UNICEF LAC Regional Office manages several interventions of humanitarian preparedness and response financed by ECHO in the frame of the HIP appeal {2022 - 2023), including 3 projects: 1) Response to the migration Outflow in South America (Brazil, Dominican Republic, Ecuador, Peru, Trinidad and Tobago and Venezuela); 2) Building resilience in protection and education services (El Salvador, Guatemala, Honduras, Nicaragua and Panama); 3) Strengthening education, child protection and social protection shock responsive systems in the Caribbean (Belize, Cuba, Anguila). In this framework, UNICEF seeks to continue the regional coordination structure to support the implementation of both ECHO actions as well as other potential actions funded by ECHO during 2022 and 2023, by providing direct and remote support to country offices to address the increasing number of complex crises affecting children. This support includes technical assistance, quality assurance and oversight to ensure timely and effective humanitarian response in pursuit of the Core Commitments for Children in Humanitarian Action {CCCs), including cross-cutting programming (i.e., on gender, early childhood development, adolescents and disabilities) in all countries where a humanitarian situation is revealed.

Purpose of the Assignment

Under direct supervision of the Regional Emergency Specialist, the ECHO Project Monitoring and Reporting consultant, will be responsible for the following duties:

1. Support LACRO Emergency Unit in monitoring the regional ECHO HIP projects' implementation in LAC (South America, Central America and Caribbean), ensuring the achievements of results as well as promoting that CO's actions are synergic and take place according to the work plan with an appropriate allocation of resources and timely delivery of results.

2. Support LACRO Emergency Unit in the follow-up of the regional ECHO HIP Projects in LAC region, focusing on the quality reporting of COs' activities, work plans, budgets and target progresses, as well promoting that COs' actions generate evidence for appropriate humanitarian knowledge sharing, as needed.

3. Assist LACRO Emergency Unit in the overall information management (IM) related to the regional ECHO HIP projects projects, as well as the due diligence in any administrative matters of the projects, such as registry and maintenance of project files and records and situation monitoring reports associated with the projects.

4. Formulation of new proposals for ECHO.

Specific Tasks

In close coordination with LACRO Emergency Unit:

1. Monitor the technical implementation of ECHO HIP projects in support and close coordination with LACRO Emergency team and COs' focal points.

2. Ensure follow-up and reporting (both internal bi-monthly and to the donor) - interim and final including technical and financial - of the ECHO HIP projects implementation, including evidence generation and related knowledge sharing.

3. Ensure that the overall information management (IM) associated to ECHO HIP projects is carried out as planned, in coordination with cos involved.

4. Work on the formulation of new proposals for ECHO based on the donor's templates.

Expected Results

1. The technical implementation of ECHO HIP projects is monitored in a timely and effective manner, in coordination with LACRO Emergency team and cos' focal points.

2. The internal bi-monthly and the interim and final donor reports of ECHO HIP projects (technical and financial) are elaborated with quality and in a timely manner, along with evidence/knowledge generation and sharing.

3. The planned information management (IM) for the ECHO HIP projects is carried out in an effective and timely manner, in coordination with the cos involved.

4. New project proposals have been formulated for HIP or other ECHO appeals, based on the donor's templates.

Minimum Requirements and Qualifications

Education

  • University degree in Social Sciences, International Relations, Education, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • Minimum of 5 years of relevant professional work experience in project management and coordination in the humanitarian and or human rights sector.
  • Work Experience International and developing country work experience at Regional, National or sub national level.
  • Familiarity with emergency response strategies, as part of the main UNICEF programme areas.
  • Experience in Humanitarian Action and with ECHO projects.
  • Networking experience with international organizations, NGOs and other key partners at regional and country level.

Languages

Fluency in Spanish and English is required.

Technical knowledge

  • Professional technical knowledge and expertise in project technical coordination
  • Extensive knowledge of UNICEF programme works in the LAC Region in the areas of Humanitarian Action.

Supervision

The consultant will work under the direct supervision of the Regional Emergency Specialist for LAC.

Duration

This contract is expected to start on 01 October 2023 with an estimated duration of 21 months.

Travel

Travel is not foreseen for this consultancy. Should travel is requested, it will be covered by UNICEF as per policy.

• Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations. • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
