Overview

Conduct end of project evaluation for five projects in Kenya.

You have:

• Hold a minimum of a master’s degree in education, social science, development studies, economics, agriculture or a related subject.
• Have practical knowledge in conducting evaluations in Kenya.
• Demonstrated experience in evaluations of small-scale programs.
• Include a detailed financial proposal with budget breakdown for the evaluation.
• Submit two samples of previous similar assignments.
• Include three referees in your submission.
• Have at least two experts in education and livelihoods within the consultancy team.

Description

1. Background

Street Child is a globally recognised children’s organisation working in 18 countries. In Kenya, our programmes focus on education, child protection, and livelihoods for caregivers, supporting children and families. Street Child has implemented its projects in Laikipia, Nakuru, and Turkana Counties. Street child invites qualified individuals and consultancy firms to submits their bids for conducting end of project evaluation for its five projects that are ending in March 2026.

Projects to be evaluated summaries are detailed below;

Farmers Network Project Plus project, overall objective was to enhance self-reliance of eight CBOs in Molo Subcounty. This was through investments in agricultural development, increased and diversified incomes, and enhanced savings culture. Key activities were promotion of agricultural production, Village Savings and Loans associations and People with Disability (PWD) inclusion in economic activities through provisioning of start-up grants.

The Elburgon ECD WASH Project, aimed at enhancing WASH facilities and furniture in eight ECDs in Molo Subcounty. Key activities entailed construction of Latrines, establishing hand washing stations, installation of water tanks, and hygiene promotion.

The Elburgon Play Equipment Project aimed at provisioning of play equipment that Stimulate children growth and development in eight ECDs in Molo Subcounty. Key activities were the installation of outdoor play equipment and supply of assorted indoor play equipment.

Under Mariashoni ECD School project, the overall objective was to enhance child friendly learning environment. Key activities focused on Kitchen with store construction, enhanced WASH facilities through toilet construction and water tank installation, establishing of ECD play equipment and support to the school farm development.

Kapsita secondary School Support Project, the overall objective of this project was to enhance access to quality learning opportunities for vulnerable students. The project supported both infrastructure development and learners Psycho-social interventions. Key activities achieved were Scholarship support, school farm support, Levelling the school playground, providing play equipment, Life Skills and SRHR training, Provision of dignity kits and teachers training.

2. Purpose of the evaluation

The purpose of this evaluation is to assess the projects and impact on the livelihoods condition of the 303 targeted households and educational development for 548 (287Boys and 261) ECD learners and 84(38 Boys and 46 girls) Kapsita secondary school learners.

This evaluation will reflect on the implementation period of the project from 2023 to 2026, assessing against the OECD DAC criteria of relevance, effectiveness, efficiency, impact to the communities and sustainability of the project gains. The findings from the evaluation should also incorporate gender mainstreaming and disability inclusion.

3. Specific objectives

1. To assess the project’s impact on the livelihood conditions of the target households and education of their children.
2. To document the outcomes of project interventions focusing on the livelihoods, child protection, and educational outcomes.
3. To assign end line values to log frame indicators as refined in the course of project implementation.
4. To document key lessons learnt, identify gaps, and provide recommendations from the projects that can be scaled up in future programs.

4. Scope

1. Geographic coverage - The geographic area to be covered is Molo subcounty, Nakuru County, Kenya.
2. Study Scope- The study will primarily rely on primary data collection through key informant interviews, beneficiary interviews with minimal secondary data. The key indicators to be used include; Self Reliance Index (SRI), food consumption score, increased and diversified income and increased savings, Enhanced learning environment among other scores and indices. The evaluation lines of enquiry will seek to answer to what extent were the five projects relevant, effective, efficient, impactful to the communities and sustainability of the project gains.
3. Proposed timelines-The evaluation is expected to be completed within a maximum period of 30 days (Between February to April 2026).

5. Methodology

The methodology will be a mixed-methods approach including both qualitative and quantitative components. The data collection methodologies should use a participatory approach engaging all relevant stakeholders, including the targeted vulnerable households, teachers, learners, community-based volunteers, community leaders, government departments and street child staff.

The consultant is expected to review the methodology while considering the government of Kenya laws, Street Child policies including HR, data protection, safeguarding and photo and interview consent.

• Desk review of background documents include concept note project documents, logical framework project monitoring data, progress, donor reports, donor proposals, training materials etc.).

• Key informant interviews to include key community leaders and representatives from the county government)

• Focus group discussions with target groups to assess implementation experiences and effectiveness, document success, challenges and lessons learned and develop recommendations for improvement.

• Application of structured survey questionnaires with the project participants

The study will have three phases linked to the scope of the study.

5.1. Phase 1 – Inception Phase

This will entail the review and analysis of existing information through secondary data and inception meetings with the reference group for this study. This phase will culminate with the presentation and approval of the methodology and work plan.

5.2. Phase 2 – Interview phase

This will entail primary data collection. The consultant is expected to work closely with Street Child Kenya team.

5.3. Phase 3 – Reporting

The consultant will analyze qnd interpret data to develop the endline evaluation report. The consultant will present key findings and insights with SC project team before submitting the endline evaluation report.

6. Deliverables

The consultant is expected to lead, accomplish, and submit the following deliverables within the agreed timeframe and budget:

1. An inception report, which will include; Methodology, Sample size, key informant interviews, structured beneficiary interview questionnaires, workplan and budget.
2. Field work-recruit enumerators, provide their logistical support for data collection, and administer the questionnaires.
3. Draft report-Share draft report for Street Child review and recommendations
4. Final evaluation report- Which will entail an executive summary of key findings and the Main Report with: a) Introduction b) Methodology, including sampling and limitations c) Analysis and findings d) Stories of change and quotes from respondents e) Conclusions for each of the evaluation objectives f) Recommendations for future projects/programmes design. g) Annexes: - Relevant maps and photographs of the evaluation areas where necessary - Bibliography of consulted secondary sources - Finalized data collection tools and analyzed tables and graphs - List of interviewees with accompanying informed consent forms. The final report should be between 60 to 120 pages, excluding the annexes. The consultant will be required to do a short power point presentation on key evaluation highlights.

  8. Evaluation management

The person responsible for ensuring that this evaluation takes place is the Programme manager with the support of Global Education advisor.

9. Consultancy firms or individual consultant Study team

The Consultancy firm or individual consultant team must have at least two experts in education and livelihoods. The lead consultant/researcher must be a Senior Expert in assessments or Evaluations of small-scale programs and holds a minimum of a master’s degree in education, Social Science, Development studies, Economics, Agriculture or related subject and practical knowledge in Conducting Evaluation in Kenya.

10. Application Process

Interested applicants are requested to submit the below application documents;

• The technical proposal. This should include the methodology, outputs, activities, tentative work plan with timelines, and CVs of the proposed evaluation expert(s).

• Financial proposal along with a budget breakdown for evaluation. The financial proposal should include a detailed budget with the fees and number of days per expert(s), the travel costs, accommodation and per diem, internet and airtime, enumerators stipend and logistical support, and all taxes.

• Two samples of previous similar assignments.

• Three referees

• A copy of the registration certificate for consultancy firms

• A copy of the tax clearance certificate for the last fiscal year from Kenya Revenue Authority.

• Proposal evaluation - technical proposal (60%) and financial proposal (40%).
