How can you make a difference?

The Education section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to support ongoing early learning and Early Child Development Initiatives in the Regional and Country Offices of UNICEF East Asia and Pacific Regional Office (EAPRO) and their links to the Education program of EAPRO.

The consultant will support the regular programme, as well as the COVID-19 response plans and related initiatives. In particular, the consultant will support: a) the revision and completion of analyses, evaluations and documentation of ECD and early learning policies and programmes; b) the knowledge management and data generation of the EDU/ECD section in EAPRO; and c) the development and follow up of partnerships, fundraising proposals, knowledge dissemination strategies for ECD, early learning, and other selected key education initiatives. The consultant will also d) contribute to EAPRO technical support on ECD and early learning to Country Offices; and e) support the planning, monitoring and reporting of ECD and early learning programmes in EAPRO and COs.

Work Assignment:

The consultant is expected to:

  • The UNICEF EAPRO regional strategy around the Nurturing Care Framework is revised and finalized (in coherence with the Regional ECD Framework for Action).
  • Rapid needs assessment as part of the regional Nurturing Care Framework Strategy are coordinated and rolled out with at least 3 selected country offices and partners.
  • Under the guidance of the Regional Adviser and the ECD Regional Specialist, and in consultation with country offices, regional partners and UNICEF HQ, the consultant will finalize the Regional ECD Framework of Action (2021-2025).
  • The analysis on responses and lessons learnt of the ECD programming during the 2020 Covid-19 pandemic is finalized and disseminated.

  • An ECD network meeting is organized.

  • ECD SharePoint and files are updated monthly; and all requests form Country Offices, HQ and internal and external partners are tracked and follow up.
  • All requests for develop issue briefs, summary reports, case studies and guidance notes on varied topics are concluded on time and with quality.
  • The development and follow up of at least 6 meaningful fundraising proposals is supported.
  • A list of ECD/EDU specialist journalists in the region is prepared; a list of key think thanks working on ECD and learning is also prepared.
  • CO and RO ECD 2021 annual reports, indicators (SMQs) and other related reporting tools are revised and finalized on time and with quality, accordingly, to Planning guidance
  • EAPRO ECD annual report, COVID-19 Response related reports, and revision of relevant indicators is achieved on time and with quality, accordingly to Planning and Emergencies guidance.
  • Selected EAPRO efforts to collect and monitor data and evidence from the field is supported as requested.

  • Consultations on the Regional ECD Framework of Action (2021-2025) are started.
  • The analysis on responses and lessons learnt of the ECD programming during the 2020 Covid-19 pandemic is finalized and disseminated.

  • ECD SharePoint and files are updated three times; and all requests form Country Offices, HQ and internal and external partners are tracked and follow up.

  • A regional ECD network meeting is organized under the guidance of the Regional Education Adviser and ECD regional specialist.

  • The UNICEF EAPRO regional strategy around the Nurturing Care Framework draft is finalized.

  • The rapid needs assessment as part of the regional Nurturing Care Framework Strategy in at least 3 countries are finalized.
  • The Regional ECD Framework of Action (2021-2025) draft is finalized.

  • Support the preparation, revision and completion of analyses, evaluations and documentation of at least 3 ECD policies and programmes produced at regional or country office level.

  • ECD SharePoint and files are updated three times; and all requests form Country Offices, HQ and internal and external partners are tracked and follow up.
  • All requests during this period for develop issue briefs, summary reports, case studies and guidance notes on varied topics are concluded on time and with quality.
  • The development and follow up of at least 3 additional fundraising proposals is supported;
  • The preparation of a list of ECD/EDU specialist journalists in the region is finalized.
  • The preparation of a list of key think-thanks working on ECD and early learning is prepared.
  • EAPRO ECD annual report, COVID-19 Response related reports, and revision of relevant indicators are supported.
  • Selected EAPRO efforts to collect and monitor data and evidence from the field is supported as requested.

Sept - Jan 2022

  • Support the preparation, revision and completion of analyses, evaluations and documentation of at least 2 ECD policies and programmes produced at regional or country office level.
  • ECD SharePoint and files are updated three times; and all requests form Country Offices, HQ and internal and external partners are tracked and follow up.
  • All requests in this period for develop issue briefs, summary reports, case studies and guidance notes on varied topics are concluded on time and with quality.
  • The development and follow up of any ongoing fundraising proposals is supported and if approved, the reporting needed is supported.
  • CO and RO ECD 2021 annual reports, indicators (SMQs) and other related reporting tools are revised and finalized on time and with quality, accordingly, to Planning guidance.
  • EAPRO ECD annual report, COVID-19 Response related reports, and revision of relevant indicators is supported on time and with quality, accordingly to Planning and Emergencies guidance.
  • Selected EAPRO efforts to collect and monitor data and evidence from the field is supported as requested.

Estimated Duration of Contract: 11.5 months, starting 15 March 2021

Official Travel: Travel may be required to regional countries.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences, Education or other related field.
  • Minimum 5 years of experience working in international development or any other UN agencies.
  • Fluent in English.
  • A good understanding of Education and ECD indicators, policies and tools is needed.
  • Previous experience working in issues relating to Early Childhood Development, Education/Early Learning, Nutrition, Peacebuilding/Conflict Analysis or related fields.
  • Strong experience in program/results management, monitoring and reporting.
  • Excellent interpersonal skills and previous experience communicating with partners at different levels.
  • Demonstrated ability in work planning and report preparation.
  • Demonstrated skills in professional high quality writing in English.
  • Experience working in the East Asia Pacific region highly desirable.
  • Excellent communication skills in English.
  • Familiarity with the ARNEC network desirable.
  • Experience working for a United Nations organization an asset.
  • Consultant based in Bangkok is preferable.
