BACKGROUND

The Education in Emergencies team in the Education Section supports countries with technical assistance on EiE and has embarked on a number of initiatives in response to the Evaluation of UNICEF’s contribution to Education in humanitarian settings. This includes a strengthened focus on learning in emergencies, innovations and reaching the most marginalized in humanitarian crisis. Evidence shows that increased analysis, sharing and capacity development are all important to strengthening the EiE response globally. This is with reference to all emergencies including the COVID-19 global pandemic, new crises such as the Ukraine conflict, flooding in Pakistan, drought in the Horn of Africa, and ongoing protracted situations such as in Ethiopia, Yemen and Afghanistan among others. The EiE team is also implementing a large grant to support an 18-month Mission Recovery Education in Humanitarian Countries programme being implemented in 27 humanitarian countries and all 7 Regional Offices. There are significant knowledge sharing activity support required for this programme. This has led to a substantial increase in workload and hence the need for additional technical assistance. The consultant will work with the Education team and collaborate with relevant cross-sectoral teams as required, regional offices and country offices as well as other emergency focal points across the sections.

Purpose of Activity/Assignment:

  • Technical analysis to capture trends, innovations and results of country-level EiE programmes and interventions
  • In-dept case studies, fact sheets, issue briefs, reports and technical briefs related to EiE programmes especially with reference to learning, climate change and migration in humanitarian settings.

Terms of Reference / Deliverables

Work Assignment Overview

The consultant will support work in the following areas:

Technical Analysis -

  • Analysis of Country Office Annual Reports and follow-up where required with COs, related to all aspects of Education in Emergencies (thematic examples- gender, disability, migration, IDPs, refugees, conflict, COVID-19, remote learning, learning assessments etc.).
  • Analysis of migration related programmes (including the Netherlands funded prospects programme and the UNICEF/ UNHCR Blueprint Countries refugee targeted programmes) around thematic themes (examples as above).
  • Analysis of external partner programmes and internal programmes on acceleration of learning in humanitarian settings- particularly (but not solely) on the themes of functional literacy and numeracy.

Knowledge Products:

  • Draft EiE related entry for the 2022 Annual Results Report- Global Area 2.
  • Draft EiE related entry for the 2022 Annual Results Report: Humanitarian Action
  • Issue briefs
  • Technical briefs
  • Case studies (including those related to learning in EiE and migration/CoTM settings)
  • Fact sheets
  • Adhoc requests from EiE Team Leader- including inputs for briefing notes, speeches, sitreps, updates, etc.
  • Engage with yammer EiE site discussions and deep dives.

Deliverables/Outputs

  • Support the team, presentation, social media etc., when required (using ppt, other software, etc.,).
  • Produce at least 4 two-page mini case studies on scalable learning solutions in EiE settings
  • Support the revising/editing of up to 10 mini case studies for the Mission Recovery Education in Humanitarian Countries programme
  • Completed webinar with summary report provided
  • Mapping of key results based on COARs and related data sources and draft EiE ARR results reporting.
  • Submission of EiE inputs to ARR draft report and final report
  • Mapping of key results based on COARs/ CERs and related data sources and draft EiE HAR reporting
  • Submission of draft and final HAR EiE inputs in line with UNICEF deadlines and progress report.
  • Completed global webinar with summary report provided

    Qualifications

1) Education

  • Master’s Degree in International Development, Political Science, Education, or other social science.

    2) Work experience

  • At least 10 years of solid responsible professional work experience in a relevant field

  • Previous experience with the UN/ UNICEF desirable
  • Strong knowledge in programming and relevant technical fields (policy analysis, statistical analysis or other social science disciplines)
  • Previous experience in data analysis, analyzing trends from spreadsheet
  • Thorough understanding of Education in Emergency programming and/or relevant technical fields

3) Competencies

  • Excellent analysis and organizational skills
  • Demonstrable writing skills for a wide variety of purposes
  • Proven research skills
  • Strong skills in use of Microsoft, canva and other communication tools
  • Language Proficiency: English, other official UN language seen as an asset.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
