 days

Delivery schedule: 31 March 2024

b) Final research brief

Number of days: 12 days

Delivery schedule: 30 September 2024

Duration of Contract: 1 August 2023 – 31 October 2024

Duty Travel: The assignment will include one duty travel to Thailand. If more duty travel were necessary, it can be reimbursed upon prior agreement with UNICEF.

To qualify as an advocate for every child you will have…

• Advanced university degree in Economics, Public Policy, Education, or related fields

• A minimum of 10 years of research experience in education and public financial management

• Experience in conducting research in the context of high middle-income countries

• Experience and understanding of Thailand’s education system

Only candidates who meet the above qualifications will be considered for the evaluation of technical proposal.

Technical proposal

Candidates are requested to submit a technical proposal of 1,000-2,000 words, detailing their approach for undertaking this assignment. Candidates will be evaluated based on the qualifications and their technical proposal.
