As Emergencies become more frequent, expectations for UNICEF to deliver on the Core Commitments for Children in Humanitarian Actions (CCCs) in a timely and effective manner increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response. To enable Regional Offices (ROs) and Country Offices (COs) to plan their preparedness processes, UNICEF has implemented in 2018 a digital Emergency Preparedness Platform (EPP). The Risk Analysis and Preparedness Section (RAPS) that is managing the platform within the Office of Emergency Program (EMOPS) is currently looking into investing more in this tool to further support Offices to plan adequately their preparedness efforts.

While UNICEF has an EPP platform in place since 2018 and that COs, ROs and HQ use for their preparedness planning processes, regional and country office users indicate the platform requires further streamlining and adjustments to ensure it continues to be fit for purpose and aligned with evolving needs and contexts. Some staff also think that the tool must be managed by the emergency specialist and/or the emergency focal point rather than themselves, preventing provision of punctual information or data. This leads to inefficiencies and a lack of real-time visibility into preparedness efforts. The platform also needs to be better tailored to different typologies of crises/COs.

The proposed updated EPP 3.0 digital platform will offer a range of features to enable more efficient and accurate planning and monitoring, enhanced collaboration and communication among team members, greater flexibility and accessibility for users, and the ability to quickly analyze and utilize data for decision making. The goal is to ensure that COs have the right level of preparedness at the onset of an emergency.

How can you make a difference?

Purpose of Activity/Assignment:

Coordination of development of an updated version of Emergency Preparedness Platform (EPP 3.0)

Scope of Work:

  • With relevant stakeholders, review, and update UNICEF’s risk management processes that the EPP facilitates, and update.
  • Coordinate the design of a new EPP 3.0 online platform to support the risk management processes from the previous point.
  • Under the supervision of the Emergency Specialist (Preparedness), facilitate and supervise the implementation of the new version of the EPP digital platform (EPP 3.0), the potential revision work plan (see below) including monitoring progress against agreed timelines.
  • With the Information and Communication Technology Department (ICTD), supervise the implementation of the online platform design, including identifying bottlenecks and solutions.
  • Coordinate with other Sections/Units in HQ, in particular on the following:
    • Risk Analysis on how to modify/replace the current risk analysis component (for example with data-driven, spatially defined assessments that enable rapid updates of likelihood (or impact) where appropriate. This should include a more standardized approach to hazard types, and distinction between seasonal/cyclical hazards and hazards with more dynamic changes in risk levels. Risk analysis will also be integrated with scenario development and linked seamlessly to contingency plans that can be easily transformed into response plans.
    • Improvement/simplification and automation of the Minimum Preparedness Standards, contingency planning, accuracy of the preparedness measurement.
    • Interoperability of the system with the different platforms managed by the Division of Data Analytics and Planning and Monitoring like ETOOLs and CPX (Country Programme Planning Enhancement and Digitalization).
  • Integration with existing UNICEF systems related to finance, human resources, and supply Ensure that specific components of the new platform could be acceded by partners (Donors, Cluster Coordination platform, (I)NGOs).
  • Coordinate user testing, implementation of feedback mechanisms and related design adjustments (pre- and post-global rollout).
  • In coordination with the RAPS team, facilitate the global roll out of the revised platform.

Key Deliverables/Outputs and Timelines:

During the contract duration, consultant will facilitate and supervise the implementation of the work plan on the EPP 3.0 revision including the monitoring of the progress of work based on agreed timelines, (ref.: Implementation of the six items in the work plan for EPP 3.0, see Annex 1 for details).

The tasks and deliverables are below:

1. Supervise and monitor the progress of the work of the ICTD particularly the implementation of the approved design, identification of bottlenecks and ways to address them. (May 2023 to August 2023)

Key Deliverables: Final design for approval and use

2. Take the lead in coordinating with other Sections/Units on key features that will have to be included in the design. 3.1 Agreements on features that will be added/modified for risk analysis. (August 2023 to September 2023) Key Deliverables: 3.2 Features that will be enhanced for interoperability of the system with PPX

3. Develop a system that will oversee the maintenance of the platform and support users with technical issues during the implementation, as needed. (September 2023 to December 2023)

4. Facilitate and coordinate the global roll-out and launch of EPP 3.0 including the accompanying global communication plan for its use. (January 2024 to March 2024)

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • A minimum of 8 years of progressively responsible professional work experience at the national and international levels in program/project development, emergency preparedness, research, and analysis, and/or monitoring and evaluation.
  • Strong writing skills and demonstrated ability to collect and analyse data in an efficient and effective manner.
  • Direct experience in, and/or familiarity with, UNICEF emergency operations is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

5. Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
